The Master's Program in Educational and Cultural Policy for Central
Asian Countries
* One Year Program

DEADLINE is extended to January 10, 2009

Graduate School of Humanities and Social Sciences at the University of
Tsukuba is pleased to announce an open competition for its MA Program
in Educational and Cultural Policy for Central Asian Countries.

This program aims to strengthen the capacity in educational and
cultural policy formulation in this CA region by training the staff
members capable to contribute both to the formulation and
implementation of effective educational and cultural policies and to
the task of analyzing implications of such policies within the
universities and institutions in CA. This program targets primarily
junior staff members of Education and Cultural Ministries, Agencies
and Funds related to the field of policy formulation in the areas of
education and culture and graduate students of the CA universities
involved in policy studies in the areas mentioned above. Those
selected for this program will have an opportunity to enroll into one
year MA program in the University of Tsukuba and enhance their
knowledge in educational and cultural policy fields.

This program is open for graduating undergraduates, graduate students,
faculty members and interested professionals in five countries of
Central Asia - namely, Kazakhstan, Kyrgyzstan, Uzbekistan,
Turkmenistan and Tajikistan.

Taking into account that the majority of the faculty members and
students in CA possess limited knowledge of Japanese language, the
educational curriculum in the Master Program for International Area
Studies, University of Tsukuba offers a unique opportunity to obtain
the first-hand information and knowledge through English language
based educational curriculum in addition to a number of Japanese
language courses available to enrolling students. Therefore, previous
knowledge of Japanese language is not required for enrolling into this
program. The primary target countries for this program are Kazakhstan,
Kyrgyzstan, Uzbekistan, Turkmenistan and Tajikistan. Each year, four
students from five regional countries will have an opportunity to
enroll into educational and professional development programs on a
Japanese Government scholarship-based scheme with additional 6
students on a self- or alternatively financed schemes. In addition to
the eligibility requirement outlined in the detailed package of this
program, the age requirement for those applying for the scholarship is
for applicants to be born after April 2, 1974.

Note that those candidates applying for the 2 year MA Program in
International Area Studies, Special Program in Japanese Studies for
Central Asian countries (MPIS/SPJCA) in the University of Tsukuba are
ineligible to apply for this program. If candidates are eligible to
apply for both programs, they will have to choose only one per time.

The OSI AF Armenia welcomes applications from citizens of Armenia for
the OSI/FCO Chevening Scholarships 2009-2010, which are jointly funded
by the Open Society Foundation, the UK Foreign and Commonwealth Office
and the University of Oxford.

The scholarships are for postgraduate study for periods of up to one
year. They cover all university and college fees, travel to and from
the UK, and basic living expenses for a single person.

Within the Scholarship Scheme the following options are available:

Research Scholarships at the University of Oxford

- Nine-month Research Scholarships for postgraduate research
contributing towards a doctoral degree in the candidate's home
institution. These awards may be held for study in the Humanities,
Social Sciences, or Environmental Sciences or

Master's Scholarships

- At the University of Oxford. Applicants may apply to any one-year
Masters degree within the Humanities, Social Sciences, or
Environmental Sciences (except for the courses listed under
"Management Studies") or
- At the University of York to read for an MA in Political Philosophy
(The Idea of Toleration)

Grants Management Assistant

This position is under the supervision of the Grants Manager and the
Finance Director. The incumbent is responsible for assisting in the
financial and documentation review of proposals and the management and
monitoring of grants.

The principal duties and responsibilities include:

* Assisting in the review of proposals/grants from an accounting,
legal and documentational point of view and in the preparation of
revised budgets;
* Conducting a thorough financial and regulation compliance review of
grantee financial reports. Managing all
routine correspondence with a grantee;
* Assisting the Grants Manager in contact with a grantee once a
positive grant decision has been made. This includes assisting with
the development of specific grant agreements, arranging site visits
and ensuring timely and full reporting and accounting from grantees;
* Per request of Grants Manager, organizing and assisting with grants
management seminars for grantees;
* Assisting in establishment and maintenance of grants management
files, paying special attention to documentations of on-going
monitoring, such as site visit memos, etc.

