Eliza Musaeva is a human rights researcher at Memorial in Ingushetia
and Chechnya, and an expert of the International Helsinki Federation
for Human Rights in Vienna. In her comparative analysis of the "War on
Terror" in the Russian Federation and other countries, she studies
preventive counterterrorism measures outside the Russian Federation,
the mechanism of human rights observance by a state, and domestic and
international standards.

The Graduate School Asia and Africa in World Reference Systems at the
Martin Luther University Halle-Wittenberg, Germany invites
applications for a Summer School on Cultural Translation to be held
in Halle/Saale, Germany 13.07.08 - 20.07.08

The Summer School is intended as a forum to introduce students to the
notion of cultural translation with reference to both theoretical and
empirical perspectives. Understood as a key concept for the
description of social change, "translation" is used here as both the
discourse about and practice of socially and politically embedded
processes produced and informed by cultural encounters.
The Summer School aims to introduce participating postgraduate
students to situate their research in the context of international
scholarship and help them identify directions for further independent
work through introducing them to ongoing academic research and
debates in the field of cultural translation. It also aims to open up
new perspectives in understanding cultural encounters not as a
disruptive activity but as an ultimately creative and constructive
process, which conceives mediation between different registers of
cultural exchange as a continuum.

It aims at making students ask (if not necessarily answer) questions
such as: How do we recognize, identify, account for and explain
cultural encounters? What does it mean to translate texts or other
cultural products? What sort of relationships can be revealed between
author and text, original and copy, and how can such complex webs of
relationships be (dis)entangled and rendered comprehensible? What role
does translation play in the transmission of knowledge and in the
dissemination of information? How does translation construct
representations of marginalized groups or cultures? What sorts of
intended (and unintended) strategies are involved in the process of
cultural translation and how do these relate to the respective
ideological and political contexts? What factors account for the
success and failure of translation in specific historical contexts?
It is envisaged that students will be able to benefit from informal
discussions with all participants, and that the exposure to
disciplines other than their own will give them new impulses which in
turn can serve as a source of inspiration for their own research.
Students will also have an opportunity to present and discuss their
ongoing projects, to receive feedback from their peers, and from the
participating faculty.

The invited lecturers represent a wide range of subjects, underlining
the interdisciplinary nature of the study of cultural translation.
Historians and anthropologists, literary scholars and translation
studies experts have been invited alongside scholars representing
Arabic, Persian and Tibetan Studies whose work intersects with the
perspective of cultural translation.

The working language of the Summer School is English; teaching is
planned for six working days.

Participants are expected to pay a registration fee of 100 EUR. There
is no tuition fee. Accommodation and travel expenses will be paid by
us.

Applicants should be registered PhD students whose proposed research
focuses on, or would greatly benefit from, the academic discourses on
cultural translation, and whose work is regionally directly related
to African or Asian societies and cultures.

Public Fund "Ak Terek" based in Bishkek, Kyrgyz Republic is seeking a
Programme Coordinator for its Local Initiatives Programme implemented
as a part of its project "Changes of natural and cultural landscapes
and adaptation to them" funded by the Christensen Fund (USA).
The project focuses on landscape conservation and adaptation practices
and currently being implemented in several communities of Naryn
Province with future expansion to Issyk-Kul Province of Kyrgyz Republic.

Duties and responsibilities:
- Provide management responsibility for Local Initiative Programme in
consultancy with the Project Director and Project Advisory Board.
- Consult with Project Specialists and Project Advisory Board to find
out opportunities for possible new local initiatives;
- Work with applicants from the villages to develop and finalise
their project proposals
- Organise field trips to study communities;
- Monitor local projects through extended site visits, review of
narrative and financial reports and other communication with local
project leaders;
- Participate in other project activities and development of project
materials;
- Communicate with other organizations and projects working in
similar issues to develop complementary strategies and approaches;
- Provide oral and written translation when necessary.

The successful candidate will have:
- University degree in social science;
- Minimum of 3 years experience of working in conservation and
development projects or research activities;
- Understanding the idea of bio-cultural diversity, adaptation
strategies or landscape conservation is preferred;
- Substantial experience in project administration, coordination and
reporting;
- Excellent organisational, communication and analytical skills;
- Capacity to work independently and in a team;
- Fluency in Kyrgyz, Russian and English languages is strongly desirable;

Aga Khan Program for Islamic Architecture (Fine Arts Library)

The Aga Khan Program for Islamic Architecture's Documentation Center
at Harvard's Fine Arts Library is seeking student assistants, graduate
or undergraduate, for half time to full time work in summer 2008

Duties will include various collection management activities in
relation to collections of historical photographs of the Middle East
and adjacent regions (Balkans, Afghanistan, India-Pakistan, Central
Asia, Sudan included), along with special projects. Some of the
duties are routine tasks, which require attention to detail, but which
involve interesting materials.

