This book includes 11 articles that scrutinize the economic,
environmental, social and governance challenges of Central Asia; the
region that is not limited to Aral Sea basin but encompasses
Uzbekistan, Tajikistan, Kyrgyz Republic, Kazakhstan, Turkmenistan and
northern Afghanistan.

The book consists of two parts. The first one, consisting of three
chapters, provides an introduction to the problematique and
institutions. The second part of the book includes eight research articles.

Editors sincere hope is that this book will lubricate and bring new
insight into the discussion of water management in Central Asia.

The Institute for World Economy and Politics (IWEP) at the Foundation
of First President of Kazakhstan informs about publication of the
volume 3 of its "Kazahstan v globalnyh protsessah" (Kazakhstan in
Global Processes) journal.

The journal is in Russian. However English abstracts of about 300
words are available at
http://www.iwep.kz/index.php?option=com_content&task=blogsection&id=12

and withing the journal istelf and its pdf-version.
The journal covers up-to-date topics in global economy, international
relations and politics in foreign countries with the aim of defining
worldwide and regional trends having their impact on Kazakhstan and
Central Asia. The previous volumes are available online on
www.iwep.kz. Currently the journal has its version in Russian only.
We now collect articles for the volume 4 (2008). The texts for
consideration can be on variety of topics mentioned above.
The length of articles should not exceed 5 000 words. The texts in
Russian are preferable. But in exceptional cases texts in English
(maximum of 3 000 words) can be translated by editors. An article
should be accompanied by an English abstract of about 300 words.
Deadline for contributions to volume 4 (2008) is December 10.

Recent research has demonstrated that early modern slavery was much
more widespread than the traditional concentration on plantation
slavery in the context of European colonial expansion would suggest.
Slavery and slave trading were common across wide stretches of
Eurasia, and a slave economy played a vital part in the political and
cultural contacts between Russia and its Eurasian neighbours. This
international conference backed by the Leverhulme Trust concentrates
on captivity, slavery and ransom in the vicinity of the Eurasian
steppe from the early modern period to recent developments and seeks
to explore its legacy and relevance down to the present day. The
conference will centre on the Russian Empire, while aiming to bring
together scholars from various disciplines and historical traditions
of the leading states in this region, including Poland-Lithuania, the
Ottoman Empire, Persia, Mongolia and China, and their various
successor states. At the centre of attention will be transfers,
transnational fertilisations and the institutional mechanisms, rituals
and representations facilitating enslavement, exchanges and ransoming.
Slaving, ransoming and captivity have long been marginal subjects of
historical research in this area; however, recently historians in
Russian imperial history and in some other fields have returned to
take a fresh look at a subject that continues to influence mutual
perceptions in the area as demonstrated by popular culture, social
movements and nineteenth century discourse on Northern American
slavery. Conference participants may approach the subject informed by
social and cultural historical methods.

The conference will seek to apply clearly defined terms, especially
with respect to slaves and other forms of bonded labour, and will look
at such topics as:
* The material and military history of slavery in Eastern Europe,
Eurasia, and the Black Sea. In what ways and by what means did slavers
and slave owners capture, buy and exploit their victims?
* The scale of the phenomenon: what was the extent of slavery and how
extensive was the slave economy?
* When and why did the medieval east-west trade in slaves change to
become largely a north-south trade? Who, and what social or ethnic
groups engaged in this specific trade?
* Where did slaves end up, alive or dead, and to which parts of the
world were they sent or dragged?
* How did captives and slaves returning to Eastern Europe and Eurasia
culturally manifest their professed plight? What can na narratives of
captivity tell about the perception of slavery and captivity among
those who went through it? What is the documentary value of these
sources?
* Russia expanded at a time which saw a renewed focus on slavery and
ransoming. In how far were these trends connected? How did Russia and
other powers try to convert transnational contacts related to slavery
and captivity into power?
* What kind of rituals and institutions diplomatic and domestic ?
helped to assert the power of the tsar far beyond the claimed sphere
of influence, on the slave markets and in the steppe? What were the
attitudes of the Orthodox Church towards slavery and redemption? To
what extent did the official culture of the Russian Empire engage with
slavery?
* In what ways did captivity, slavery and ransoming become culturally
instrumentalized?
* In what ways were debates on human rights and ideas of freedom in
the steppe area related to or influenced by slavery and ransoming?
* What roles do captives and the memory of captivity play in the
area's contemporary culture, media and politics?

