The Nukus Museum-Home of the Savitsky Collection -- and the Friends
of Nukus Museum (FoNM) are pleased to announce Karakalpakia 101 --
Journey to the Heart of a Culture -- comprising a 5-day study/field
trip to Nukus, Karakalpakstan from April 12-17, 2009.

Centered around and coordinated by the Museum and its staff,
Karakalpakia 101 is designed to enhance public awareness about, and
interest in the distinctive culture, economy and history of
Karakalpakstan and its people. The program comprises a combination of
lectures and presentations, docent-led visits to all departments of
the Museum, and two half-day field visits to archaeological relics and
sites of ancient Khorezm (present-day Karakalpakstan) and to Muynaq.
It starts with a half-day of introductory activities in Tashkent on
April 12.

As its title implies, Karakalpakia 101 is an experimental, pilot
activity and, for this reason, participation will be limited to a
small group of 6-8 individuals based in, or visiting Uzbekistan or
Central Asia. Thus, in addition to a serious interest in learning
more about Karakalpakstan -- including, but not only, its famous
Museum -- participants need to be able and willing to appreciate and
enjoy the innovative nature and spirit of the program.

The fee for Karakalpakia 101, payable directly to the Museum (in cash)
is: US$350 per person. This covers: (a) local transport in, and two
field trips outside Nukus (by minibus/van); (b) two meals (lunch and
dinner) daily, plus coffee/tea breaks; (c) services of docents, guides
and interpreters; and (d) small souvenirs. The fee does not include
transport to and from Nukus (about 92 euro or US$130 Tashkent/Nukus
roundtrip via Uzbekistan Airways) or accommodation in Nukus (ranging
from $25-40 single to $40-65 double per night including breakfast at
the Zhibek Zholy guest house (100 meters from the Museum).

Individuals interested in participating in -- and becoming the first
graduates of -- Karakalpakia 101 are invited to send an email,
including their full name, address, telephone number(s), email, and
institutional affiliation, if any, to: friendsnukusmuseum@gmail.com,

ASN 2009 World Convention Film Lineup

The ASN 2009 World Convention, taking place at the Harriman Institute,
Columbia University, on 23-25 April, is pleased to present once again
an exciting line-up of twelve international documentaries dealing with
regions and themes of interest to our participants. This year's film
selections take us on a voyage across Western and Central Europe
(Germany, Poland, Estonia), through the Balkans (Kosovo, Serbia),
Ukraine, the Caucasus (Georgia and Abkhazia) and into the Eurasian
expanse (Turkmenistan, China). Through the roving lens and probing
questions of talented filmmakers, the powerful, often disturbing
images they capture, as well as the voices of a diverse assortment of
individuals interviewed, these films offer insight into fundamental
issues now facing states, societies and populations a decade into the
21st century -- remembering and framing the past, the challenges of
economic and political development in the post-communist era, the
pressures of globalism, resurgent nationalism, identity, and the clash
of cultures and traditions.

The films will be screened in the International Affairs Building,
Columbia University, 420 W. 118th St., New York, NY 10027. The
Convention will feature 125 panels and more than 700 participants,

Film 8 -- A Kingdom Reborn: Treasures From Ukrainian Galicia

This is the first Western documentary to present the history of
Galicia and Lviv through rare footage of the region's still little
explored art and architecture. The film's creators closely cooperated
with Galician academics, icon painters, museum directors, curators,
composers, and musicians, as well as restoration specialists. Galicia
today faces new challenges as it straddles the recently expanded
European Union and those territories on the outside looking in. The
history of Lviv is particularly rich and salient. Transformed in the
distant past from a Ruthenian princely seat to a Polish royal city,
and later from an Austrian crown-land capital to a Polish regional
center, it was also forcibly held in more recent times by both the
Nazis and the Soviets. It is here that the pulse of Ukrainian identity
and European aspirations beat, where national memory and civic
identity have been repeatedly contested and recreated.

in Georgia in the wake of the crackdown on democracy in the fall of
2007, leading to the controversial re-election of President Mikhail
Saakashvili in January 2008. Following the lives of opposition
activists Irakli Kakabadze and Anna Dolidze, At the Top of My Voice
dives beneath the headlines to provide an intimate and gripping
portrait of the human face behind the current struggle for democracy
and human rights in Georgia. The film raises questions about the risks
taken by scholars and artists worldwide who dare to speak truth to power.

unfolding among the multitude of migrants from rural China who
comprise the backbone of the Chinese economic miracle. This massive
dislocation of people might well represent the largest, most rapid
migration in human history. The film depicts how a single generation
is experiencing the culture shock of an Industrial Revolution that
took centuries in the West. An elegy to a lost way of life and a
grassroots view of what could become the most powerful economic power
on earth, the film offers a human dimension to the ubiquitous label
"Made in China."

