Civil Society and Reconciliation in Comparative Perspective

London School of Economics

4th June 2009

The Centre for Civil Society invites participants for this forthcoming
international conference which investigates civil society and
reconciliation in a comparative perspective. The conference will
explore the dynamics of reconciliation, transitional justice and civil
society in a global context. Much of the transitional justice
literature tends to be state-centric often focusing on intra-state
issues of truth-seeking, retribution and reconciliation after mass
atrocity. This conference will explore the role of civil societies in
reconciliation processes. In doing so, it will push the discussion
beyond a normative perspective to examine the full spectrum of roles
played by civil society actors including supporting dialogue and
reconciliation as well as breeding discord and intolerance.
We seek papers that address the following questions and topics:

* What are the different roles civil society actors play in
reconciliation efforts?
* How do historical legacies and collective memories of conflict and
violence prevent movement toward reconciliation?
* How are narratives of the past portrayed and taught in history
books? What is the relationship between public memory and individual
narratives?
* What is the relationship between state actors and civil society
that are engaged in reconciliation?
* How does foreign funding of civil society organizations affect how
they are perceived and how they work?
* What is the role of diaspora based civil society organizations in
post-conflict reconciliation efforts?
* Is the process of reconciliation finite?

Papers are invited on any of these topics. Interested academics and
researchers are kindly requested to indicate their interest by
submitting an abstract of no more than 250 words, along with a short
biography by 25th March 2009 to Dr Armine Ishkanian: a.ishkanian@lse.ac.uk

abstract has been accepted.

This new Lecture Series considers contemporary music trends in the
Muslim world, based on first-hand material, offering a fresh look at
the 'hot spots' of the Central Asia: Afghanistan, Uzbekistan,
Tajikistan and the Caucasus: Chechnya and Dagestan. It explores little
known genres of contemporary music from Islamic guerrillas' songs to
devotional Sufi chanting of Naqshbandia and Qadirya.

Russian, German, French and English. Her monograph "From Shamanism to
Sufism: Islam and Woman in Central Asian Culture" will be published by
I B Tauris in 2009.

Dr Tommaso Trevisani (Stiftung Wissenschaft und Politik, Berlin)

'Postsocialist land reforms and rural society in Uzbekistan'

Dr Trevisani will be speaking about the Government of Uzbekistan's
current agricultural reform policies and on the new social conflicts
which arise from these, together with the recent move towards
'consolidation' in the agricultural sector. The presentation will be
based largely on the extensive fieldwork which he has carried out in
Khorezm over the last seven years.

Dr Madeleine Reeves (Centre for Research on Socio-Cultural Change,
University of Manchester)

'Materialising state space: "creeping migration" and territorial
integrity in southern Kyrgyzstan'

Dr Reeves' presentation will explore the materialisation of state
space in the region of the new international border between Kyrgyzstan
and Tajikistan in the Isfara valley. Its empirical point of entry is
a phenomenon known in Kyrgyzstani political discourse as 'creeping
migration'. This process refers to the illegal purchase or lease of
land and property in Kyrgyzstani border villages by citizens of
neighbouring border villages in Tajikistan. Drawing on extended
ethnographic fieldwork, the presentation examines the dynamics of this
phenomenon in its historical context, examining the legacies of Soviet
delimitation and the contemporary political economy of land on both
sides of the border that has rendered swathes of territory
'contested'. It is also concerned to understand the life that
'creeping migration' has come to acquire in contemporary Kyrgyzstani
political discourse. Drawing on Timothy Mitchell's concept of 'state
effects', the paper considers how this phenomenon has been used to
legitimise a variety of initiatives aimed at 'stabilising' the state
in border regions, justified through threats to territorial integrity
and cultural loss. It argues that the 'creeping migration' of
political discourse is quite detached from the dynamics of coexistence
in the Isfara valley, and warns against the tendency to materialise
state separation through the militarization of borderland space.