Don Ostrowski (Harvard) will deliver the key note.

Please send proposals for papers, consisting of a short c.v. and a 500
words abstract of the contribution.

Deadline for submitting proposals: 11 January 2009.

The conference will be supported by the Leverhulme Trust. Participants
whose home institution can not fund travelling might be partly
reimbursed pending further funding applications under way.

Requirements to candidates:

period of six months.

and Summary of the Results of USAID's Earthquake Zone Recovery Program, AUA,

Speaker: Steven J. Anlian

Steven J. Anlian is a Senior Advisor at International Relief and Development
(IRD). He has extensive expertise in the areas of housing, land and urban
development policy, infrastructure planning and environmental protection. In
2006-2007, he served as a Director of Infrastructure for the Millennium
Challenge Corporation (MCC) covering countries in Europe, Asia and Africa;
he had oversight on the implantation of MCC's program in Armenia. Prior to
MCC, Mr. Anlian was a Senior Associate with the Urban Institute, managing
development programs in Armenia, Georgia and other former Soviet countries
for USAID, the U.S. Department of State and the World Bank among other
donors. Beginning in 1992, he was the first USAID Chief of Party in Armenia,
on staff with the International City/County Management Association (ICMA),
where he was the Housing Policy Advisor to the new Governments of Armenia
and Georgia. Mr. Anlian's international career started when he travelled to
Armenia as a Fulbright Scholar in response to the 1988 Earthquake.
Previously, he was a Vice President for one of America's leading planning
firms. Mr. Anlian holds an MPA from Harvard University, a BLA from Syracuse
University and a BS from the State University of New York, and is a member
of the American Institute of Certified Planners (AICP).

To mark the launch of 'Recital of Liberty', an audio book of Uzbek
dissident writings translated by Richard McKane, English PEN have

Uzbekistan and author Craig Murray, Alisher Ilkhamov of the Open
Society Institute, and Ania Corless, a member of English PEN's Writers
in Prison Committee. Hamid Ismailov, the Head of the Central Asia and
Caucasus service, BBC World Service, will act as Chair.

The event will take place in the Graham Wallas Room, Centre for the
Study of Human Rights, LSE at 6pm on Wednesday 26 November.

The University of Central Asia (UCA) was founded in 2000 by the
governments of Kazakhstan, the Kyrgyz Republic and Tajikistan, and His
Highness the Aga Khan to foster the economic and social development of
Central Asia, especially its vast mountain regions. The International
Treaty and Charter establishing this secular and private University
was signed by the Presidents of Kazakhstan, the Kyrgyz Republic and
Tajikistan, ratified by the respective parliaments, and registered
with the United Nations.

The School of Professional and Continuing Education (SPCE) offers
courses that improve employment and income generating opportunities
for youth and adults. The SPCE English programs require continuous
quality assurance, support, and revision. The English programs at SPCE
constitute a significant portion of the School's enrolment and revenue
and require continuous support and revision. In your position as
Coordinator of English Programs, you will support quality assurance
and new program development. You will develop a network of
professionals in English language instruction to access the best
expertise in the field. You will report to the Director of SPCE and
work in harmony and close cooperation with all other personnel of the
University, especially the Senior Instructors of English on each
campus and any advisors or consultants retained by UCA for English programs.

The Coordinator will prepare and revise curricula for SPCE English
programs; Identify teacher training and professional development needs
for the instructors and prepare and deliver customized training
programs to meet these needs; Identify, prioritize, and acquire new
learning resources; Monitor the quality and integrity of exams and
final grade recommendations; and Visit the campuses in three countries
regularly.

The Coordinator must have at least five years of relevant experience
in teaching ESL at the post-secondary level, preferably with a
background in teaching English for Specific Purposes. S/he must also
have a track record in English language curriculum development, the
organization and delivery of programs for the professional development
of language teachers, and management of programs. Outstanding fluency
in English (both written and oral) and a qualification in ESL are
required. A master's degree or equivalent in a relevant area of
specialization is desirable.

The position will be based at the University of Central Asia, Central
Administration Office, Bishkek, Kyrgyz Republic.