The occupation of Estonia by the Nazis and the Soviets ushered in a
period of terror for the Estonian population, more than one-quarter of
which was deported to Siberia, executed, or driven abroad by the end
of World War II. Music sustained the Estonian people during these dark
years and was such a crucial part of their subsequent struggle for
freedom that their successful bid for independence is known as the
Singing Revolution. Filmmakers Tusty and his wife Maureen were
inspired by the power music has had over their fellow Estonians and
devoted four years to documenting this incredible story. The result is
a moving, intensely human testament to the sustaining power of hope
and the motivating strength of song. The film reflects the indomitable
human drive for personal freedom, political independence and
self-determination.

This film is a segment of the ten-part documentary Balkan Express -
Return to Europe, a German-Austrian co-production, in collaboration
with European Stability Initiative (ESI). Heralded as one the "most
ambitious TV projects on Southeastern Europe produced in recent
years," the series was awarded the "Erasmus EuroMedia Grand Award" in
2008. Commended for "the exemplary way in which [it] blends inspired
direction and emphatic camera work with sound scientific research and
journalistic excellence", the series allows people of various
backgrounds who have contributed to the region's progress since the
mid-1990s (artists, lawyers, journalists, activists, mayors,
athletes...) the opportunity to comment on their current situation.

SERBIA: EXIT EUROPE explores two powerful but contradictory forces now
at play in Serbia. The loss of Kosovo has rekindled nationalism and
bitterness towards the international community, while the victory of
the pro-European forces in the May 2008 elections steered the country
towards EU integration. Key questions now hover over Serbia's future:
Is Serbia on track to joining the EU? Is it confronting the crimes of
the Milosevic era? Or will the Stabilisation and Association Agreement
with the EU remain on hold and application for EU membership a distant
prospect?

with families whose personal stories demonstrate the growing strains
and pressures felt by a population little supported by the state that
is forced to hold tight to traditional family-based structures.

This high-spirited political satire exposes the complicity of
multinational corporations in supporting and legitimizing dictator
Saparmurat Niyazov of Turkmenistan, self-appointed President for Life
and one of the world's most egregious violators of human rights.
Through interviews with Turkmeni dissidents, journalists and human
rights advocates now either in jail or exile, the film explores how
Niyazov transformed a remote Central Asian republic into one of the
most oppressive regimes in recent history. The "holy book" in the
film's title refers to Niyazov's Ruhnama -- a bizarre blend of legend
and the dictator's delusional thinking that rivals Mao's "little red book."


Film 7 -- The Lost Colony

Setting out initially to investigate rumors that the KGB had attempted
to cross humans with primates, filmmaker Bussink made her way to the
Sukhum Primate Center in the former Soviet republic of Abkhazia, the
world's oldest monkey laboratory. The tumultuous 1990s were not easy
for this pioneering research institution that was once the pride of
the Soviet Union. The Laboratory that had trained primates for space
travel and contributed cutting-edge research to the fight against
cancer fell into decay in the years following the Georgian civil war.
As the film shows, the buildings crumbled through neglect, but most of
the monkeys escaped and are the focus of the lab personnel's struggle
to keep the Center alive. Documenting these quiet but determined
efforts, the film raises questions about large-scale politics and
science, and underscores the stark reality of political and economic
changes that affect everyone, animals included.

Film 2A -- The Polish Enigma. Exit from Communism: Great Negotiations

With the birth of Solidarnost in 1980, Poland successfully contested
the power of the communist regime, before losing hard won freedoms
shortly after. Unprecedented negotiations between the communists and
Solidarnost's leader a few years later, however, helped pave the way
for the fall of communist regimes in Eastern Europe. Surprisingly, by
the mid-1990s, democratic elections brought the communists back to
power in Poland. The film explores this seesaw movement in Polish
politics by delving deeply into the murky history of negotiations
between Solidarnost and the communists throughout.