Qualifications will include:

* Bachelor's degree or equivalent in finance/accounting
* Accounting/banking background or grants management experience;
* English language proficiency;
* Excellent computer skills including database, accounting software
and word processing skills;

The Human Development Policy and Research Network (HDPN) – an
expansion of the Economic Policy Institute Network (EPIN) - seeks to
support and promote initiatives aimed at improved understanding of the
economic aspects of human development, social inclusion and
strengthening regional cooperation in Eurasia. At the moment, the
Network is looking for a Facilitator to support the implementation of
the activities related with the Human Development Umbrella project and
will be responsible for the online facilitation of HDPN.

In particular the Network Facilitator will:

* Contribute to the development of the concept of HDPN website
(general information, database of institutions, database of tenders,
database of research papers/articles, database of experts,
registration, e-learning platform, thematic windows etc.) under the
supervision of a Project Manager/Policy Advisor. The starting point is
the already established EPIN network (www.epinetwork.org);
* Regularly update/upgrade the website as needed;
* Facilitate (e-facilitation) the network, by producing regular
updates/newsletter, keeping email communications, and promoting
effective participation of members;
* Support and help formulating the HDPN marketing strategy and
marketing products;
* Draft correspondence, and some sections of programme documents,
reports, and presentations upon supervision;
* Maintain contacts with the software developer company;
* Assist in the organization of related workshops, seminars, and
round tables;
* Provide translation form English to Russian and vice-versa, when required;
* Carry out other project-related (Human Development Umbrella) duties
as assigned by the Project Manager / Advisors.

The network facilitator is expected to work part-time (3 days per
week) and will have an office in the UNDP premises (Bratislava,
Slovakia). Travels in the Europe and CIS might be expected.

Required Skills and Experience:

* University degree (bachelor's or master's);
* Minimum 1-2 years of work experience;
* Proficiency in corporate software (Microsoft Office Package);
* Proficiency in website management (web content management);
* Experience in an international working environment is welcomed;
* Proficiency in English and Russian (required);
* Excellent communication and writing skills;
* Spirit of initiative and adaptability.

CEU Professorial and CEU Visiting Research Fellowships

The program is designed to increase exchange between scholars of the
region and Central European University, and to promote original
research, which can be of practical benefit to a particular country or
region. The Visiting Research Fellowship Program is applicable to
citizens of countries in Central and Eastern Europe (except EU member
states), the former Soviet Union, Mongolia or of Palestine holding a
Ph. D. or equivalent, who are affiliated with a teaching or research
institution within the above said countries.

The program supports two types of Research Fellows. CEU Professorial
Research Fellows hold a full professorship, and are academics of
established (preferably national) standing within their discipline.
CEU Visiting Research Fellows are academics who have made a
contribution to their discipline through publications, conference
presentations, or other academic forums. Fellows are supported for a
period of from one to six months, depending upon the type of research
being undertaken. Both types of Fellowship cover accommodation and
travel costs to/from Budapest (up to a maximum limit and after
approval from the program coordinator), during the period of the
Fellowship, and a monthly stipend. CEU Visiting Fellows will receive
$900 per month, and CEU Professorial Fellows - $1500 per month.

Program Requirements

The primary requirement is a submission of an article to an
international peer-review journal. Whilst at CEU, Fellows will present
one Public Lecture to their host Department and the broader CEU
community. Within one month of completion of the Fellowship, Fellows
are required to submit to the Special Projects Office of CEU a brief
narrative report in English, describing the results of their research
activities at CEU. Within one year of completion of the Fellowship,
Fellows are required to submit to the Special Projects Office a
publication or an article prepared for publication in English, German,
or French based on their original research at CEU. The resulting
publication should state that this research is the outcome of a
Visiting Research Fellowship at CEU. Fellows are required to be in
residence at CEU for the duration of their Fellowship and are
accommodated in CEU's Residence and Conference Center.