Position Summary:

Incumbent serves on the National Defense Intelligence College faculty,
focusing on teaching core and elective courses, and conducting
research in his/her area of expertise. Responsibilities include, but
are not limited to: developing, delivering, assessing, and improving
courses within the approved curricula for the Bachelor of Science in
Intelligence and/or the Master of Science of Strategic Intelligence;
serving as chair for at least six master's student theses; engaging

and students; and participating in outreach activities through the
College's Centers.

Additional Position Info:

- Teaches core and elective courses in the Bachelor of Science in

topics dealing with globalization, social analysis, operational
capabilities analysis and their application to Russia and previous
member states of the former Soviet Union and Intelligence Community issues.
- Mentors/evaluates fellow faculty on teaching, scholarship and
outreach activities as a Faculty Development Leader and part of a
broad faculty development effort.
- Implements and enforces appropriate learning standards and rigor,
and uses outcome assessment data for course, curricular, and program
improvement. Develops a rich learning environment through Blackboard
instructional technology.
- Serves as committee chair for six graduate theses per academic year.
- Undertakes and disseminates intelligence research that contributes
to the Intelligence Community's needs.
- Participates as needed in the College's outreach activities through
its centers: The Center for Strategic Intelligence Research, the
Center for International Engagement and the Center for Science and
Technology Intelligence.
- Participates fully in college governance, represents the College at
DoDIC agency meetings, conferences and symposia related to expertise,
and maintains active liaison with government and private sector

content and pedagogy, preparation, organization, and delivery,
particularly in non-lecture formats, and a rich Blackboard interactive
and blended learning environment.
5. Knowledge of the DIA Strategic Plan, to include its goals and
objectives (your response to this factor must describe how you would
meet/advance the objectives if selected for this position.)

Highly Desired Assessment Factors:

1. Thesis mentoring; normally acts as reader or chair on six to ten
graduate student theses annually. Mentors the thesis process with
emphasis on research methodology, argument structure and logic,
relevance and contribution to the Intelligence Community.

Intelligence Personnel System (DCIPS), a pay-banded,
pay-for-performance system.

Traditions of Rule of Law, Good Governance and
Consultative Government in the Turkic World

Conference is organized by the Office of International Affairs and
Diplomacy, Center for the Study of Ethics, Department of History and
Political Science, Utah Valley University and Central Asia ­ Caucasus
Institute, Johns Hopkins University

Topics to be discussed:

1) Indigenous traditions of rule of law and good governance in the
Turkic World and their relation to western traditions.

2) Indigenous traditions of consulting the will of the governed in the
Turkic World and their relation to democracy in the West.

As a part of the Conference, UVU will publish 250 copies of a bilingual
text of the 11th century manuscript from Central Asia "Kutadgu Bilig"
[The Glory of the Royal Wisdom] written by Balasagun'lu Yusuf.
Copies of the book will be presented during the Conference.
The Conference will have in addition to two panels for scholars also
separate panel for presentations of the most outstanding university
students' papers. The top three papers will be presented at this
summer's Washington, DC Conference organized by the Central
Asia-Caucasus Institute at John Hopkins University. The number one
student paper will go to Central Asia this year and take part at the
follow-up Conference, courtesy a CEL grant from UVU. The selection of
the best papers will be done by a special board, which will include
leading scholars from Washington, D.C., Utah and Central Asia.
Information for students and all interested participants on the original
texts for study and all guides for writing the papers is prepared by Dr.
Alex Stecker and available on-line on the UVU website
www.uvu.edu/library, (go to the link "ELECTRONIC RESERVE", then select
"THE WISDOM OF ROYAL GLORY" in the link "Please select instructor. "
Access to the texts is provided by using PASSWORD:UVU).

The Conference will publish the final papers in an edited volume. To be
considered for the Conference, scholars, faculty and students should
submit an abstract of approximately 250 words and a short CV
electronically by March 1, 2009. After confirmation of acceptance the
full version of the paper should be submitted by March 15, 2009. Student
papers should be at least 10 pages long, double space with citation of
sources in Turabian.

The Conference is unable to provide participants' travel and lodging
expenses. Participants are expected to seek funding from their own
institutions.