Film 2B -- Citizens K: The "K" Twins
France, 2007 (57 minutes)

The film presents a unique picture of the Polish state through the
story of twin brothers Lech and Jaroslaw Kaczynski, President and
Prime Minster of Poland respectively when the film was shot. Through
interviews with members of the Kaczynskis' party, the filmmakers
deconstruct the dual, seemingly contradictory nature of leaders who
equipped themselves with a modern Western-style party and pledged
loyalty to democratic Europe, but exercised political power through family.


Film 6 -- Who Is Deutschland?
Canada, 2007 (53 minutes)
Directed by Boaz Beeri, written by Jonathan Medow and Abe Singer

The film focuses on the outpouring of national feeling expressed in
Germany during the World Cup tournament, and the reactions and
discussions it prompted in German society among people of various
backgrounds. While tracking the progress of the German team in the
World Cup, the film focuses on Markus, a leftist Berlin University
student who tells his side of the "German identity story." Interviews
with German politicians, rock stars, media executives, museum
directors and students highlight the tensions surrounding the burning
issues of new German patriotism, history, the contemporary role of
Jewishness in German society and, ultimately, German identity. As the
World Cup advances, Markus' life experiences and outlook provide one
vivid example of the very personal process of identity formation that
is unique to Germany.

Film 9 -- Rule of Law: Justice in Kosovo

Looking for something more adventurous than her life as a judge in
Vienna, Claudia Fenz takes on a post with the UN as part of the
organization's mission to support the democratic reconstruction of
this Balkan region recently devastated war. Fenz heads to Prizren in
southern Kosovo and takes on the trial of six Albanians accused of
having stoned a Serb and his mother to death during riots that broke
out in March 2004. The film charts the judge's attempts to work with
the local council, focusing on her encounter with moral standards and
traditional rules characteristic of a patriarchal society, but
contrary to the "rule of law" decreed by the UN. Tirelessly seeking to
familiarize herself with local customs and navigate a passage to
justice, Fenz's experience highlights the tensions between the two
ethnicities, while at the same time raising important questions about
the meaning of justice itself and its application.

"The Akromiya Phenomenon: Testing Our Knowledge of Central Asian Islam"

Synopsis:

If one attempts to survey the landscape of post-Soviet Islam based on
Western sources and the declarations of governments in the region, the
dominant features appear to be a series of radical movements,
including the Islamic Movement of Uzbekistan, Hizb ut-Tahrir, and
"the Akromiya movement." These movements are offered as evidence of
the threat to civil order and thousands of arrests have been made
across Central Asia of people accused of association with these
movements. But what of the evidence that these claims are based on?
The so-called "Akromiya movement" offers the starkest example of
far-reaching threat claims -- and indeed, justification of the largest
massacre in Central Asia since early Soviet times (i.e., in Andijan,
May 2005) -- in the absence of reliable evidence. As such, this case
allows a particularly revealing study of how threat claims are
produced, and on what they are based in lieu of evidence. The study
of "knowledge production" that forms the basis of "expertise" on Islam
in Central Asia suggests that production of "expertise" is guided more
to meet particular demands than by the availability of evidence. The
key actors in the knowledge production process include the "experts",
as well as those institutions which create demand for that the expert
positions and which finance the expert analysis.

GRANTS- Research on Sustainable Land Management in the Pamir-Alai Region

Call for Research Project Proposals

Background

The project Sustainable Land Management (SLM) in the High Pamir and
Pamir-Alai Mountains (SLM-PALM) - an Integrated and Trans-boundary
Initiative in Central Asia aims to address the interlinked problems of
land degradation and poverty within one of Central Asia's critical
mountain 'water towers' and biodiversity hotspots. This will be
achieved through a trans-boundary approach that will seek to improve
the technological, institutional, policy and legislative environment
that is required for enabling mountain communities to take primary
responsibility for the productive and sustainable management of their
local ecosystem resources. A regional strategy and action plan for
sustainable development of the High Pamir and Pamir Alai mountains has
been developed through participatory multi-level and multi-sectoral
stakeholder consultations that took place in 2008.