Knowledge of Islamic visual culture and of Middle Eastern history and
culture is desirable. Undergraduates with a strong interest in the
visual arts and the visual world but with limited knowledge are
welcome to apply. It is also useful to know some combination of
German, French, Spanish, Arabic, Persian and Turkish, although it is
not required to know a Middle Eastern language. French happens to be
the most useful language for our immediate purposes.

The Fine Arts Library is located at the back of the Fogg Art Museum.

For this special issue of Oil, Gas and Energy Law (OGEL) intelligence
service, we are seeking papers that address the cross-cutting factors
at play in Eurasian energy developments with an eye on the legal
ramifications. Preference will be given to papers that are
supranational in scope, eschewing single-nation analysis for
comparative studies and broader insights. Potential topic areas
include but are not limited to:

- Oil and gas pipeline development
- Environmental policy
- Political risk and investment regimes
- Trans-boundary water issues
- The legal status of the Caspian Sea
- The role of international organizations and multilateral initiatives
- The geopolitics of energy

The Western perspective on these issues is for the most part
well-documented in the scholarly literature and the international
press. Therefore, we would especially welcome papers from informed
commentators on the Eurasian super-continent, including Russian,
Chinese, Central Asian, Iranian, Indian and other analysts from the
region to help balance the global discourse.

Tracing the Dead: Travels in Central Asia

The Inaugural Paul Bergne Memorial Lecture, to be delivered by
Colin Thubron

Tuesday 29th April, 5pm, Nissan Lecture Theatre, St Antony's College, Oxford

We are pleased to announce the first annual Paul Bergne Memorial
Lecture, hosted jointly by St. Antony's College and The Oxford Society
for the Caspian and Central Asia (TOSCCA; www.toscca.co.uk). As an
Associate Member of St. Antony's and, from 2003, founding director of
TOSCCA, Paul made an immense contribution to Central Asian studies in
Britain. In the last few years before his death Paul worked tirelessly
to organise a range of seminars, lecture series and colloquia relating
to the history and culture of Central Asia. In collaboration with the
FCO he also arranged three major conferences - 'workshops', as he
modestly called them - devoted to the contemporary political
landscapes of Turkmenistan, Kazahkstan and Kyrgyzstan; the first of
these remains the only such academic gathering of its kind to have
taken place anywhere in Europe. Friends, students and professional
analysts of Central Asia are widely indebted to Paul's energies, his
talents and his enthusiasms. By initiating this lecture series, we
hope to commemorate Paul's legacy.

We are delighted that the prize-winning travel writer Colin Thubron
has agreed to speak at this inaugural gathering. The author of
numerous works including The Lost Heart of Asia and Shadow of the Silk
Road, Mr Thubron has for countless readers been an eloquent and
erudite guide to a part of the world about which Paul cared deeply.
In his lecture, Colin will touch on some of Paul's observations about
Central Asian rituals of life and death, while recounting some of his
own experiences in this quickly-changing region. The lecture will be
followed by an opportunity for questions, and then by a reception in
St. Antony's Buttery.

Places in the Nissan Lecture Theatre are limited, so early arrival is advised.

UNIFEM Regional Office for CIS is looking for short-term
Consultant-Substantive Editor to produce print-ready version of the
UNIFEM Resource pack on women's human rights to land in the Central Asia.

Background:

Since 2002 UNIFEM has started its first interventions towards
improving livelihoods of rural women, in particular in relation to
women's right to land, in Kyrgyzstan and Tajikistan. In both countries
to-date there are numerous tangible results and achievement at the
policy, meso- and grass-root levels. The outcomes included amended
legislation, engendered national policies/processes, participatory
local budgeting and planning, legal counselling, successful raising
awareness campaigns, etc. The products produced as a result of the
programme interventions include various training manuals, guides,
informational materials, web-site, videos, etc.

Resource Pack:

In 2008, based on the achievements to-date, as well as gained
experience in the field, UNIFEM plans to produce a comprehensive
knowledge product (KP) – Resource pack (RP) on the women's human
rights to land in the Central Asia. This KP will be a response to a
very strongly expressed demand from the national counterparts
(governments, CSOs) and international community for having in place a
succinct, yet comprehensive, and accessible tool, embracing regional
experience, achievement and products. As well as this RP is intended
to be a logical step for UNIFEM programming towards the replication
and up-scaling organization's multifaceted interventions.

Scope of Work:

Under the supervision of the UNIFEM CIS Regional programme Director
and in close collaboration with the National Programme Officer, the
Consultant – Substantive Editor will be responsible for the following tasks:

- Review the preliminary structure of the RP (see Annex I) and
propose the most appropriate and appealing version/s of the structure
and format to organize available information and products;
- Make journalist-style editing the existing materials for the
narrative part, to make it easily-read, understandable, eye-catching,
without UN jargon, with the overall aim to be presented to a wider
audience. Assemble and finalize all materials, re-writing as
necessary, filling gaps, adding/editing boxes, cases, tables, charts
to full completion including all necessary components (e.g. foreword,
preface, introduction, annexes, boxes, etc);
- Ensure consistency in terms of both style (reader-friendly) and
substance and flow from within and between chapters, as well as
ensuring that there are no repetitions;
- Propose and agree on the main message/s that will be throughout the
narrative part and on the folder;
- Prepare and submit the final product, which is ready for further
design and printing (a print-ready version).