Application Procedure

Application Forms with Criteria for Applicants in both categories are
available from the SPO/SEP Office, National Soros Foundation Offices
and electronically (see Application Forms above). CEU does not accept
Fellows during the summer or the Christmas period due to the limited
availability of professors, administrators and access to research
materials during vacation. Please note: those who are or who plan to
be involved in projects, research, teaching, or other activities
sponsored or co-sponsored by the Soros Foundation or OSI for the
duration of the Research Fellowship are not eligible to participate in
the program.

Beside the completed application form applicants are required to send
their CV, a research proposal, one letter of reference, copies of
relevant certificates.

On the letter of reference, stamps and signatures are expected. The
letter of reference can be sent by normal mail or fax. Alternatively a
scanned version can be sent by email. In case of emergency, we can
accept a letter of reference sent via e-mail from the mailbox of the
person who issued it.

General Criteria

Countries: The Master in Sweden for East Europe Program is open for
applicants from Albania, Armenia, Azerbaijan, Belarus, Bosnia and
Herzegovina, Georgia, Kyrgyzstan, Kosovo, Former Yugoslav Republic of
Macedonia, Moldova, Montenegro, Serbia, Tajikistan and Ukraine.

Study levels: The program is open for master's level students.

Fields of study: Applicants from all the countries listed above can
apply for master's level studies in democracy (including gender
issues), economics, environmental studies and energy. In addition
there are other fields of study open to candidates from selected
countries, according to the following:

Applicants from Albania, Belarus, Kyrgyzstan, Moldova, Tajikistan and
Ukraine are eligible for master's level studies in health science and
social issues.

Applicants from Albania, Belarus, Bosnia and Herzegovina, Georgia,

Important dates

The online application service for Swedish master's degree programs
opens on December 1 at www.studera.nu/english. Deadline for
applications for most master's degree programs is January 15.

Application for SI scholarships can only be made after you have been
accepted on a Swedish master's program on the list above and must be
followed by an admission confirmation from www.studera.nu.

Instructions concerning the scholarship application procedure and an
online application form will be published on this website in April 2009.

The result of the application procedure will be announced at www.si.se
and www.studyinsweden.se at the beginning of June.

Program description

Objective

The purpose of the scholarship program is to encourage the development
of specialist expertise in targeted countries by giving at least 100
students the possibility to study at master level in Sweden during the
period 2006-2009.


Target group

Master's level students from specified countries will be given an
opportunity to attend qualified programs. A complete list of all
eligible master's Level programs in Sweden can be found on "How to
apply" below from December 15. However, remember that not all fields
are open for students applying to the Master in Sweden for East Europe
Program.


Who is eligible?

The scholarships are intended for students belonging to any of the
above mentioned target groups for master's studies in Sweden.

You are not eligible for this scholarship if any of the following is true:
- You have already lived in Sweden for two years or more when the
scholarship period is due to begin.
- You have aa Swedish permanent residence permit.
- You have a Swedish work permit and you are not an EU citizen.

There is no age limit for scholarship holders. You need, however, to
be fluent in English and you must apply for full-time studies.

Students previously awarded a scholarship from the SI for study at a
Swedish university will not be given priority.

Selection criteria

The primary evaluation of the application takes into account the
applicant's academic background and personal motivation. In the final
selection of candidates, academic fields, countries and gender will
also be considered.

Scholarship benefits and limitations

The scholarship amounts to SEK 8,000 per month.

Travel grants

Scholarship holders also receive a travel support in connection with
the scholarship. The travel grant is a lump sum, given only once,
regardless of the cost of travel.

Scholarship holders from Albania, Belarus, Bosnia and Herzegovina,
Kosovo, Former Yugoslav Republic of Macedonia, Moldova, Montenegro,
Serbia and Ukraine receive a travel grant amounting to SEK 5,000.
Scholarship holders from Armenia, Azerbaijan, Georgia, Kyrgyzstan and
Tajikistan receive a travel grant of SEK 10,000.

Insurance

Scholarship holders are insured by the Swedish State Group Insurance
against illness and accident during the scholarship period. For
citizens of EU member states and other Convention countries the
insurance applies with certain limitations.

Visa and residence permits

SI scholarship holders are given priority in the visa and residence
permit procedures at the Swedish Migration Board. Visas are free of
charge for SI scholarship holders.