To stimulate and ensure the effective and efficient implementation of
the regional strategy, participatory community-based resource
assessment, land use planning and micro-project implementation will be
undertaken at selected hot spots -currently eight communities in the
project region (map enclosed) - in the context of the trans-boundary
framework. Demonstrations of the community-based SLM activities are
expected to help mobilizing the additional resources for up-scaling
the initiative in the Pamir Alai region and in other trans-boundary
mountain environments in Central Asia. In addition to direct global
environmental benefits that will be accrued in the Pamir-Alai
mountains, the development of replicable generic guidelines that can
be used to address the problems of land degradation in similar
mountain environments will be an added benefit of the project.

Under this project, the International Center for Agricultural Research
in the Dry Areas (ICARDA) Program for Sustainable Agriculture in
Central Asia and the Caucasus (CAC) is launching a call for adaptive
research projects in Kyrgyzstan and Tajikistan. Research institutes
and NGOs from these two countries are herewith invited to submit
project proposals for consideration for targeted research grants. The
proposals should address the necessary research and capacity building
activities, on research topics which include the following areas:

* Identification and introduction of crop varieties suited to the
high-altitude environments of PALM;
* Improved livestock production and range management practices;
* In-situ and ex-situ conservation of plant biodiversity of the PALM region;
* Conservation agriculture practices and resource conserving soil and
water; management technologies for mountain ecosystems;
* Market value-chain analyses for mountain crop, tree and livestock products;
* Assessment of the livelihoods of mountain communities;
* Renewable energy sources for mountain communities.

Proposals from other areas of SLM can eventually also be considered if
no sufficient proposals are submitted on these topics.

Application

Applications are restricted to national institutions from the two
partner countries Kyrgyzstan and Tajikistan. International
co-financing and other agencies will be encouraged to couple with
national partners and cover any additional expenses beyond those that
can be covered by the GEF funds. The project funds can only be used
for research purposes within Kyrgyzstan and Tajikistan.

The applications should be submitted to the ICARDA CAC Program under
PALM-ICARDA-CAC@cgiar.org, where they will be collected and submitted
to the International Steering Committee of PALM (PALM-ISC) via e-mail
for final approval. The deadline for submitting proposals is 15 April,
2009. Proposals can be submitted in English or Russian.

Only applications submitted by e-mail will be accepted. The length of
the project concept notes should not exceed 6 pages in total. The
proposal should consist of one document only, in PDF format, not
exceeding 1 MB in size.

Proposals should be accompanied by a scanned cover letter of the
Director of the applicant's institution on the institution's letter
head, signed and stamped, stating that he supports the proposal.

It is expected that research grants will be awarded mid-May of 2009,
so that investigations can still start this year.

The research projects should be completed in a period of 12-24 months.
The proposals should consist of the following chapters: introduction,
objective and justification, material and methods, expected results,
financial and other resources needed to conclude the project
(personnel, travel costs, consumables, small equipment of up to 3.000
USD) and include information about eventual co-funding from the
applying institution. The proposal should also explain how the
research projects will be validated within this period on at least two
sites, so that they can be integrated in the final assessments of the
project and used as a basis for developing recommendations for
replication. The proposals should clearly state the project goal,
rationale, objectives, outputs and impacts along with research methods
and sources of information to be used. Applicants should provide one
progress report every 6 months that also details the use of financial
resources, and a final report two months after the end of the project.
Should the progress reports not be satisfactory, as rated by the
PALM-ISC, ICARDA-CAC reserves the right to annul the contract.

The maximum available fund for the each project proposal is 30.000
USD. Applicant institutes can submit more than one project proposal.
Applications can be submitted by one organization alone, or in
coherence with proposals submitted in parallel by other organizations.

Ukrainian-Georgian Cooperation: Partnership and Sustainable Development

On the 4th-5th of June 2009 the International conference "Ukrainian
-Georgian Cooperation: Partnership and Sustainable Development" will
take place in Odessa, Ukraine. The conference is organized by the
National Institute for Strategic Studies - Odessa Branch under support
of the General Consulate of Georgia in Odessa and
Friedrich-Ebert-Stiftung in Ukraine.