Timeline:

The deadline for the submission of the final product to the UNIFEM
office is June 10, 2008.

The short-listed candidate/s will be contacted in the week of May 5–
11 to discuss the exact timeline, as well as specify/negotiate the
tasks under the present TOR.

Europeans?

SPEAKER: Dr. Franz Eichinger, PhD, Ambassador (retired), Guest Lecturer at
the American University of Central Asia, Bishkek, Kyrgyzstan

Abstract: The European Union is often called one of the greatest
achievements of modern history. At the same time it is an "unidentified
political object." This lecture will focus on the role of the EU in the
world. As a point of departure, it will briefly outline where the EU stands
and what is new about it in political and historical terms. What are the
strengths and weaknesses of the EU as a regional and global actor? What
vision for the EU do they suggest? Will it become another superpower, a
"network power" or a junior partner of the US? The EU lacks the military
strength of a superpower and the strong identity of a national state. One of
the important questions is: To which extent will these two factors be
necessary for the EU to play a leading role in the 21st century, which will
be characterized by growing globalization, interdependence and diversity of
players in international relations? In the speaker's opinion, the EU is well
equipped for such a role, particularly if it will be able to meet some of
the major challenges lying ahead of it.

Bio: Dr. Franz Eichinger received his Diploma in Business Administration at
Munich University. In 1970, he completed his PhD at the same university on
the conflictual aspects of mergers between business companies. In the past,
he worked as First Secretary at the German Embassy in Nairobi, Head of
Cultural Section at the German Embassy in Oslo, and as Counselor in the EC
Department at the Federal Foreign Office. From 1986 to 1988, he was German
Ambassador Sierra Leone, West Africa. Later, he became the Deputy Head of
Department of EU External Relations at the Federal Foreign Office. From 1991
to 1993, he was Head of the Economic and Commercial Department, German
Embassy in Warsaw. During the next seven years (1993 - 2000), he was Head of
Department at the EU External Relations, Federal Foreign Office. In 2000, he
became a Director in the EU Council General Secretariat, in charge of EU
relations with Mediterranean, Middle East/Gulf, Africa, and Asia. From 2004
to 2006, he was the German Ambassador to Kyrgyzstan. Starting from 2006, he
is a Guest Lecturer at AUCA.

Abbreviated Terms of Reference (Contact ESP for full TOR)

The National Curriculum and Assessment Centre (NCAC) Inclusive
Education Project seeks an international expert to develop costing
models and effectiveness estimates and to assist the project in
developing the implementation plan for activities in the field.

The technical assistance of the international expert will be
concentrated in two areas. The first and more urgent is the need to
review the current pilot of inclusive education with the goal of
assessing whether additional financial support to the participating
schools is necessary for teacher retraining, for changed teaching
process and other issues, beyond the non-financial support which the
pilot schools presently receive. If such additional support is
necessary, the consultant will: assess the specific needs of the pilot
schools, propose possible financing mechanisms, develop the auditing
and reporting procedures so that the additional financing serves the
goals of the pilot (these will include the needs to widen the pilot
beyond the pilot phase).

The second area is the long term financing of inclusive education in
the framework of on-going reform of education finance in Georgia. Here
the main goal will be to see how various international models of
financing inclusive education can be implemented within the current
voucher system and its possible future amendments.

Tasks:

* To review the current pilot of inclusive education and assess the
needs of participating schools.
* To formulate possible options regarding additional financial
support to pilot schools (modes of delivery, use of the funds,
auditing and reporting procedures).
* To review the existing models of education financing and management
and the theoretical constructs in the field, to provide and compare
alternative models and design choices for inclusive education and to
review them in the light of education finance reforms currently
implemented in Georgia.
* To propose a methodology to define and estimate costs in various
models of inclusive education programs and the supporting services,
based on different types of disabilities, on regional variation of
education input costs and on different institutional models of
inclusive education.
* To review and present the reporting and auditing tools that enable
the monitoring of inclusive education finances within the national
budgets. Financial management must be clarified with a sustainable
strategy of how resources should be used.
* To present the analytic models in a spreadsheet format that will
allow comparisons of various options.
* To prepare the various estimates for the NCAC review.