"Night Terrors and the Rude Awakening of Global Capitalism"

Synopsis:

Capitalism has always been a global enterprise, never more so than in
the 2000s. Yet, with the financial crisis of 2008 the ability of
capitalism as a system of capital accumulation and economic growth has
been thrown into doubt. The crisis, thereby, affects both the core
states of the capitalist systems from Europe to East Asia, and the
still developing regions of the world economy. For them, the
classically modern dream of "a better world," in both its socialist
and liberal versions, is rapidly becoming a nightmare. The terrors of
the coming period of economic and global uncertainty are not (as US
propaganda under the Bush regime has insisted) the organized attacks
of the modern world's cultural opponents. As serious as terrorism may
be, the true night terrors of the current situation are the
degradations of social hope on the global peripheries in Africa, parts
of Latin America and the Caribbean, South East Asia, and parts of
Central Asia. Once considered simply under- and undeveloped, these
regions today have fallen into recurring cycles of disease, civil
strife, economic exclusion, and resource depletion. Their empty urban
assemblages are loose confederations of the more-than-poor few no real
stakes in the wider communities of human social life. These regions
challenge the very principles of international order, democratic
governance, and state power. The lectures will examine in detail these
concerns as well as the general theory of globalization and the future
prospects for global peace and prosperity.

Bio: Dr. Charles Lemert is the Andrus Professor of Sociology at
Wesleyan University in USA and is the author of many widely read
books, including, most recently, Thinking the Unthinkable; Deadly
Worlds; The Emotional Costs of Globalization; Dark Thoughts: Race and
the Eclipse of Society; and Postmodernism Is Not What You Think: How
Globalization Threatens Modernity.

Please join us for the 2009 Harvard East Asia Society Graduate Student
Conference, the largest graduate student conference on East Asia held
in North America, to take place February 27 to March 1, 2009 at
Harvard University. The interdisciplinary conference will feature 16
panels addressing a wide array of topics ranging from anthropology and
art to international affairs.

KEYNOTE ADDRESS - Friday, February 27, 6:00 pm
Elizabeth ten Grotenhuis, Silk Road Project; Professor Emerita, Boston
University
"Blue and White Ceramics: A Silk Road Story"

By the late-16th century, blue and white ceramics encircled the globe.
We will look at objects showing cross-cultural influences from East,
Central, and West Asia, Europe, and the Americas. Particular attention
will be paid to the East Asian-Mexican blue and white connection.
Video clips from the Silk Road Ensemble's multi-media performance of
Blue and White will also be featured.

CONFERENCE WORKSHOP - Saturday, March 1 (2:30 - 4:00 pm)
"Asia Across Time and Space: New Quantitative Methods for Research and
Presentation"
Professor Peter Bol, Charles H. Carswell Professor of East Asian
Languages and Civilizations and the Director of the Center for
Geographic Analysis, Harvard University

This workshop will present applications of several computational
methods to projects on historical China and Korea. Following a
presentation by Professor Peter Bol, several students will present
projects featuring GIS (Geographical Information Systems) and Google
Earth, prosopography and biographical databases, and social network
analysis.

International Summer School in the Kyrgyz Republic

Oasis on the Great Silk Road

Program dates (in three groups):

Venue: Bishkek, Kyrgyz Republic

The 2009 International Summer School explores aspects of traditional
Central Asian life, nomadic Kyrgyz culture and history together with
the distinguished scholars and artists of Central Asian region. The
Summer School program establishes the ground for substantial debate on
the development of modern Kyrgyz Republic and its place within the world.

The two week summer school program provides the participants with
opportunities for examining all walks of life, such as traditional and
modern art, folklore, literature, music, history, performing arts and
Central Asian and Kyrgyz social and political life. Lectures and
seminars by well-known educational and governmental officials are
coupled with cultural and social activities, feeling the nature of
Central Asia and enjoying nomadic lifestyle and a capital town life in
Central Asia.

The overall participation cost of the International Summer School is
USD 1,700 per participant. The cost covers tuition, accommodation
expenses, all meals during the program, field tours and sightseeing travels.