During the conference the following topics will be discussed:

1. Democratization of Georgia and Ukraine after the "color"
revolution: comparative analysis.

2. Ukrainian-Georgian Relations:

c. Military-technical sphere
d. Transport corridors

3. European and Euroatlantic integration of Ukraine and Georgia

It is normal to think of Islam in normative terms -- positing that
there is a "correct" form of Islam and deviations from that. This is
normal thinking both for Muslims and for non-Muslim observers and
policy makers. This normative thinking leads to unjustified
assumptions about Islam, that it is or should be homogeneous, and at
the same time, that posit dichotomies as the best way to understand
Islam: between Shia and Sunni, Wahhabi and Sufi, traditional and
modern, moderate and radical, local variation and universal norms.
The talk will explore the problems of thinking both homogeneously and
dichotomously about Islam in Central Asia, and consider how the
religion can be best understood as an intertwining of diverse,
sometimes contradictory orientations. This is particularly true of
Islam in the post-Soviet Central Asian space, where there has been a
tremendous increase in different orientations, as Muslims have sought
to recover their tradition in the wake of Soviet official atheism.

"Manas". She has edited a number of valuable books on different
aspects of Turkic culture. She has also edited researches on

Short synopsis:

After a half year of the crisis, numerous polls show that people's feelings
of social solidarity are intensifying. This is how the "mythology of the
crisis" works. It is based on principles similar the behavior of animals at
a pond during a drought. Therefore, it is a prime time to change people's
behavior with courageous social-marketing campaigns. During his
presentation, Mr. Machnev will share with his vision of the opportunities
for social marketing, based on the Russian experience, while Ms. Temirova
will talk briefly about social marketing in Kyrgyzstan.

Bio:

Mr. Machnev graduated from the Journalism Department of Saint-Petersburg
State University. He has participated in trainings on advanced technology
management in Germany, project evaluation in Sweden, and news management in
the USA. Mr. Machnev is the author of a series of trainings and business
games. Since 1996 he has conducted more than 300 trainings and business
games. Among his customers are the V. Potanina Charitable Fund, "Rusneft"
Ltd., Russian Saving Bank, "RUSAL," "Megaphone," international agencies, and
other large NGOs and business organizations from Russia, Germany, Sweden,
and Kazakhstan. He is also the author of a number of publications on mass
media, book entitled "Tendencies of the development of Social Programs," and
"Social-marketing companies in Russian."

Intensive Summer Course of Armenian Language and Culture

August 2009

The intensive summer course of Armenian Language and Culture of the
University of Venice (Department of Eurasian Studies), in
collaboration with the Cultural Association "Padus-Araxes", will take
place from August 3rd to the 19th. Examinations on the 20th. Arrivals
on August 1st and 2nd. Departures on August 21st and 22nd.

Applications must be done personally and by written giving a phone and
a fax number, and also an em address. For acceptance it is necessary
to be at least of eighteen years of age.

The course has three/four basic levels from the Absolute beginners to
the Advanced. Lessons take place from Monday to Friday five hours a
day in the morning. Attendance of lessons is compulsory. Various
cultural initiatives will accompany the course.

Also free courses of Duduk, Armenian dance and Armenian cuisine, will
be offered in the afternoon, to participants who wish to take part.

Tuition fee is 690 euro or its equivalent in other currency. Of this
amount 500 euro must be sent as a registration fee upon acceptance
within the deadline of March 31st. The total amount will be settled On
the arrival day in one of the main Western currencies. This is an
absolutely basic condition for access to the lodgment. Money once paid
will not be refunded for any reason. A 10% discount is applied to
those who have already attended the course, at least twice, with a
good result as well as to one of the close relatives (parents,
brothers, husband /wife). International bank checks or money-orders
must be MADE OUT ONLY to Associazione Padus-Araxes , and mailed to:
Assoc. Padus-Araxes - c/o Dipt. Studi Eurasiatici - S. Polo 2035 -
30125 Venezia (Italia). Personal checks are not accepted. Postal
checks as well as personal checks are not accepted. All checks must
have the cover of the bank and set on an associated Italian Bank. All
are kindly requested not to do bank transfers for the high commission
rates. In any case all bank expenses will be charged to the applicant.