Qualifications:

* Advanced degree in education and/or education economics;
* Extensive knowledge and experience with decentralized education
systems and education financing, particularly in the transition
countries of former Soviet Union, Central and Eastern Europe;
* Full understanding of inclusive education principles and practice
* Experience in education policy and finance;
* Experience in conducting and presenting international comparative studies;
* Excellent written and oral communication in English;
* International experience in consulting on education policy and
finance issues;
* Experience in working in the former Soviet Union, CEE and SEE
countries is an asset
* Effective communication with people from diverse cultures and backgrounds
* Excellent organizational skills and respect of deadlines
* Ability to travel

Synopsis: The Sociology of the social sciences is a new and fast developing
direction in contemporary sociology. This direction aims at the study of
social sciences as a specific social institution deriving from the basic
foundations of society. These foundations exert a deep influence upon the
structure and the system of the social sciences in all aspects - political,
economic, gender, cultural, etc. At the same time, in this case we have a
"reverse connection": the social sciences themselves influence on social
institutions, changing them in some direction. The Central Asian countries
can be considered a very interesting "application ground" for the sociology
of social sciences and, studying of the world of Central Asian social
sciences, this sociology is able to get a lot of original returns. We can
point out three key directions of the work of sociology of the social
sciences in Central Asia: firstly, this sociology can address the role of
socio-cultural factors in the evolution of social sciences in Central Asia;
secondly, such sociology should concentrate its research interest on the
role "internal" and "external" impact in Central Asian social sciences;
thirdly, the sociology of the social sciences should investigate different
problems of scientific stratification in the Central Asian social sciences
and reveal the key powers determining this stratification.

Bio. Dr. Andrey Orehov is a Kandidat Nauk of Philosophical Sciences,
Assistant Professor at the Department of Humanitarian and Social Sciences at
the Peoples' Friendship University of Russia, Moscow. Dr. Orehov is the
author of numerous scientific articles and is a member of the number of
scholarly societies such as the Russian Philosophical Society, Russian
Society of Sociologists and International Sociological Association.

Speaker: Dr. Keith David Watenpaugh

Keith David Watenpaugh is Associate Professor of Modern Islam, Human
Rights and Peace in the Religious Studies program of the University of
California, Davis. He is the author of Being Modern in the Middle
East: Revolution, Nationalism, Colonialism and the Arab Middle Class
and several articles published in the International Journal of Middle
East Studies, Social History, and Middle East Report. Dr. Watenpaugh
has conducted research in Egypt, Syria, Lebanon, Jordan, Turkey, and
Iraq. His current research is focused on the multiple intersections
of the modern international human rights regime, Islam and colonialism
in the 20th century Arab Middle East. Dr. Watenpaugh earned his Ph.D.
from the University of California, Los Angeles. He is the recipient of
several grants including the CIEE Fulbright, Fulbright-Hays, Social
Science Research Council and Will Rogers fellowships and was the
Andrew W. Mellon Post-Doctoral Fellow in Middle East Studies at
Williams College.

The Educational Center Bilim-Central Asia in Almaty, Kazakhstan, seeks
a candidate for the position of the Executive Director. We welcome

educational reform in Central Asia.

Educational Center "Bilim-Central Asia" (Bilim) is a regional
educational NGO for Central Asia, whose mission consists of promoting
public awareness about international tendencies in educational
development, and supporting effective participation of institutions,
scholars, students, professors and teachers from Central Asia in
global academic and educational development. Bilim's activities are
supported by international and local organizations, such as Open
Society Institute, Soros Foundations in Central Asia, UNESCO, US
Department of State, USAID, Central European University, American
University in Bulgaria, and international academic and business
communities.

Bilim consists of three program departments: Central Asian Resource
Center (CARC), Educational Advising Center (EAC), Educational Policy
Analysis Center (EPAC), and general administrative office.

Bilim seeks an Executive Director to be based in Almaty to provide
overall management to the Center, serving as the main point of contact
and coordination among the relevant programs, and guiding their
development into a coherent, cohesive entity serving educational reform.

Job Description:

The Executive Director will have the following responsibilities:

* Design and direct the development of the Center's local and
regional strategy;
* Actively promote linkages and ensure coordination among the program
units;
* Oversee the general management and operational aspects of the NGO,
including personnel supervision and training;
* Effectively communicate the Center's program goals and strategies
to education partners in Kazakhstan and Central Asia, international
organizations, donors, and the Bilim Board of Trustees;
* Play the lead role in fundraising for the Center and in negotiating
with and building on the work of other donors in order to achieve the
maximum leverage of existing support;
* With input from the program staff, develop a management structure
for the Center including clear and transparent procedures for
day-to-day operations that will support the staff in their duties;
* Ensure quality and timely implementation of Center's program
activities, including planning and reporting responsibilities
(financial and programmatic);
* Assist in identification of international experts to support
activities of the Center;
* Arrange and attend meetings of the Board of Trustees and assist
staff in preparing reports and presentations to the Board.

For this position Bilim seeks candidates with relevant educational
background and experience who are available to live in Almaty for a
minimum of 3 years.