By Professor Ahmet Tasagil (Department of History, Mimar Sinan
University, Turkey).

Ahmet Tasagil is a professor of history and an expert on the Ancient
Turks. He holds a Ph.D. in History from Istanbul University. He has an
experience of working in Kazakstan and Kyrgyzstan, at the Yasawi and
Manas Universities. Now Professor Tasagil serves at Mimar Sinan Fine
Arts University as a Vice Rector. He has plenty of books on Ancient
Turks and Turkic tribes, such as Cin Kaynaklarina Gore Turk Boylari
(Turkic Tribes According to Chinese Sources), Gok-Turkler (Ancient
Turks), and more than 80 articles. During last 3 years, he has
fulfilled various research trips to Mongolia and Siberia.

2009 Summer Research Laboratory on Russia, Eastern Europe, and Eurasia

The Russian, East European, and Eurasian Center and the Slavic and
East European Library at the University of Illinois at
Urbana-Champaign are pleased to announce the 2009 Summer Research
Laboratory (SRL) on Russia, Eastern Europe, and Eurasia, June 9 -
August 1. The SRL enables scholars to conduct advanced research in
Russian, East European and Eurasian Studies. Lab associates are given
full access to the collection and resources of the University of
Illinois Library, the largest Slavic collection west of Washington,
DC, and are able to seek assistance from the Slavic Reference Service
staff. The SRL provides an opportunity for specialists to keep current
on knowledge and research in the field, to access newly available and
archival materials, and disseminate knowledge to other scholars,
professionals, government officials, and the public. The Summer Lab is
an ideal program for doctoral students conducting
pre-dissertation/dissertation research.

The following persons are eligible to apply to the Summer Lab:

- Faculty or graduate students at a university or college who are
teaching and/or doing research on the region.

- Individuals who have a PhD and are doing research on the region,
even if this expertise is not being used in current employment.

- Individuals working in an area of government, NGOs or business
related to the region, regardless of academic training.

- Librarians specializing in the Slavic, East European, and Eurasian field.

To be eligible for housing grants, the above criteria apply along with
the following: Scholars conducting policy relevant research (broadly
defined) on the countries of Eurasia and Southeastern Europe. Under
U.S. Department of State regulations, scholars whose research focuses
on any EU member state-Poland, Hungary, the Czech Republic, Slovak
Republic, Slovenia, Romania, Bulgaria, Estonia, Latvia, or
Lithuania-must be doing comparative research that includes a non EU
member state of Eurasia or Southeastern Europe in order to be eligible
for funding.

International Women's Program (IWP)

Call For Proposals - February 2009

~ Equality and justice under the rule of law ~

The mission of IWP is to use grant-making and programmatic efforts to
promote and protect the rights of women and girls in priority areas
around the globe where the principles of good governance and respect
for the rule of law are absent or destroyed because of conflict. IWP
seeks to promote the advancement of women's rights and gender equality
in law and practice, and the empowerment of women to ensure
participation in the democratic processes.

Proposals are solicited for the following countries only:

Asia:
Nepal
Tajikistan

Middle East and North Africa:
Algeria
Iraq (including refugees in the region)
Lebanon
Occupied Palestinian Territories

Europe:
Bosnia and Herzegovina

Proposals benefiting other countries will NOT be considered at this time.

Focus of this Call for Proposals:

IWP invites proposals focusing on one or more of the following objectives:

1) Reducing discrimination and violence against women
IWP seeks to support initiatives that improve the status of women by:
* Strengthening legal frameworks and enforcement mechanisms that
focus on women's rights
* Strengthening civil society's capacity to hold governments
accountable to implement laws
* Increasing women's capacity to understand and claim rights

2) Strengthening women's access to justice
IWP seeks to support initiatives that strengthen judicial response to
women and reduce the obstacles to access by ensuring:
* Legal aid, counsel and assistance is available and resourced
* Judges, lawyers and prosecutors understand and apply gender justice
* Transitional justice mechanisms are equitable and inclusive of women