A lodgment is offered to the participants at a Student Home in the
historic centre of Venice. Accommodation fee for the whole period from
August 1st through the 21st included is: 820 euro for a single room,
610 euro for a double room. Any per diem calculation is not admitted
within these period. A lunch or dinner will cost nearly 8 euro to be
paid on place.

* MA, PhD degree in Sociology or related areas
* University teaching experience in English
* Commitment to the position for at least two years

The ideal applicant will be able to offer required undergraduate
courses as well as advanced undergraduate courses in her/his area of
special interest. Responsibilities will include teaching, advising and
mentoring students, and participating in departmental and university

involve Central Asia and/or post-Soviet countries and areas of

Department of Sociology is a degree-granting program at AUCA educating

since 2001. A third of our graduates continued to further their
education in universities worldwide. The program provides students
with a solid foundation in sociological theory and research to prepare
students for work in variety of academic and professional careers.

that seek to rekindle scholarly exchanges about the precursors of the
events of 1989 through 1991 (e.g. reformist ideas launched by
communist leaders in the late 1950s and the late 1960s, modes of
anti-regime mobilization in both Eastern Europe and the Soviet Union);
about the intertwining of processes of societal transformation and the
evolution of ruling communist parties; and about the main social and
political developments that precipitated the implosion of one-party
regimes. We are also interested in research projects that locate the
late 1980s/early 1990s into analytical frameworks that explore both
broader patterns of political turbulence in the Soviet bloc and the
historical specificity of identifiable moments of crisis. Finally, we
ask what is the cultural, historical, and political significance of
1989. We encourage cross-disciplinary explorations of the relative
significance of various factors - cultural, social, economic,
institutional, ideological, geo-political - that brought about the end
of Marxist regimes in the former Second world.

We encourage proposals from young researchers who have already
completed their dissertation research (ABD) or have defended their
dissertation within the last three years. This will be an intensive 2
day working conference during which each of the selected papers will
be critiqued by the other participants, including the authors, the
keynote speaker, organizer Neringa Klumbyte, Assistant Professor of
Anthropology at Miami University, and a team of discussants made up of
Miami University faculty. The Havighurst Center will provide
accommodation in Oxford, ground transportation to and from the
airport, and partial travel funding (up to $250 for domestic travel
and up to $500 for international travel).

American Councils for International Education: ACTR/ACCELS is pleased to
announce fellowship opportunities for U.S. undergraduate and graduate
students to participate in the Fall 2009 and Academic Year 2009-10
Eurasian Regional Language Program for language study in Central Asia,
the Southern Caucasus, Ukraine, and Moldova.

Applications for the Fall 2009 and Academic Year 2009-10 program are due
April 1st. Applications are now available for download from the American
Councils website: http://www.americancouncils.org.

Fellowships are available through American Councils from U.S. Department
of State (Title VIII) and U.S. Department of Education (Fulbright-Hays)
grant support. Recent program participants have also received
substantial fellowship support from the Institute of International
Education (IIE), the Benjamin A. Gilman International Scholarship, and
the U.S. Department of Education Title VI (FLAS).

Recent Eurasian Regional Language Program participants have studied:

Azeri in Baku;
Georgian and Chechen in Tbilisi;
Kazakh in Almaty;
Kyrgyz in Bishkek;
Persian (Dari/Farsi/Tajiki) and Uzbek in Dushanbe; and
Ukrainian in Kyiv

Programs also available for the study of Armenian, Buryat, Chechen,
Pashto, Romanian, Tatar, Turkmen, Tuvan, and Yakut. Please note that
some languages are offered in more than one country.

The Eurasian Regional Language Program provides graduate students,
advanced undergraduates, scholars, and working professionals intensive
instruction in the languages of Eurasia. Participants may enroll in
semester, academic year, or summer programs. All courses are conducted
by expert faculty from leading local universities and educational
institutions. Students with at least two years of college-level
instruction in the target language, Russian, or a language related to
the target language are eligible to apply to the program.

Courses are designed to strengthen participants' oral, listening,
reading and writing proficiency in the language of study. Participants
receive approximately fifteen hours per week of in-class instruction in
the target language. Courses in history, literature, and politics are
also available for advanced speakers. Other program features include
peer tutoring, housing with local host families, and graduate- or
undergraduate-level academic credit through Bryn Mawr College.