Qualifications include:

* Advanced degree in social sciences, humanities and/or education.
Preference will be given to candidates with graduate training;
* Two or more years experience in managing international staff
and/or education programs;
* Experience with fundraising and/or grant proposal writing;
* General office management experience and skills;
* Interest in developing capacities of staff in the region, using a
supportive approach and mentoring skills;
* Effective communication with people from diverse cultures and
backgrounds;
* Cooperative planning and problem solving skills;
* Interpersonal skills and maturity;
* Experience in working with donor organizations and development
agencies;
* Ability to travel frequently, mostly within Central Asia;
* Ability to design and deliver convincing presentations of
organizational priorities;
* Excellent written and oral communication in English;
* Basic level Russian language and/or one of the languages of Central Asia.

Salary is commensurate with experience. Bilim accepts applications
from all qualified candidates, with preference given to candidates who
have experience working on and can demonstrate an interest in
educational reform initiatives in Central Asian region.

The Educational Center "Bilim-Central Asia" in Almaty, Kazakhstan
seeks a candidate for the position of Academic Leader in Sociology for
its social science faculty and resource development unit, the Central
Asian Resource Center.

The Educational Center "Bilim-Central Asia" is a non-profit
organization consisting of three units: Educational Advising Center
(EAC), Educational Policy Analysis Center (EPAC), and Central Asian
Resource Center (CARC). The NGO activities are aimed at providing
higher and secondary educational policy analysis, consultancy
services, and developing social science faculty in Central Asia.

The academic leader will work under the Director to develop a number
of activities, such as training workshops in innovative teaching and
curriculum development; development of discipline specific summer
schools, seminars and other academic events; the building of academic
networks, newsletters and information gathering to assist access to
information and ideas throughout the region, etc. Candidates will be
Central Asian, who have either a western degree or considerable
western academic experience; a PhD or equivalent; some knowledge and
understanding of new teaching and curriculum development methods;
teaching or training experience; and have excellent command of English
and Russian.

Job Description:

The Academic Leader will be responsible for the development and
implementation of the strategic plan for the discipline area in the
framework of a broader strategic plan of the Central Asian Resource
Center.

More specifically, s/he will be expected to perform the following:

* Develop ideas and projects for the development of the discipline
* Either include such ideas for internal funding, or seek external
funding (or matching funding) as the Board agrees
* Seek and provide access to information on new content, ideas,
books, or other relevant information connected with the discipline
area
* Share in the writing of a newsletter providing the above
information and ideas
* Develop and maintain a network of professional associates
throughout Central Asia Develop and maintain a network of
faculties/departments in the relevant discipline throughout Central
Asia
* Develop and maintain a network of academic colleagues and
institutions in relevant places overseas (e.g. CEU, HESP Network
Institutions et al) in co-operation with the Director
* Develop and maintain materials appropriate for teaching and
curriculum design
* Develop and deliver training workshops to Central Asian faculty in
discipline content, teaching methods and curriculum design
* Develop and maintain contacts with colleagues in other relevant
International Organizations in Central Asia in co-operation with the
Director
* Provide information and support for research ideas and initiatives
* Develop and maintain core course readers in the relevant discipline
* Collect and disseminate relevant core curricula

Fund (USA) is organizing a seminar "Ethnobiological Research Methods".
The project is aimed at strengthening the capacity of local
communities in comprehensive studying of their places of living.

The Educational Center "Bilim-Central Asia" in Almaty, Kazakhstan
seeks a candidate for the position of Academic Leader in Sociology for
its social science faculty and resource development unit, the Central
Asian Resource Center.

The Educational Center "Bilim-Central Asia" is a non-profit
organization consisting of three units: Educational Advising Center
(EAC), Educational Policy Analysis Center (EPAC), and Central Asian
Resource Center (CARC). The NGO activities are aimed at providing
higher and secondary educational policy analysis, consultancy
services, and developing social science faculty in Central Asia.

The academic leader will work under the Director to develop a number
of activities, such as training workshops in innovative teaching and
curriculum development; development of discipline specific summer
schools, seminars and other academic events; the building of academic
networks, newsletters and information gathering to assist access to
information and ideas throughout the region, etc. Candidates will be
Central Asian, who have either a western degree or considerable
western academic experience; a PhD or equivalent; some knowledge and
understanding of new teaching and curriculum development methods;
teaching or training experience; and have excellent command of English
and Russian.

Job Description:

The Academic Leader will be responsible for the development and
implementation of the strategic plan for the discipline area in the
framework of a broader strategic plan of the Central Asian Resource
Center.