Candidates should submit in English a curriculum vitae, list of three

Terms of Reference

Your responsibilities will include (but will not be limited to) the following:

- Initiate and implement continuous improvements in the quality of
delivering instruction on the campuses, curricula, learning resources,
and evaluation of the English programs;
- Prepare and revise curricula for SPCE English programs, including
drafting and testing of course syllabi, curriculum outlines, and
placement tests, and engage a network of professionals in this work;
- Identify teacher training and professional development needs and
opportunities for SPCE's English language instructors, prepare
customized training programs to meet these needs, and deliver training
and classroom teaching observations of the instructors;
- Identify, prioritize, and acquire new learning resources in the
most cost-effective manner;
- Monitor the quality and integrity of exams and final grade
recommendations for students in the English language programs;
- Develop new model exams and correct existing exams used for the
English programs;
- Assist in the updating of promotional materials for English programs;
- Draft and revise concept notes and program proposals for new
courses and programs;
- Assist with the recruitment of new instructors and promotion of
other instructors by interviewing and evaluating candidates;
- Coordinate regular meetings between the senior instructors on each
campus to identify and follow up on issues that arise with the English
programs, solve problems, and share best practices; and
- Visit the campuses on a regular basis to better carry about the
above and other functions.

The University of Central Asia (UCA) is recruiting a Director for the
Aga Khan Humanities Project (AKHP) at UCA to lead its evolution into a
center of excellence for the study and research of humanities in
Central Asia over the next three to five years. Established in 1997,
the AKHP was incorporated into UCA in 2007 with a mandate to develop
integrated humanities textbooks and teaching manuals in English and
Russian for regional universities and secondary schools, and to
provide training on modern pedagogical methods for faculty and
teachers to facilitate use of the textbooks.

The Director will provide strategic leadership to transform AKHP into
a vibrant intellectual and research institute that fosters a
multidisciplinary research agenda; build capacity in humanities
research in Central Asia, promote scholarly publications and forums;
and identify, secure and develop resources, including financial,
archival, research and human resources.
The position is based in Dushanbe, Tajikistan, with frequent travel
within the region, and some international travel. The Director will be
a highly motivated individual with ability to innovate and implement
new programmes, build capacity, identify and secure resources and
foster partnerships across sectors, and work with the highest
professional and ethical standards. S/he should have a relevant
doctoral degree with previous experience in academic leadership, a
record of scholarly research publications, teaching and mentoring
young researchers. Fluency in English and Russian are required and
knowledge of a regional or foundation language is desirable.

Synopsis: Religious factors are among the features that determine the
image of national statehood. Islam, being the religion of the majority
citizens in Kyrgyzstan, is an integral part of the country's society
(its culture and history) and its impact on political and social
processes in the country has been increasing in recent years. There is
no doubt that the government cannot stay away from the religion of the
majority of its citizens.

Therefore, constructive interactions among the secular regime, civil
society, and religious communities are important factors for the
internal stability of the nation-state and for society as a whole. It
is necessary to study the reasons for the politicization of the
faithful and to analyze the motives for their radicalization.

Kyrgyzstan, like other republics of Central Asia, is in search of its
own model for the relationship between the government and Islam, a
relationship that should channel active religious movements to support
government interests, to strengthen democratic institutions. For this
purpose, political and legal conditions should be set up in to make
the Islamic community feel like a part of Kyrgyzstan's society and an
equal participant in its state- and nation-building processes. During
his lecture, Dr. Kadyr Malikov will share his thoughts on these topics.

Bio: Kadyr Malikov holds a Ph.D. from Madrid University, Spain. He
earned a master's degree from the Department of Islamic Law at Jordan
National University. He is a Senior Expert at the Institute for
Strategic Analysis and Prognosis at Kyrgyz-Russian Slavonic
University. Currently, Dr. Malikov is a Thematic Team Leader at the
Social Research Center of the American University of Central Asia.

EUCAM Watch. EUCAM Watch is a bi-monthly newsletter designed to
highlight significant developments and news concerning the EU's
Central Asia policies.

The newsletter is produced by the EU Central Asia Monitoring (EUCAM)
Project. This Project is a joint initiative of Fundacion para las
Relaciones Internacionales y el Dialogo Exterior (FRIDE), Spain and
the Centre for European Policy Studies (CEPS), Belgium, and was
launched on 8 October 2008.