3) Increasing women's role as decision-makers and leaders*
IWP seeks to support initiatives that encourage and increase women's
role as decision-makers in a number of arenas including the following:
* Peace and reconciliation processes
* Electoral and legislative processes
* Disarmament, Demobilization and Reintegration (DDR), Security
Sector Reform (SSR) and reconstruction programs

Grant Support

Organizations can apply for general support grant or support for a
specific project. 'General support' grants are intended for
organizations which focus on one or more of the listed objectives. A
general support grant supports unspecified organizational costs. Such
a grant is not awarded for any particular project or purpose. The
review process for this grant type will be exceptionally selective.
'Project support' grants are intended to fund targeted initiatives
related to one or more of the listed objectives.

Preference is given to:
* Organizations managed and led by women

groups working on similar issues
* Local/indigenous independent non-governmental organizations or
initiatives that link local and international organizations

Grant Amount and Funding Timeframe

Organizations can apply for one to three year grants ranging from
$25,000 to $200,000 per year. Please note multi-year proposals will
require an annual assessment report prior to releasing the subsequent
tranche of funds.

Timeline

Proposals must be received using the required template in English by
email (preferred), fax or mail on or by March 8, 2009. Contact the
program to obtain the template. Incomplete proposals or proposals
received March 9 or later will NOT be considered under any circumstances.

"Peace and Security Studies"

* The possibility to obtain a "Master of Peace and Security Studies'
in just one year. The postgraduate course Master of Peace and Security
Policy Studies" (M.P.S.) is conducted by the University of Hamburg in
cooperation with the Institut für Friedensforschung und
Sicherheitspolitik (IFSH) and other scientific institutions and
partners of the network "Friedensforschung und
Sicherheitspolitik" (KoFrieS).

* A trans- and interdisciplinary orientated course. The M. P.
S.-programme is meant as a combination of "hands on" and
classroom-based learning. The programme aims at introducing highly
qualified humanities, social and sciences graduates from German or
foreign universities as well as academically qualified, experienced
practitioners to problems of peace- and security-policy and to
fundamental issues relating their
practical application.

* A thorough preparation for work in peace and/or security studies
research and teaching or in practical work for national and
international organisations, administrations, associations, and
businesses (e. g. in the fields of peace-keeping, monitoring,
verification, development aid, mediation, arbitration, conversion,
administration).

We expect from you

* Interest in the fields of peace studies or peace- and security-policy.
* 240 points ECTS (usually a four-year course in any discipline) and
you must have achieved an honours degree at a German or foreign university.
* Preferred professional interest and scientific or practical
experience in fields related to problems of
peace and international security.
* Sufficient knowledge of English and German. Students may choose
whether to complete coursework and examinations, including their
master's thesis, in English or German. For German: The German Language
Examination for Foreign Students´Admission to University
(Sprachprüfung für den Hochschulzugang ausländischer Studierender)
(DSH), the examination German as a Foreign Language, or any
examination of equal value are accepted. For English: The TOEFL (230
points/ 570 paper-based) (www.toefl.org), the IELTS (5.5), the
Advanced C, or any examination of equal value are accepted. Only
applicants who are German or English native speakers are not required
to show proof of language proficiency.

Ankara-based International TURKSOY Organization, created by ministers
of culture of Turkic-speaking countries in 1993 in order to research,
protect and promotion of Turkic arts and culture jointly, together
with the Department of Modern Turkic Dialects and Literatures (DMTDL)

Briefly on the Khakas Epos "Khan Mirgen":

The "Khan Mirgen" epos [XL + 312 pages, ISBN 978-975-7213-28-4,
Ankara, 2008, TURKSOY Publications # 31] includes a Latin
transliteration of text of epic poem, a short Khakas-Turkish
vocabulary, an index of names of epic heroes together with an
indication their social relationship with each other, summaries in
Turkish and English languages as well as a socio-cultural, historical,
and content analysis of Khakas epic tradition in general and "Khan
Mirgen" epos in particular. An abov-ementioned translation work
performed by Timur B. Davletov from Khakas into Turkish in a such
sense is the first realized project related to Khakas "Khan Mirgen"
epos. Likewise another Khakas epos "Khuban Arygh" [15.587 lines
totally] published by TURKSOY in 2006, "Khan Mirgen" epos up to now
has not been translated from Khakas into any other language, excepting Turkish.