More specifically, s/he will be expected to perform the following:

* Develop ideas and projects for the development of the discipline
* Either include such ideas for internal funding, or seek external
funding (or matching funding) as the Board agrees
* Seek and provide access to information on new content, ideas,
books, or other relevant information connected with the discipline
area
* Share in the writing of a newsletter providing the above
information and ideas
* Develop and maintain a network of professional associates
throughout Central Asia Develop and maintain a network of
faculties/departments in the relevant discipline throughout Central
Asia
* Develop and maintain a network of academic colleagues and
institutions in relevant places overseas (e.g. CEU, HESP Network
Institutions et al) in co-operation with the Director
* Develop and maintain materials appropriate for teaching and
curriculum design
* Develop and deliver training workshops to Central Asian faculty in
discipline content, teaching methods and curriculum design
* Develop and maintain contacts with colleagues in other relevant
International Organizations in Central Asia in co-operation with the
Director
* Provide information and support for research ideas and initiatives
* Develop and maintain core course readers in the relevant discipline
* Collect and disseminate relevant core curricula

The Educational Center Bilim-Central Asia in Almaty, Kazakhstan, seeks

Educational Center "Bilim-Central Asia" (Bilim) is a regional
educational NGO for Central Asia, whose mission consists of promoting
public awareness about international tendencies in educational
development, and supporting effective participation of institutions,
scholars, students, professors and teachers from Central Asia in
global academic and educational development. Bilim's activities are
supported by international and local organizations, such as Open
Society Institute, Soros Foundations in Central Asia, UNESCO, US
Department of State, USAID, Central European University, American
University in Bulgaria, and international academic and business
communities.

Bilim consists of three program departments: Central Asian Resource
Center (CARC), Educational Advising Center (EAC), Educational Policy
Analysis Center (EPAC), and general administrative office.

Bilim seeks an Executive Director to be based in Almaty to provide
overall management to the Center, serving as the main point of contact
and coordination among the relevant programs, and guiding their
development into a coherent, cohesive entity serving educational reform.

Job Description:

The Executive Director will have the following responsibilities:

* Design and direct the development of the Center's local and
regional strategy;
* Actively promote linkages and ensure coordination among the program
units;
* Oversee the general management and operational aspects of the NGO,
including personnel supervision and training;
* Effectively communicate the Center's program goals and strategies
to education partners in Kazakhstan and Central Asia, international
organizations, donors, and the Bilim Board of Trustees;
* Play the lead role in fundraising for the Center and in negotiating
with and building on the work of other donors in order to achieve the
maximum leverage of existing support;
* With input from the program staff, develop a management structure
for the Center including clear and transparent procedures for
day-to-day operations that will support the staff in their duties;
* Ensure quality and timely implementation of Center's program
activities, including planning and reporting responsibilities
(financial and programmatic);
* Assist in identification of international experts to support
activities of the Center;
* Arrange and attend meetings of the Board of Trustees and assist
staff in preparing reports and presentations to the Board.

For this position Bilim seeks candidates with relevant educational
background and experience who are available to live in Almaty for a
minimum of 3 years.

Qualifications include:

* Advanced degree in social sciences, humanities and/or education.
Preference will be given to candidates with graduate training;
* Two or more years experience in managing international staff
and/or education programs;
* Experience with fundraising and/or grant proposal writing;
* General office management experience and skills;
* Interest in developing capacities of staff in the region, using a
supportive approach and mentoring skills;
* Effective communication with people from diverse cultures and
backgrounds;
* Cooperative planning and problem solving skills;
* Interpersonal skills and maturity;
* Experience in working with donor organizations and development
agencies;
* Ability to travel frequently, mostly within Central Asia;
* Ability to design and deliver convincing presentations of
organizational priorities;
* Excellent written and oral communication in English;
* Basic level Russian language and/or one of the languages of Central Asia.

Salary is commensurate with experience. Bilim accepts applications
from all qualified candidates, with preference given to candidates who
have experience working on and can demonstrate an interest in
educational reform initiatives in Central Asian region.

SAN FRANCISCO, March 20, 2008?Yerba Buena Center for the Arts (YBCA)
announces a compelling new exhibition, titled Tracing Roads Through
Central Asia: On Traders' Dilemmas and Travelers' Perspectives, which
offers a rare look at works created by contemporary artists living and
working in Central Asia. The exhibition opens on Friday, April 18 and
runs through Sunday, June 29, 2008.

Tracing Roads Through Central Asia, guest curated by Elena Sorokina,
features works that explore the intricate relationship between travel
and trade in Central Asia and other post-Soviet territories as it has
developed since the 1990's. Artists comment on the modes, strategies
and effects of free trade in this region since its introduction. Some
toy with the stereotypes of "oriental bazaars" where everyday
commodities used to be sold alongside communist symbols. Other artists
deconstruct popular trade and travel myths, including the Silk Road
and the Trans-Siberian Railway, by comparing their complex symbolism
with its physical realities. Artists also capture the region's current
"normalization" as recent socioeconomic changes have led it to become
increasingly dependent on raw materials trade. Through the works'
emphatic or critical interpretations, the clichés of exotic travel and
exchange of luxury goods between East and West become seen as another
myth - that of "free trade."