EUCAM will be monitoring the implementation of the EU Strategy for
Central Asia, adopted in summer 2007. EUCAM Watch will serve as a
means to keep updated on key developments in the emerging relationship
between the EU and the countries of Central Asia. The newsletter
contains the latest documents on EU-Central Asia Relations, up-to-date

Abstract: Conducting research on humans is a human rights issue, because
contributing to science and participating in research motivates people to
participate when they would not, under other circumstances. In the past,
researchers have misused this motivation and others to coerce participants.
For this reason, it is important to establish and follow human research
ethics. Dr. Murdock will describe the history of human rights violations in
the U.S. under the guise of research and the strategies she and her
colleagues established to help students learn about human research ethics.
These strategies are effective in providing adequate protection of human
participants without unduly impeding student research projects.

Bio: Dr. Gwen Murdock is a Fulbright Scholar teaching in the Psychology
Department at AUCA. She is a comparative psychologist with a specializing in
the social behavior of Bovidae (bison, African antelope, cattle, etc.). She
has taught human research ethics in her Experimental Psychology course for
23 years. Other courses she has taught include Physiological Psychology,
Sensation & Perception, Animal Behavior, Animal Cognition, Applied
Statistics, General Psychology. For the past 7 years, she was department
head of the Psychology Department at Missouri Southern State University,
Joplin, Missouri, USA. Dr. Murdock was awarded her Ph.D. from the Georgia
Institute of Technology in Experimental Psychology.

Research Seminar Series: The Research Seminar Series is an initiative of the
SRC and it aims at providing a venue for the AUCA faculty, local and foreign
scholars to share the results of their current and previous research
projects with other scholars. The series intends to encourage scholarly
discourse at AUCA.

The Central Eurasian Studies Society (CESS) invites panel and paper
proposals for the Tenth Annual CESS Conference, October 8-11, 2009, in
Toronto, Canada. The event will be held at The University of Toronto,
hosted by the Centre for European, Russian, and Eurasian Studies (Munk
Centre for International Studies). Panels begin Friday morning,
October 8, and continue through mid-day on Sunday, October 11.

Panel and paper topics relating to all aspects of humanities and
social science scholarship on Central Eurasia are welcome. The
geographic domain of Central Eurasia extends from the Black Sea and
Iranian Plateau to Mongolia and Siberia, including the Caucasus,
Crimea, Middle Volga, Afghanistan, Tibet, and Central and Inner Asia.
Practitioners and scholars in all humanities and social science
disciplines with an interest in Central Eurasia are encouraged to
participate. This year, due to the increased opportunity for scholars
from Iran to obtain visas to the host country, we especially encourage
proposals that touch on Iran in the broader context of Central Eurasia.

The program will feature approximately 45 panels and there will also
be a supplementary program including a welcome reception on Thursday,
a conference dinner and a keynote speaker.

Deadline for submission of panel/paper proposals: February 1, 2009.

ACES invites panel and individual paper proposals for the Sixteenth
Annual Central Eurasian Studies Conference to be held Saturday, 28
February 2009 at Indiana University in Bloomington, Indiana.
Graduate students, professors, and independent scholars are cordially
invited to submit abstracts of papers addressing all topics pertaining
to Central Eurasian Studies.

Central Eurasian Studies is defined for the purposes of this
conference as the study of the historical and contemporary Afghan,
Balto-Finnic, Hungarian, Mongolic, Persian, Tibetan, Tungusic, and
Turkic peoples, languages, cultures, and states.

All proposals will be subject to a highly selective review procedure.

The 2009 conference will play host to a small number of focused
panels, and will include a roundtable discussion with area studies
faculty on the topic "Whither Central Eurasian Studies?"

The American Center for Mongolian Studies (ACMS), with funding support
from the Council for American Overseas Research Centers (CAORC), is
pleased to announce the fourth year of the ACMS US-Mongolia Field
Research Fellowship Program to support student field research in
Mongolia in summer or fall 2009. The program will provide $500-$3000
grants to approximately 5-10 students from US or Mongolian
universities to conduct academic field research in Mongolia between
May and October 2009. Student applicants can be at an advanced
undergraduate, masters or pre-dissertation doctoral level, and all
fields of study are eligible. Applicants must be either US or
Mongolian citizens or permanent residents currently enrolled full-time
in a university or college in the United States or Mongolia. Students
graduating in spring 2009 are eligible to apply.