Scholarship limitations

The scholarship is designed to cover the living costs for the
scholarship holder. There are no grants for family members. No bench
fee is provided.

The granted scholarship period cannot be shortened, altered or
extended. If you wish to apply for subsequent funding you must apply
within a new call for applications.

of Caucasus (Armenia, Azerbaijan and Georgia) and Central Asia (Kazakhstan,
Uzbekistan, Turkmenistan, Tajikistan and Kyrgyzstan) in preparing country
analyses in specific group of topics: reform of the post-communist state
(i.e. public administration reform, decentralization, anti-corruption, and
human rights/access to justice); spatial poverty (i.e. interactions between
geography, economic policies and activities, and living standards);
economic, environmental and social impact of public economic policies (e.g.
migration, employment, trade liberalization, inflation and administrative
prices); rural development and agricultural reforms; financial access and
microfinance.

Studies in Ethnicity and Nationalism, a tri-annual, fully-refereed
journal published in the Department of Government at the London School
of Economics, invites the submission of high-quality interdisciplinary
articles on issues pertaining to nationalism, ethnicity and related themes.

regional developments in the aftermath of the Georgian-Russian war.
Specifically, it considers European policy toward the Southern
Caucasus after the Georgia crisis and presents opinions on the
Georgian-Russian war from Armenia and Azerbaijan. Additionally, the
issue provides results of a Georgian popular opinion poll concerning
foreign aid.

Introduction from the Editors

Announcing the New Caucasus Analytical Digest In August 2008 the
Southern Caucasus, and Georgia in particular, was in the center of
international attention. The war between Russia and Georgia became a
test not only for the state of transition in Georgia, but also for the
capacity of the Western capitals, European Union and NATO to act.
While the fighting made daily headlines in the leading international
newspapers, it highlighted severe media problems in Russia and
Georgia. Both sides failed to provide objective information and
analysis while using the reporting as an instrument of escalation.

Today there is an imbalance between the growing interest in the region
and concise explanations of what is going on there. Accordingly, the
Caucasus Analytical Digest, the first edition of which you are
reading, seeks to make sense of what is happening in the Southern Caucasus.

One of the strategic requirements of analyzing the Southern Caucasus
is the need for inclusiveness, for perspectives from Armenia,
Azerbaijan and Georgia, but also from Nagorno Karabakh, South Ossetia
and Abkhazia, as subjects for analysis. To underline the intention of
thinking in terms of inclusiveness, but without specific political
preference, the map on the front page shows the official borders with
solid lines and the others with broken lines.

As a consequence of the recent war, international actors and experts
are faced with new analytical challenges that go far beyond the
regional, but are nevertheless driven by pressure from the Southern
Caucasus. By the choice of topics and authors the Caucasus Analytical
Digest is dedicated to both analytical and policy discourses. The
editorial team includes experts from the Research Centre for East
European Studies at the University of Bremen, the Center for Security
Studies at ETH Zurich, the Jefferson Institute and the Heinrich Boell
Foundation. As a local actor with an international perspective, the
Boell Foundation particularly strives to give experts from the region,
especially younger analysts, access to a broader Western public. This
not only exposes a wider audience to thinkers from the region, it also
contributes to strengthening democratic transformation and European
integration of the Southern Caucasus.

The Center for Slavic and East European Studies (CSEES) at The Ohio
State University invites applications for a two-year,
interdisciplinary, area studies Master of Arts degree in Slavic and
East European Studies. The CSEES M.A. degree is an excellent option
for those interested in Russian, East European, Central Asian and
Caucasus-related careers in government, the military, the private
sector, and non-profit organizations, as well as for those interested
in academia.

Center for Slavic and East European Studies

Founded in 1965, CSEES serves as a leading United States Department of
Education (Title VI) Comprehensive National Resource Center. Its
missions are to promote the study of Russia, Southeast, Central, and
Eastern Europe, Central Asia, and the Caucasus; to conduct an outreach
p'rogram that impacts the local and state communities; and to foster
foreign area and language studies at Ohio State University.