Central Asia is a region in transition, remaking itself following the
disintegration of the Soviet Union, and struggling to define itself
amidst its influential neighbors including China, Russia and the
oil-rich nations of the Middle East. Artists from the region often
focus on social and geo-economics issues facing these countries and
their people. They analyze ethnic identities currently en vogue, the
representation of political power and the rise of ethno nationalist
heroes, showing how societies change and individuals survive.

Tracing Roads Through Central Asia is part of YBCA?s Identity Shifts
series, one of the three Big Ideas that guide this season?s
programming. The Identity Shifts series features artists who explore
the ideas of race, gender, nationality. Once concrete identifiers,
these terms are now, to some degree, open to interpretation. The rise
of religious extremism, the conflict between cultural identity and
national borders, the rejection by many of traditional gender roles
and labels, has plunged the world into a clash between embracing
strict boundaries or celebrating fluidity and complexity. By
disrupting the status quo and exploring deeply their sense of self,
the artists in this series ask us to rethink how we know who we are,
and what we think we can be.

The exhibition includes the following artists: Gulnara Kasmalieva and
Muratbek Djumaliev (Kyrgyzstan); Victor Vorobiev and Elena Vorobyeva
(Kazakhstan); Erbossyn Meldibekov (Kazakhstan); Said Atabekov
(Kazakhstan); Alexander Ugay (Kazakhstan); Alexander Nikolaev
(Uzbekistan); Vyacheslav Akhunov (Uzbekistan); and Oksana Shatalova
(Kasakhstan).

Elena Sorokina is an independent curator and writer currently based in
Paris. A former fellow of the Curatorial Studies Program of the
Whitney Museum of American Art, she has been working in New York and
recently has curated Petroliana at the Moscow Biennale 2007 and Laws
of Relativity at the Fondazione Sandretto Re Rebaudengo, Turin. She
has written for Artforum, Moscow Art Magazine, Performance Art Journal
and other publications.

In Democracy's Dilemma, David Shams argues that Warlords'
participation in Afghanistan's democracy has undermined the legitimacy
of the state. Human rights violations, drug trade and institutional
corruption constitute the perimeters of a triangle set by warlords
within which the state falls short of the moral authority necessary to
assert legitimacy. The dilemma that the state faces is this: On one
hand, in order to survive it has to compromise with and appease the
warlords; on the other, it struggles to eradicate drugs and uproot
corruption. To achieve these objectives, the state has adopted
paradoxical policies and taken contradictory measures simultaneously.
This in turn, has resulted in ineffectual governance and the weakness
of its status as a legitimate body in the eyes of the public.

Focusing primarily on Sino-Central Asian, Sino-Russian, and
Sino-Caucasian relations, the goal of the CEF Quarterly is to foster
discussion and information sharing between a geographically distant
community that recognizes the significance of China's emergence in
this important part of the world.

The editor invites longer analytical articles of approximately 7000

Development Policy in Stockholm and Central Asia-Caucasus Institute, the

Abstract: This lecture is based on the study focusing on the production of
national ideologies in Kyrgyzstan and Tajikistan since 1991. The main
argument of the study postulates that state-promulgated ideological projects
do not necessarily increase the popularity or effectiveness of incumbent
regimes, but they do allow the consolidation of state power in the interests
of the ruling elites. The process of ideological production and promotion
increased the loyalty of primarily state actors at various levels: from top
political elites to the local government- all of who were responsible for
disseminating ideologies among the masses. The study illustrates how Kyrgyz
and Tajik political leaderships promoted state ideologies vigorously before
presidential elections. The celebration of national historical events, such
as the Manas's anniversary in Kyrgyzstan and the Aryan civilization in
Tajikistan, allowed the incumbent regimes to mobilize the entire public
sector under the banner of patriotism. Former Kyrgyz president Askar Akayev
and incumbent Tajik leader Emomali Rakhmon monopolized their interpretations
of national histories by suppressing or rejecting any possibility for public
debate over interpretations of histories and their meaning in the present
day reality. In this way, any attempt to question the correctness of the
regimes' interpretations of history was considered to be unpatriotic.

Biography: Dr. Erica Marat is a Research Fellow at the Institute for
Security and Development Policy in Stockholm and Central Asia - Caucasus
Institute at the Johns Hopkins University in Washington, DC. Dr. Marat
specializes in military institutions, state-building processes and organized
crime in Central Asia and beyond. She is an author of over 200 publications
at various policy and academic journals. A collection of her articles on
Kyrgyzstan was published as a book named Tulip Revolution: Kyrgyzstan a Year
Later. Dr. Marat is also a co-editor at the Journal of Power Institutions in
Post-Soviet Societies and guest editor at the China and Eurasia Forum
Quarterly. Previously she taught at the University of Bremen in Germany,
Uppsala University in Sweden, and Tajik-Slavic University in Tajikistan. She
is an AUCA 2001 alumnus from the department of Sociology, honored with magna
cum laude.