The field research project should be conducted in conjunction with a
Research Sponsor, such as a faculty member or senior researcher, and
involve at least 6 weeks of fieldwork in Mongolia. Preference is given
to projects in which the Research Sponsor will work directly with the
student researcher in the field in Mongolia. To open the program to
more potential collaborations, in 2009 the program will consider
funding well designed projects that demonstrate close collaboration
between the student researcher and the Research Sponsor, even if the
Research Sponsor is unable to travel to Mongolia to oversee the field
research work. Mongolian students are required to work with a Research
Sponsor from a US-based institution, while US students may work with
either US or Mongolia based Research Sponsors. Faculty and researchers
from the United States are encouraged to identify and assist promising
Mongolian students who might qualify for this program.

Azerbaijan: Explaining regime continuity

In the Azerbaijani presidential elections on 15 October 2008 incumbent
President Ilham Aliyev was reelected for a second term. Azerbaijan is
experiencing tremendous oil-driven economic growth, but is also
characterised by growing inequalities and lack of political freedom.
The lack of a level playing field caused the opposition to boycott the
elections. This seminar focuses on the underlying issue of regime
legitimacy, and explores the interconnections between economic and
political development in the country.

the publication of a new Academic-Autobiographical Journal ARMACAD.

We invite authors to submit their papers by November 30th, 2008.

Format of the Journal

The editorial board of the ARMACAD Academic-Autobiographical Journal
invites authors to submit papers about their academic experiences in
and outside Armenia. The Journal will be divided into two sections.
The first section will include autobiographical articles of students
and scholars from Armenia who have been abroad for an academic
occasion - conference, seminar, summer school, degree programme,
lecture, etc. In the second section we will publish autobiographical
articles of foreign students and scholars who visited Armenia for
academic purposes - conference, seminar, summer school, degree
programme, lecture, etc.

Themes of the Journal

The Journal will provide an open forum for all interested parties to
write about memories from their academic experiences in a free genre.
You are welcome to submit any interesting recollection you have from
Armenia and/or abroad. Any story related to your short, or a long term
stay will fit into the scope of the Journal. The Journal will be
published yearly and the authors may write about their experiences in
a series of articles. Representatives of all academic disciplines are
invited to contribute to the Journal. The Journal will be published in
English.

Submission Procedure

Alongside your autobiographical article, please send your CV, a photo
and a short biography. The biography and the photo will appear with
your article in the journal. The short biography should include your
current affiliations, your academic interests and any other
information, which you would like the reader to be aware of. Please
limit the biography to 200 words.

Please submit all materials to: armacad@armacad.org

Once we receive an e-mail from you with the attached documents, a
confirmation letter will be sent back to you. If you do not receive a
confirmation e-mail, then we have not received your materials. In that

History and Subjectivity in Russia (late 19th 20th centuries)

The International St. Petersburg colloquium in Russian history,
organized by historians from Russia, the United States, and Western
Europe, is held every two to three years. The goal of the upcoming
conference in June 2010 is to explore how concepts of selfhood shaped
politics, society, and identities in Russia over the last hundred
years. The conference draws attention to dialogical practices through
which individuals in Russia appropriated or modified the blueprints of
identities prescribed by political, intellectual, religious, or
cultural authorities, such as activists, professionals, academic
experts, artists, or priests.

The conference seeks to engage with historical processes through the
analytical lens of the self. It will examine the presuppositions about
human behavior and the ideals of personality and humanity on the part
of state and cultural authorities from the late Imperial period to the
breakup of the Soviet Union; it will follow how these notions were set
into motion over the course of a long century of war and revolution;
and it will study their effects on the lives, personal horizons, and
self-understandings of individuals.

Suggested themes include, but are not limited to:

* The intelligentsia, the church, and the intellectual history of the
personality (lichnost'), from the late 19th through the 20th
centuries. Notions of lichnost and humanity in the human and social
sciences

* Wars and revolutions as catalysts of individual self-definition.
Relationships between political violence, repression, and self-definition

* Russian/Soviet formulations of self in dialogue and conflict with
foreign models (e.g. Soviet vs. fascist conceptions during the 1930s
and 1940s; Soviet vs. capitalist models during the Cold War)

* Trajectories of the new man, the Soviet person (sovetskii chelovek),
russkii chelovek, and the dissident

* Gender and sexuality. Evolving representations of the human body
from the late 19th to the late 20th centuries

* Subjectivity and the erosion of political legitimacy (from the late
Imperial to the late Soviet period)

* Everyday life, byt, consumption. Popular cultures and alternative
forms of identity

* Writers, filmmakers, and journalists as human engineers, from
Symbolism to post-Soviet times

* Documenting and classifying selfhood in the archives and in the
realm of istochnikovedenie. The role of oral history.