American University of Central Asia

Bishkek, Kyrgyz Republic, an English-speaking liberal arts
Institution, has the following vacancies:

1. Director of the MBA Program

The director will be responsible for developing the MBA program that
began in the fall of 2007 and have a 6 credit hour teaching load each semester.

Current enrollment is approximately 26 local students and 4
international students with a goal to increase enrollment to 100
students by the 2012-13 academic year. Minimum requirements include
(1) a western MBA or masters and professional certification and (2)
basic Russian language skills. Ph.D. and intermediate Russian language
skills preferred. Initial salary and housing and travel allowances
will be low compared to western expectations. This position is ideal
for a retired or semi-retired professional wanting to contribute to
the mission of the University and experience Central Asia.

2. Chair of the Business Administration Department

The chair of the department will be responsible for 9 full- and
part-time faculty members and approximately 200 students and have a 6
credit teaching load each semester. Minimum requirements include (1) a
western MBA or masters and professional certification and (2) basic
Russian language skills. Ph.D. and intermediate Russian language
skills preferred. Salary and housing and travel allowances will be low
compared to western expectations.

This position is ideal for a retired or semi-retired academic wanting
to contribute to the mission of the University and experience Central Asia.

The University will consider modest compensation package for a PhD
capable of filling both positions as Department Chair and Director of
the MBA Program with a 3 credit hour teaching load each semester.

Eurasia: Prospects for Wider Cooperation

Dear Colleagues,

On 26-31 July 2010, the World Congress of the International Council for
Central and East European Studies will take place in Stockholm, Sweden.
The Swedish Society for the Study of Russia, Central and Eastern Europe
and Central Asia invites all interested scholars to submit proposals for
panels, papers and round-table discussions.

The processes of European integration and wider cooperation across Eurasia
not only impact upon geographical spaces but also leave their mark upon
cultural spaces. These processes make communication between languages,
histories, religions, traditions, legacies and memories more complex.
Humanities and social science scholars are therefore invited to present
the results of new research in the study of developments in the cultural,
political, social and economic processes underway in Central and Eastern
Europe and the former Soviet Union. For further information about the
general themes of the Congress, see the Congress webpage
(www.iccees2010.se).

Proposals for panels normally include a chair, up to three speakers and a
discussant. The proposal should include: the title of the panel; name,
rank/position and academic affiliation of the participants; and, if
possible at this stage, titles of the speakers' presentations.
Only proposals submitted electronically will be considered for inclusion
in the Congress. Proposals must be submitted in English - irrespective of
the language to be used by the panelists at the Congress. Panels must be
international in composition. The allotted time for a panel is 90 minutes.
Proposals for individual papers - not included in a proposal for a panel -
may be included in the Congress programme by the decision of the
International Academic Committee. Such papers may be presented in special
sessions or included in other panels. Paper proposals should include a
preliminary half-page abstract.

The International Academic Committee will send all scholars whose
proposals have been accepted, an official letter of invitation, which can
be used to apply for funding and/or obtaining a visa, by 1 July 2009. Only
after that, registration begins and the final abstracts are submitted
through our online abstract system. Deadline for registration and
submission of final abstracts is 30 October 2009.

"Studying Central Asia: In Quest for New Paths and Concepts?"
European Society for Central Asian Studies, Eleventh Conference (2009)

The European Society for Central Asian Studies (ESCAS) invites panel
and paper proposals for the Eleventh ESCAS bi-annual conference
scheduled for September 3-5, 2009, in Budapest, Hungary. The event
will be hosted by Central European University.

ESCAS welcomes panels and paper topics relating to all aspects of
humanities and social science scholarship on Central Asia, including
the republics of Kazakhstan, Uzbekistan, Kyrgyzstan, Tajikistan and
Turkmenistan, as well as adjacent areas of Russia, Mongolia, Northern
Iran, Northern Afghanistan and North-Western China.

