Higher Education Support Program

Program Coordinator
(The position is temporary with a minimum commitment of one year.
The position is available immediately.)

Base and Reporting

The Program Coordinator is based at the OSI Budapest office and
reports to the HESP Program Director and Senior Program Manager.

General Duties

The Program Coordinator works with the Senior Program Manager on the
implementation and development of the HESP Central Asia Research and
Training Initiative (CARTI) program. Within this framework, the
Program Coordinator provides complex administrative and programmatic
support to the individual projects as well as to the CARTI program as
a whole. The Program Coordinator is a key liaison between the funded
projects and relevant units of OSI in all matters related to the
administration of OSI funding to the CARTI projects and the general
program activities.

The specific responsibilities of the CARTI Program Coordinator lie in
the following programmatic and administrative areas:

Recruiting candidates for CARTI Fellowships

* Working with the Senior Program Manager (SPM) and the CARTI
academic advisory Committee (AC) on drafting annual Calls for
Applications and advertising the Fellowship programs in the target region
* Consulting the applicants on the format and priorities of the
program and application procedures, coordination of the admission and
review of the applications for Fellowships and communication of the
selection results
* Assisting the SPM in the search for and communication with the
international consultants to the program

Grant and Program Administration

* General orientation of Fellows and consultants and coordination of
the planning and budgeting for the individual grants
* Administration of grant contracts and payments, compliance with the
OSI legal, administrative and financial policies and procedures and
guidelines for CARTI funding
* Guidance and oversight of the reporting (programmatic and
financial) on the individual projects and review of the reports by the
AC and HESP

Organization of Program Events

* Overall logistical and financial organization and administration of
the CARTI training and academic events
* Providing necessary organizational and documentation support for
the site visits to the region by the members of the CARTI AC and the
project consultants and for the Fellows' overseas study visits
* Logistical and budgetary organization of the CARTI Committee
meetings, organization and distribution of necessary materials, input
in designing the schedule and agendas for the meetings

Maintaining the Fellowship records and program documentation

* Maintaining all program records, including individual grant files,
minutes of the AC meetings and documentation of other CARTI events,
other relevant program records and presentation materials, regularly
updated databases of Fellows and projects
* Drafting and distributing general information and guideline
materials for the applicants, grantees and consultants
* Maintaining updated CARTI pages on the OSI web site www.soros.org

Program Development and Networking

* Liaising with local educational and organizational partners on
program advertising, support to Fellows' activities and organization
of local training and academic events and experts' visits
* Working with the SPM and the AC on the organization and
administration of the internal and external program evaluation
* Attendance at meetings and events relevant to CARTI and HESP
activities and development, presentation of CARTI and HESP programming
at various relevant occasions
* Working with the SPM and the AC on identifying the potential
partners, directions and means for the CARTI program development
* Responding to inquiries on CARTI and other relevant general HESP matters
* Assisting in coordination and management of other, non-CARTI,
common HESP activities and events in the region, as requested or
appointed by the SPM or HESP Director

Qualifications, Skills and Qualities

* A university degree in social sciences or humanities
* At least three years' administrative experience in not-for-profit
sector, preferably within an international organization related to
educational or social development, or educational administration;
candidates with academic background will also be considered
* Good understanding of the higher education system and development
in the post-communist region; knowledge of Central Asian region will
be an advantage
* Excellent organizational, interpersonal and presentation skills,
attention to detail
* Excellent communication skills, including excellent spoken and
written English; proficiency in Russian and/or Hungarian languages is
an asset
* Excellent word processing, database creation and management and
basic accounting skills
* Readiness to meet the challenges and special needs of working in a
multinational and multicultural environment and travel extensively in
the program's target region; commitment to the mission of OSI and HESP.