* An institutional history of biography: From The History of
Remarkable People (Istoriia zamechatelnykh liudei), the History of the
Factories, and A Day in the World (Den mira), to internet diary blogs

We invite paper proposals, based on original archival or ethnographic
research, from specialists in different disciplines and across
disciplineshistory, literary studies, cultural anthropology and
sociology, history of science and religion, film and media studies,
art historyworking on questions of identity and subjectivity.

Organizational Information

The conference, jointly organized by the St. Petersburg Institute of
History of the Russian Academy of Sciences, the European University of
St. Petersburg, and Rutgers University, will take place at the
European University in St. Petersburg in June 2010. The sponsoring
institutions will cover the costs for travel and accommodation of all
participants.

Abstracts in Russian or English (maximum length: 500 words) of the
paper you intend to give should be sent to chelovekvrossii@mail.ru
Your abstract should include your email address and institutional
affiliation, the title of your intended paper, and the abstract text.
Deadline for submission of abstracts: June 1, 2009.

Notification of applicants: no later than September 2009.

Chosen participants will then be asked to submit article-length (at a
maximum of 10,000 words) original papers in Russian or English by
March 1, 2010. The papers will be pre-circulated among all
participants so that there is ample time to read them before the
conference.

The papers will be grouped in thematic panels. Paper presentations at
the conference will be limited to 10 minutes. At each panel one
conference participant will moderate and comment briefly on the
papers, before opening the discussion. The working language of the
conference is Russian.

After the conference authors will rework their papers for publication
in a volume to appear in 2011.

"Judicial corruption: its nature, scale and ways of coping with it"

Synopsis: The annual report for 2007 on the corruption level in the world,
prepared by the well-known international anti-corruption coalition
Transparency International, focused on corruption in the judicial system.
The topic of the report is not unusual, and is explained by the importance
of this problem.

The major conclusion of the report was that judicial corruption undermines
the efforts of the international community to fight transnational crime,
limits access to justice system, and prevents improvements in human rights
protection. Moreover, judicial corruption undermines the activities of
judicial bodies all over the world by depriving citizens of access to laws
and violating one of the major human rights - the right to a just and
unbiased legal system.

>From this perspective, the study of judicial corruption as a whole (and
particularly in Kyrgyzstan) and of effective measures for confronting it,
and the development and implementation of corresponding recommendations are
fundamental steps necessary to improving the state capacity.

Bio: Kairat Osmonaliev graduated from the Academy of the Ministry of the
Interior in Omsk, Russia, in 2005 and defended his doctoral dissertation at
the Academy of Management of the Ministry of the Interior in Moscow. He
worked in the Kyrgyz Republic's Drug Control Agency, and headed the
Department on Administrative Law of the Academy of the Ministry of the
Interior in the Kyrgyz Republic (KR). He has served as an assistant to the
Minister of the Interior, an expert in the UN Office on Drugs and Crime at
the Vienna International Centre (2005), and a researcher at Swedish
University, Uppsala (2004). He currently teaches at Kyrgyz National
University and Chui University. He has authored or co-authored more than 60
publications, including four monographs, six textbooks, and five sets of
commentaries on the criminal law of the KR, regarding crime, corruption and
drug-trade issues.

The Research Institute for Culture and History at the University of
Amsterdam has three vacant PhD positions per 1 April 2009 as part of
the NWO project The Legacy of Soviet Oriental Studies: Networks,
Institutions, Discourses.

The project analyses the history of Soviet Oriental and Islamic
Studies in Russia, the Caucasus and Central Asia and its repercussions
for the discipline today. Our first goal is to study the research
agendas and ideological approaches of the Oriental Studies
institutions that emerged in the course of 20th century in various
republics of the USSR, the changing Soviet discourses on Islam and
Muslim societies, the involvement of scholars in party and state
agencies, and their role in anti-religious propaganda. Our second goal
is to assess the legacy of the heavily politicised history of Soviet
Oriental Studies in today's Russia and the newly-independent
Muslim-majority states of the Former Soviet Union.