Language Training

Knowledge of a Slavic, East European, or Central Asian language
sufficient for use as a professional or as a research tool is
indispensable. During each quarter students are enrolled in the M.A.
program, they must take a language course according to their program
of study. Ohio State University is home to one of the nation's top
Slavic and East European language departments where students can
choose from Czech, Georgian, Hungarian, Modern Greek, Polish,
Romanian, Russian, Serbo-Croatian, Turkish, Ukrainian, Uzbek and
Yiddish. Upon completion of their primary language of interest,
students are encouraged to pursue a second, complimentary language to
improve their marketability in the job search.

New Dual Degree in Slavic/East European Studies and Public Affairs
In 2009, CSEES will launch a new dual degree in Slavic/East European
Studies and Public Affairs with the John Glenn School of Public
Affairs. This dual degree will prepare students for challenging
careers in the government and nonprofit sectors. Providing a practical
component to the area studies education, Public Affairs courses train
students with solid skills such as planning, budgeting, and
evaluation. By combining the two degrees, students are able to
complete the dual degree in only three years, rather than the four
years normally required to fulfill the two degrees separately.

Financial Aid

Each year CSEES awards competitive Title VI Foreign Language and Area
Studies (FLAS) fellowships to qualified graduate students engaged in
Slavic and East European Studies. FLAS fellowships are used to support
foreign language study both in the United States and abroad and are
available for the academic year and summer. The deadline for this
year's FLAS application is February 2, 2009. Incoming students are
also eligible for University Fellowships from the Graduate School at OSU.

Career Services

Career placement is a key component to CSEES graduate student support
and is emphasized upon arrival at OSU. Some of the services offered by
CSEES are resume review and advice, mock interview practice, career
counseling, an annual International Careers Week, career panels and
recruiter visits. Students are strongly encouraged to pursue
internships in their sectors and the CSEES office provides leads and
guidance to help students secure these resume-building opportunities.
Recent graduates have entered careers in intelligence/security,
non-governmental organizations, the U.S. Foreign Service,
international business, the U.S. military, and journalism, as well as
secondary and higher education.

Conference to take place at Princeton University, 22-24 October 2009

2009 brings the 20th anniversaries of a wide variety of major events
across the globe: the Cuban withdrawal from Angola; the Soviet
withdrawal from Afghanistan; the Ayatollah Khomeini's fatwa against
Salman Rushdie; the Polish and Hungarian Round Tables; the protests at
Tiananmen Square; the fall of the Berlin Wall; the Velvet Revolution
in Czechoslovakia; and the breakdown of old regimes in Mexico, Chile,
and Brazil.

In an attempt to take a global approach to 1989, its antecedents, and
its consequences, Princeton University will convene and host on 22-24
October 2009 a conference devoted to 1989. The ultimate panel themes
will depend on the topics of the paper proposals submitted, yet we are
particularly interested in moving toward new conceptual models, for
example in the following areas: ethics and norms, intellectual
history/history of ideas, law, microeconomics, migration, popular
culture, and religion. It is essential to underscore also the
conference's global scope, i.e. that it should encompass (but not
necessarily limit itself to) variously defined Asian, Cold War,
European, inter-American, Sino-Soviet, and transatlantic history,
welcoming also submissions concerning, for example, the Indian
subcontinent, the Middle East, or South Africa.

Who Should Apply

We aim to provide a forum for recent work related to a doctoral
dissertation, whether published or unpublished, complete or
incomplete. We therefore welcome submissions from junior faculty and
postdoctoral fellows as well as current graduate students. We welcome
submissions from around the globe, as our budget will allow us to
cover the travel expenses of all of the scholars whose proposals have
been accepted.

That said, we caution that the small intended scale of the conference
will likely necessitate a highly selective review process. The program
committee looks forward to the broadest possible range of submissions
that fall within the intended scope of the conference, and it will
arrange panels based on those submissions that it receives, yet we
will likely be able to accommodate only a fraction of these submissions.

We ask both for a brief (max. 300-word) abstract as well as a more
detailed, 4-5 page (double-spaced) prospectus that fleshes out the
intended argument of the presentation in greater depth.