After the collapse of the Soviet Union the Caucasus was wracked by
ethnic and separatist violence as the peoples of the region struggled
for self-determination. Vicken Cheterian, who spent many years as a
reporter and analyst covering the region's conflicts, asks why
nationalism emerged as a dominant political current, and why, of the
many nationalist movements that emerged, some led to violence while
others did not. He explains also why minority rebellions were
victorious against larger armies, in mountainous Karabakh, Abkhazia,
and in the first war of Chechnya, and discusses the ongoing
instability and armed resistance in the North Caucasus. He concludes
his book by examining chapters the great power competition between
Russia, the US, and the EU over the oil and gas resources of the
Caspian region.

One-year post-doctoral teaching fellowship position in Russian
Studies, beginning in August 2009. The fellow will be involved with
the undergraduate educational program at Bennett College, including
teaching, curriculum development and instructional design, and will
work closely with experienced faculty. The successful candidate will
be expected to teach three courses per semester and participate in the
College's interdisciplinary programs, including the Global Studies
Seminar. Candidates must be able to offer Russian studies courses that
contribute to offerings in one or more departments or
interdisciplinary programs. These interdisciplinary offerings might
include, but are not limited to, courses in Russian language,
comparative literature, cultural studies, gender studies, ethnic and
post-colonial studies, film studies, music and theater. Native or
near-native fluency and Ph.D. expected. Funding is available for the
reimbursement of initial relocation expenses, as well as a yearly trip

Background:

In November 2002, the Government of Kyrgyzstan and the OSCE decided to
establish a regional education project - the OSCE Academy in Bishkek
(hereinafter "Academy"). Seeking to enhance the principles and values
of the OSCE, the Academy serves as a regional centre for post-graduate
education, capacity building, research and regional dialogue. The
activities in all three directions would adhere programmatically to
OSCE principles and create a regional as well as international network
of young professionals, academics and researchers.

The Academy is governed by a Board of Trustees, its chairman being the
Head of the OSCE Centre in Bishkek (elected in October 2008). The
Board constitutes a representative of each of the Central Asian
states, two representatives of the OSCE, two representatives of
academic institutions and three representatives of the donor
community. The representatives of the five Central Asian states are
appointed by the respective Ministries of Foreign Affairs. The Board
Regulations were approved 15 October 2004, and gives the board the
authority to "Employ and end the employment of the director".

In its sixth year, it is evident that the institution has successfully
completed the initial phase of start-up, and it is now time to look
ahead into a phase of institutional consolidation. The Academy is a
recognized institution in the region, with a growing number of alumni.

The OSCE Centre in Bishkek is seeking to engage the services of a
Director to manage/administer the activities of the Academy and
contribute to the Academy's conceptual development, with
responsibility for the academic programmes and for financial and
managerial issues.

Task and responsibilities:

Under the supervision of the Academy's Board of Trustees, the
incumbent is responsible for the overall efficient operation of the
Academy and performs the following functions:

- conducting daily administration and management of the three
dimensions of the Academy's programme activities: Master of Arts
Programme in Political Science (Central Asia) , Professional Training
and Research and Conferences;
- ensuring proper spending of the budget of the Academy, preparing
budgets and financial statements andš reporting to donors and the
Board of Trustees;
- preparing and monitoring implementation of the operational manual
and the staff regulations.
- co-operating with and assisting closely the Board of Trustees and
the Advisory Board of the Academy;
- convening and chairing meetings of the Advisory Board;
- conducting fundraising activities of the Academy;
- maintaining co-operation with the Academy's partner institutions;
- reviewing and monitoring the implementation of the curricula for
the Master of Arts Programme,
- reviewing candidacies for lectureships;š hiring international
teaching staff; supervising the work of the faculty; confirming the
admission rules as well as the code of conduct; šand appointing the
examination committee;
- Supervising training and research activities;
- Performing any other duties as assigned.

Necessary qualifications

- PhD in international relations or political sciences or other
relevant field;
- Previous work experience preferably in the academic area on the
running of Masters programmes and teaching;
- Excellent knowledge of written and oral English, knowledge of
Russian language is an asset;
- Excellent organizational and communication skills. Experience and
ability to work under pressure within limited timeframes while meeting
deadlines;
- Ability to work harmoniously with people with different cultural
and national backgrounds while maintaining objectivity and impartiality;

Remuneration Package:

Remuneration is subject to negotiation and will depend on the selected
incumbent's qualifications and experience and be in accordance with
the OSCE established rates.