3 PhD Positions (m/f)
0.8 fte (i.e., part time 80%, 4 years)

Academic Oriental Studies in Moscow and Leningrad/St. Petersburg since 1950

Tasks

The candidates are expected to research and complete a Ph.D.
dissertation within a period of four years (part-time position), and
to participate in the group work (incl. conferences, workshops, and
publications).

Requirements

The candidates are expected to have a (research) master degree,
preferably with a specialization in History, Islamic Studies,
Anthropology, Political Studies, Central Asian Studies, or Russian

Appointment

The intention is for the appointment to start on April 1, 2009, in

personnel, and will range from 2.042 to a maximum of 2.612 for a
full time position.

Dear Colleagues:

The Center for Russia, East Europe, and Central Asia (CREECA) invites
applications for its Master of Arts program in Russian, East European,
and Central Asian Studies for fall 2009. Our two-year program provides
interdisciplinary area studies training for students interested in the
cultural, economic, social, and historical factors that have shaped the
development of societies in Russia, East Europe, and Central Asia.
Combining language study, broad interdisciplinary training, and
knowledge of the methodological approaches in a given academic social
science or humanities discipline, our program is ideal for students
interested in pursuing professional careers in business, journalism, and
law and for students planning further graduate study. Our students
benefit from a varied program of lectures, conferences, and seminars
with national and international experts. The members of our faculty are
outstanding teachers and scholars. Every year applicants to our program
are competitive for U.S. Department of Education Foreign Language and
Area Studies (FLAS) fellowships; more information about the application

While US citizens and permanent residents are eligible to apply for the
FLAS, we regret that funding opportunities for international students
are extremely limited in our program. Non-US citizens are encouraged to

The Hamad bin Khalifa Travel Fellowship

The Hamad bin Khalifa Travel Fellowship provides financial support to
15 individuals who wish to attend the Third Biennial Hamad bin Khalifa
Symposium on Islamic Art, And Diverse Are Their Hues: Color in Islamic
Art and Culture, to be held in Córdoba, Spain, November 2-4, 2009.
The fellowships (made possible with funding from the Qatar Foundation)
will cover the cost of round-trip travel to Córdoba as well as lodging
and meals during the Symposium. Fellows will also be invited to
attend special events such as receptions and excursions, will be
awarded a Hamad bin Khalifa Fellowship certificate, and will receive
copies of the proceedings of the Second Biennial Symposium, Rivers of
Paradise: Water in Islamic Art and Culture, held in 2007, and the
Third Biennial Symposium, held in Córdoba.

Criteria

The Hamad bin Khalifa fellowships are intended to enable junior and
senior scholars at all levels to attend the Symposium. Preference
will be given to applicants from diverse backgrounds with
long-standing research interests in Islamic art and architecture.
Individuals who have applied previously or have submitted papers in
the past are encouraged to apply.

How to Apply

Interested candidates must submit a completed application form online,
available at www.islamicartdoha.org . Completed applications must be
received by February 1, 2009 - any applications received after
February 1, 2009 will not be considered. Only electronic submissions
will be accepted. Applicants will be notified of decisions by May 1, 2009.

Imtiaz Ali is an eminent Pakistani journalist. He is currently a Yale
World Fellow and a special correspondent for the Washington Post. He
has also worked for the BBC Pashto Service and with Pakistan's premier
English daily publications The News and Dawn. Since 9/11, he has
reported extensively on the Taliban-led militancy in the border
regions and Pakistan's military operations against al-Qaeda and their
local supporters in the tribal areas of Pakistan. Mr. Ali was a Knight
Journalism Fellow at the John S. Knight Fellowships Program at
Stanford during 2006-2007.

Najmuddin Shaikh is Pakistan's former ambassador to the United States.
A graduate of the Fletcher School of Law and Diplomacy (1962), he has
held various diplomatic assignments and has served as ambassador to
Canada (1987-89), ambassador to the Federal Republic of Germany
(1989-90), and as ambassador of Pakistan to Iran (1992-94). He has
also served as Pakistan's special envoy to Yemen, Sudan, Kenya and
Bahrain (February '05). Mr. Shaikh is currently a member of the Board
of Governors of the Institute of Strategic Studies and Senior Vice
President of the Karachi Council of Foreign Relations. He writes a
weekly column on foreign affairs for the Dawn.