Submissions will be accepted on a rolling basis until 15 January 2009.
Early submissions are particularly welcome.

The American Center for Mongolian Studies (ACMS) is seeking a Resident
Director for its Ulaanbaatar, Mongolia office. The ACMS is a
non-profit, non-governmental educational organization that supports
the development of Mongolian Studies and academic exchanges with Inner
Asia. The ACMS is a member of the Council of American Overseas
Research Centers (CAORC) with primary funding from the US government,
private foundations and member institutions and individuals. The ACMS
defines Mongolian Studies to include all academic fields as they
relate to Mongolia and the Inner Asian region.

The ACMS Resident Director is responsible for the management of the
ACMS Ulaanbaatar office, staff and programs, and the development of
new programs, partners and funding sources. The position is primarily
administrative, but requires an ability to work effectively with
international and Mongolian academic institutions, scholars and
students. Experience in the US higher education system through study
or work and experience working or studying in Mongolia or Inner Asia
is required.

The position is salaried and full-time, with a basic housing and
benefit allowance. Short-term research and personal leaves are
negotiable.

The responsibilities of the ACMS Resident Director include:

- Overseeing the financial accounting and management of the ACMS
operations in Mongolia, including management of the ACMS staff;
- Development and oversight of ACMS programs in Mongolia, including the
ACMS library, intensive Mongolian language program, fellowships,
internships, speaker series, conferences and other initiatives;
- Facilitating the research activities of international scholars and
students in Mongolia, including providing logistical support, helping
locate partner institutions and scholars in Mongolia, and helping to
disseminate research and experiences both locally and internationally;
- Maintaining a friendly, cooperative and productive relationship with
the US Embassy and other international organizations in Ulaanbaatar
and seeking ways to develop scholarly programs and exchanges in
cooperation with these organizations;
- Building relationships and programs with Mongolian academic
institutions, scholars and students;
- Writing and editing publications including the ACMS newsletter,
promotional materials, grant proposals and reports;
- Oversight of the ACMS website and on-line programs and resources;
- Developing new programs and projects.

Qualifications for the position include:

- A Masters Degree is required, a PhD preferred.
- Experience living, working or studying in Mongolia or Inner Asia.
- A graduate degree or teaching experience at a US university.
- Administrative and managerial experience strongly recommended.
- Financial accounting experience preferred.
- Mongolian language ability preferred.

and conflict awareness for Central Asia and Afghanistan.

The objective of the program is to strengthen civil society and
government capacity. The Program consists of seven modules and field
assignments. Upon completion of the Program each participant will have
to design a conflict preventive and/or human rights sensitive
development project. Certificate shall be issued on condition of
successful completion of the training.

The initial planning session will take place from 28 to 30 January
2009. The modules are scheduled to start in September 2009. Classes
shall be held the whole working day. Participants must attend all
lectures and classes.

Venue: OSCE Academy, Bishkek, Kyrgyz Republic
Period: throughout 2009
Target group: civil servants, civil society, development professionals.

Eligibility criteria:
- Citizenship of one of the following countries: Afghanistan, Kazakhstan,
Kyrgyzstan, Tajikistan, Turkmenistan or Uzbekistan;
- Good knowledge of English;
- Relevant working experience (NOTE: This is an essential criteria);
- Ability to attend all modules.

Curriculum Vitae and a letter of motivation in English (up to 700
words) are to be submitted in ONE electronic file to the address:

Friday, 26 December 4 pm local time Bishkek.

THE EURASIA PROGRAM of the Social Science Research Council, in
partnership with Princeton University's Institute for International
and Regional Studies (PIIRS) and Russian and Eurasian Studies Program,
invites applications for a three-day dissertation development workshop
that crosses area studies boundaries, encourages interdisciplinarity,
and explores continuities, connections and contrasts across the
Eurasian and European regions. The geographic and conceptual overlap
between Eurasia and Europe invites questions about the very
definitions of the regions themselves and the institutions and
identities that comprise them.