Synopsis:

There are three core origins and dimensions - Spirituality, Science &
Ethics in life philosophy of any nation. The talk is aimed to
emphasize integrity and interrelation of the three core philosophical
dimensions in nomadic-turks' world view. The author claims that
philosophy of nomads as holistic, spiritually-cosmological concept is
the most sustainable concept, which has been able to endure centuries
and pressure of other cultures. The author analyses spiritual,
scientific and ethnic dimensions of "Tengrianity". Philosophy of
Unified Area is based on the Theory of Unified Area by Kyrgyz
physicist, Dr. Samat Kadyrov.

Aigine Cultural Research Center (Bishkek, Kyrgyzstan) was founded in
2004 and takes as its mission: study and preservation of the natural
and cultural legacy and diversity of Kyrgyzstan; investigation of
unknown aspects of cultural and natural phenomena; seeking points of

About Marsho and Berkat (David Ealek / Czech Republic / 2007 / 52 min)

The children's dance group Marsho came into being in the Sputnik
refugee camp on the Chechen-Ingush border. Over 9,000 Chechen refugees
have been living here for more than five years. Following the massacre
of civilians in Chechnya, an organisation called Berkat was set up in
the Czech Republic with the aim of helping victims, in particular
women. In 2003 Berkat set up a tour by the Marsho children's dance
group in the Czech Republic. The aim was both to allow the children to
experience something other than the horrors of war, and to draw the
attention of Czechs to the desperate situation in a country with a
media blackout. In 2006 Berkat decided to invite the children again.
In the meantime the Sputnik camp had been broken up and the children
had been scattered around Chechnya. Many things had changed in their
lives. They themselves had also changed and their reception in the
Czech Republic was different too. They were no longer pitiful war
children grateful for cuddly toys. Suddenly they had become demanding
young people with an uncertain future seen by some as young terrorists.

Berkat has worked with Marsho since 2001. The film was produced from
footage shot over three years and includes an introduction to the
conflict in Chechnya. It screened at the Czech film festival "One
World", where it was voted an audience favorite. In addition to
interviews with journalist and Berkat founder Petra Prochazkova and
Berkat program director Jana Hradilkova, there are interviews with
young Chechens with whom Berkat has been working since they were
children. The film is fundamentally about the importance of building
lasting relationships between an isolated Chechnya and the open

As co-editor (with Julie Hemment) of Anthropology of East Europe
Review, I would like to invite the members of the listserv to
subscribe to the journal and to submit your work for publication with
us. The journal is published twice annually and highlights the latest
research on the anthropology of Eastern Europe and Eurasia.

SUBMISSIONS: We invite you to submit articles on current research
projects for the "Open Forum" section of the journal. We are also
accepting proposals for the guest-edited "Symposium" section--a forum
for publishing collections of papers on a theme. We are also seeking
submissions of syllabi or essays on teaching related to the
anthropology of Eastern Europe and Eurasia. Individual papers should
be no more than 7,000 words (including endnotes and references).

SUBSCRIPTIONS: Individual subscriptions are $30/year, or with a

The Ottoman Empire spent its last century with wars coming one after
another and as a consequence had to suffer many physical as well as
demographic casualties. With a significant decrease in the population, one
of the main factors that had kept the Empire up disappeared and therefore
the 600 year-old Empire collapsed at the end of the First World War.
This study focuses on the period of Balkan Wars and the First World War,
which affected the political history of the 20th century deeply and caused
the collapse of the Ottoman Empire, and examines the concerned period in
terms of the epidemic diseases. Taking into account that wars are important
contributors in the emergence of epidemic diseases, I have attempted to
evaluate the destruction caused by the epidemic diseases during the war
years and effects of these diseases on the results of the wars in a
historical framework.

This particular study argues that, despite the popular belief, the decrease
in the population was mainly caused by the epidemic diseases and health
problems, which emerged as a result of the wars, not by the direct armed
conflict at the front. Epidemic diseases seen as a consequence of lack of
hygiene during the war, congestion caused by mass movements like migration
and inadequacy of the health services resulted in death of many servicemen
and civilians. Since the loss of human force during the war as a result of
the epidemic diseases directly affected the war making capability of the
Empire, the Ottoman government obligatorily placed an importance on the
health services, however, despite all efforts, none of the precautions
taken brought the desired level of success due to lack of proper health
personnel. Nonetheless, precautions taken against the diseases and the
struggle made during the war introduced the modern medicine methods into
the Empire and as a result important steps were taken for the preservation
of both military and public health. Furthermore, it is beyond doubt that
the experiences gained in this period, in the long run, constituted the
infrastructure of the developments seen in the area of health in the
Republic of Turkey.