The working schedule of the Director is stipulated by the Charter and
Internal Regulations of the Academy.

Two Research and Teaching Fellowships at the OSCE Academy, Bishkek, Kyrgyzstan

The OSCE Academy in Bishkek is a public foundation designed to promote
and enhance the principles and aims of the OSCE in the Central Asian
region, enshrined in its fundamental idea of comprehensive security.
Located in Bishkek, the OSCE Academy is strongly embedded in the wider
Central Asian academic and political context and follows a distinctive
regional approach in its activities. The Academy is looking for two
research and teaching fellows in the MA Program Political Science 2009/2010.

Requirements:

The qualified candidate holds at least an MA/MSc but preferably a PhD
degree in Political Science or a related field and has teaching experience.

The fellowship has the following terms and components:

1) A teaching assignment of a course on either on either Approaches
and Issues in International Relations or Approaches and Issues in
Political Theory.

These are a 3 credit hour courses, meeting twice a week for 90 min
sessions from September 1, 2009 through December 19, 2009. The period
of contract is from September 1 to December 31, 2009. The idea behind
the Topics courses are to provide graduate level survey of these
fields introducing the students to major approaches and theories,
important topics, and the contemporary developments. As such, the
courses are expected to be taught on graduate level involving
lectures, seminars, research assignments, and individual student
mentoring. The specific course topic as well as the course design
should be discussed with the academic management of the OSCE Academy.
Additionally, we expect the fellow to spend 6 hours per week for
personal preparation to the courses with lecture/seminar notes,
preparation of assignments, and grading/evaluation of students.

2) The fellowship also includes office hours for students of
approximately 4 hours a week.

3) Overall, the commitment at the Academy will not exceed the load of
20 hours per week. However, due to the nature of an academic
environment, the load may vary from about 15 to 25 hours per week.

During the rest of the time, the fellows are encouraged to conduct
their research and will receive full support of the Academy and our
partners. We expect the fellows to present their research to the
students and the greater audience during the fellowship period with us.

The OSCE Academy will provide/cover -

a) Economy class roundtrip airfare from the city of current residence
to Bishkek;
b) Entry visa expenses to Kyrgyzstan, if any;
c) Housing will be provided by the Academy;
d) Honorarium of 750 Euros per month for teaching the 3 credit hour course;
e) 100 Euro one-time settling-in fee;
f) office space and a computer, as well as access to all of our facilities.

NOTE: The Academy will not be able to provide health insurance.

FELLOWSHIP- Sustainable Agriculture in Central Asia and the Caucasus

The CGIAR Centers: Bioversity International, CIMMYT, ICRISAT, IWMI,
CARDA and center-partner AVRDC, have established a fellowship for a
postgraduate (Ph.D.) student focusing on agricultural development in
Central Asia and the Caucasus. The fellowship has been made available
thanks to the generous contribution of several CGIAR centers and the
CGIAR King Baudouin "Science Award for Outstanding Partnership" given
to the CGIAR Program for Sustainable Agriculture in Central Asia and
the Caucasus. (For more information about CGIAR activities please go
to www.cgiar.org).

The fellowship will provide a stipend and cover tuition fees of a
postgraduate student to pursue a doctoral level study in a leading
university located in any country. Maximum amount of the fellowship is
USD 40 000 for the whole PhD program. The research program should be
linked to development of sustainable agriculture in Central Asia and
Caucasus. The research program may be focused on any of these directions:

-germplasm improvement;
-seed supply systems;
-cropping systems and agricultural diversification;
-integrated system of livestock and fodder production;
-integrated on-farm soil, water and salinity management;
-conservation of plant genetic resources;
-socioeconomic and policy research.

The application deadline for the fellowship application is: May 31, 2009.

The applicants should send all documents in the order stated in the
application form via e-mail (PDF file, size not exceeding 5Mb) to the
ICARDA regional office in Tashkent (E-mail: icarda-tashkent@cgiar.org).
The selection committee will consider applications during the Annual
steering committee meeting in Tbilisi Georgia 2009. The selection of
the adequate university will be discussed with the selection