The workshop will investigate commonalities, as well as differences
and pitfalls, in research agendas and frameworks, and develop new
questions through juxtapositions of the two intersecting regions.
Topics would range from interpretive categories (empire, nation, the
state, power, gender, ethnicity, modernism, modernity,
authoritarianism, democracy) to transnational processes (development,
trade, governance, private corporations, corruption, water, oil,
migration, environment, health, disease, terrorism, science,
information technology, languages, diasporas, cultural exchange, war).

Discussions will focus on what does, or does not, link Russia/Eurasia
with Europe, the historical relationships between the regions, and the
ways these regions are constructed in scholarly and public discussions.

Funding is provided by the United States Department of State, Program
for Research and Training for Eastern Europe and the Independent
States of the Former Soviet Union (Title VIII) and by Princeton
University Institute for International and Regional Studies (PIIRS)
and its Russian and Eurasian Studies Program.

Instructions & Eligibility

All students who are currently enrolled in an accredited PhD program
and working at some stage on their dissertation projects may apply.
Applicant's work must relate in whole or in part to the regions of
Eurasia and/or Europe, in their current or historical context.
Proposals that deal in whole or in part with one or more of the
following countries/ regions are particularly encouraged: Armenia,
Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, the
Russian Federation, Tajikistan, Turkmenistan, Ukraine and Uzbekistan.

All applicants are required to submit the following:

* A five page, double spaced summary of the dissertation project,
highlighting the dissertation's relationship to the themes and
objectives of the workshop
* A 500-word abstract of the project
* One letter of academic recommendation from the applicant's primary
advisor or other relevant individual
* Curriculum Vitae

Award decisions will be announced in early February 2009. If selected,
participants will be required to submit a 15-25 page dissertation
chapter or writing sample and a 1,500-2,000 word essay outlining the
project which is aimed for a generalist/non-specialist audience.

requirements for the writing sample, which will be due in advance of
the workshop. The five page application statements, writing samples
and CVs will be pre-circulated among all conference participants.

Support for MPhil and PhD Studies at the University of Hong Kong

The Central Asian Faculty Development Programme (CAFDP) at the
University of Central Asia (UCA) is pleased to announce that the
University of Hong Kong (HKU) is currently accepting applications for
MPhil and PhD studies. Through a privileged relationship UCA shares
with HKU, CAFDP is providing admissions and financial support for
Central Asian scholars who wish to pursue MPhil and PhD programmes in
the Social Sciences, especially in the disciplines of Asian Studies,
Journalism and Media, as well as Economics.

UCA's CAFDP is designed to ensure that scholars from Central Asia with
top international academic credentials are strongly represented in the
University's faculty. PhD and MPhil graduates from HKU who are
sponsored under CAFDP will be considered for academic appointments in
UCA's Graduate School of Development and/or undergraduate School of
Arts and Sciences.

The selection of students for HKU's programmes is based solely on
merit and subject to HKU's admission criteria. Application forms and

Central European University's summer school (June 8-July 31, 2009)
held in Budapest, Hungary, which you may find an interesting study
abroad option.

Central European University is a US-style, internationally recognized
institution of post-graduate education in the social sciences and
humanities. Its summer school offers an international program in
English for graduate students, junior or post-doctoral researchers,
faculty and professionals in the social sciences and humanities,
drawing its student body of around 500 participants annually from more
than 60 countries and its faculty from over 30 countries.

In 2009 the summer school offers 21 high-level, research-oriented,
interdisciplinary academic courses as well as workshops on policy
issues for professional development, taught by internationally
renowned scholars and policy experts (including CEU faculty).

Base and Reporting

The Program Coordinator is based at the OSI Budapest office and
reports to the HESP Program Director and Senior Program Manager.

General Duties

The Program Coordinator works with the Senior Program Manager on the
implementation and development of the HESP Central Asia Research and
Training Initiative (CARTI) program. Within this framework, the
Program Coordinator provides complex administrative and programmatic
support to the individual projects as well as to the CARTI program as
a whole. The Program Coordinator is a key liaison between the funded
projects and relevant units of OSI in all matters related to the
administration of OSI funding to the CARTI projects and the general
program activities.

The specific responsibilities of the CARTI Program Coordinator lie in
the following programmatic and administrative areas:

Recruiting candidates for CARTI Fellowships

* Working with the Senior Program Manager (SPM) and the CARTI
academic advisory Committee (AC) on drafting annual Calls for
Applications and advertising the Fellowship programs in the target region
* Consulting the applicants on the format and priorities of the
program and application procedures, coordination of the admission and
review of the applications for Fellowships and communication of the
selection results
* Assisting the SPM in the search for and communication with the
international consultants to the program

Grant and Program Administration

* General orientation of Fellows and consultants and coordination of
the planning and budgeting for the individual grants
* Administration of grant contracts and payments, compliance with the
OSI legal, administrative and financial policies and procedures and
guidelines for CARTI funding
* Guidance and oversight of the reporting (programmatic and
financial) on the individual projects and review of the reports by the
AC and HESP

Organization of Program Events

* Overall logistical and financial organization and administration of
the CARTI training and academic events
* Providing necessary organizational and documentation support for
the site visits to the region by the members of the CARTI AC and the
project consultants and for the Fellows' overseas study visits
* Logistical and budgetary organization of the CARTI Committee
meetings, organization and distribution of necessary materials, input
in designing the schedule and agendas for the meetings

Maintaining the Fellowship records and program documentation

* Maintaining all program records, including individual grant files,
minutes of the AC meetings and documentation of other CARTI events,
other relevant program records and presentation materials, regularly
updated databases of Fellows and projects
* Drafting and distributing general information and guideline
materials for the applicants, grantees and consultants
* Maintaining updated CARTI pages on the OSI web site www.soros.org

Program Development and Networking

* Liaising with local educational and organizational partners on
program advertising, support to Fellows' activities and organization
of local training and academic events and experts' visits
* Working with the SPM and the AC on the organization and
administration of the internal and external program evaluation
* Attendance at meetings and events relevant to CARTI and HESP
activities and development, presentation of CARTI and HESP programming
at various relevant occasions
* Working with the SPM and the AC on identifying the potential
partners, directions and means for the CARTI program development
* Responding to inquiries on CARTI and other relevant general HESP matters
* Assisting in coordination and management of other, non-CARTI,
common HESP activities and events in the region, as requested or
appointed by the SPM or HESP Director

Qualifications, Skills and Qualities

* A university degree in social sciences or humanities
* At least three years' administrative experience in not-for-profit
sector, preferably within an international organization related to
educational or social development, or educational administration;
candidates with academic background will also be considered
* Good understanding of the higher education system and development
in the post-communist region; knowledge of Central Asian region will
be an advantage
* Excellent organizational, interpersonal and presentation skills,
attention to detail
* Excellent communication skills, including excellent spoken and
written English; proficiency in Russian and/or Hungarian languages is
an asset
* Excellent word processing, database creation and management and
basic accounting skills
* Readiness to meet the challenges and special needs of working in a
multinational and multicultural environment and travel extensively in
the program's target region; commitment to the mission of OSI and HESP.

The Hamad Bin Khalifa Travel Fellowship

The Hamad bin Khalifa Travel Fellowship provides financial support to
15 individuals who wish to attend the 3 rd Biennial Hamad bin Khalifa
Symposium on Islamic Art, to be held in Córdoba, Spain, November 2-4,
2009. The fellowships (made possible with funding from Virginia
Commonwealth University School of the Arts, VCUQatar, and the Qatar
Foundation) will cover the cost of round-trip travel to Córdoba as
well as lodging and meals during the Symposium. Fellows will also be
invited to attend special events such as receptions and excursions,
will be awarded a Hamad bin Khalifa Fellowship certificate, and will
receive copies of the proceedings of the 2 nd Biennial Symposium,
Rivers of Paradise: Water in Islamic Art and Culture, held in 2007,
and the 3rd Biennial Symposium, held in Córdoba.

Criteria

The Hamad bin Khalifa fellowships are intended to enable junior and
senior scholars at all levels to attend the Symposium. Preference
will be given to applicants from diverse backgrounds with
long-standing research interests in Islamic art and architecture.
Individuals who have applied previously or have submitted papers in
the past are encouraged to apply.