Practitioners and scholars of (social and cultural) anthropology,
archaeology, ethnomusicology, development studies, history, philology,
political science, sociology, and of other humanities and social
science disciplines with an interest in Central Asia are encouraged to
participate.

New deadline for the submission of panel/paper proposals: March 15, 2009.

Submissions of pre-organized panels are strongly encouraged and will
be given some preference in the selection process. Individual papers
are also welcome and will be assigned by the program committee to an
appropriate panel with a chair and a discussant.

For individual papers and for each presenter on a regular panel please
make sure you provide us with:

1) Name;

2) Current institutional affiliation;

3) Title/position;

4) E-mail address;

5) Postal address;

6) Telephone/ fax;

7) Title of Paper;

8) Abstract of Paper (a summary of the paper of 200-300 words);

9) Any audio-visual equipment requests (specify -- e.g., overhead
projector, slide projector, video player);

10) A brief (100 word) biographical statement that contains the
information which the panel chair may require for introductions, and
includes the presenter's educational background (highest academic
degree, year of its awarding, awarding institution, and field of study).

For panels:

Proposals may be submitted for panels with the presentation of 3-4
scholarly papers. Pre-organized panels should be thematically coherent
and may be organized/sponsored by a scholarly organization. Panels
must have three to four paper presenters, a chair, and a discussant
(ideally, the roles of chair and discussant will be filled by two
different people). In addition to the information for each of the
paper presenters on the panel (as indicated above), the following is
also required:

a) a title for the proposed panel;

b) and name, affiliation, and contact information of the panel
organizer, chair and discussant. Please make sure your panel is
complete before submitting this information; incomplete panels will be
given a lower ranking.

Please note the following policy: only complete panels with a full set
of panelists, including a chair and a discussant should be submitted.
If a panel or roundtable receives a high score from the reviewers but
does not include a full complement of panelists, the panel may be
wait-listed until it is complete.

Language: Conference language is English. In some special cases the
possibility of presenting panels in Russian, French or German might be
considered.

Schedule of Key Dates:

Deadline for submission of panel/paper proposals: February 15, 2009.

Notification of acceptance: by 1st March 2009. The host institution
will provide, upon request, mailed or faxed invitation letters to
support an application for a visa or travel funds.

Deadline for notification of audio-visual requests: August 15, 2009.

Papers should be submitted to chairs/discussants: by August 20, 2009.

Arrival to Budapest: from the afternoon of September 2, 2009.
Registration opens in the afternoon followed by a reception in the
evening. Panels begin on September 3, and continue through the
afternoon of September 5.

Each conference attendee is required to pay a registration fee and all
presenters are required to pre-pay by August 10, 2009.

Registration fee for the conference:
- Regular fee ESCAS members: 50 EUR
- Reduced fee ESCAS members (for participants from Central Asian
states): 25 EUR
- Non-members: 100 EUR

The work is devoted to basic parameters (economy and related aspect
of culture connected with maintaining life) of the traditional
cultures of Mountain Taiga and Southern Taiga Zones of Siberia,
considered as a uniform cultural complex. A theoretical basis of
research is the concept of local cultural complexes or cultural
dialects as the forms of existence of traditional culture. The
original field materials gathered during study of traditional culture
of indigenous population of the south of Western-Siberian plain and
Sayan-Altay Mountain Taiga areas are introduced into this practical
analysis. These materials are considered in a broad
cultural-historical context, revealing of the archetypes of
traditional culture components.

Institute for Security and Development Policy, Stockholm

The Institute for Security and Development Policy is currently
accepting applications for a remunerated research stay in Stockholm,
Sweden. The Fellowship will be under the auspices of the Institute's
Silk Road Studies Program, which constitutes a Joint Center with the
Central Asia-Caucasus Institute, Johns Hopkins University-SAIS.

The Fellowship will support a research stay of up to 12 months for an
outstanding scholar in the early stages of an academic/think tank
career on issues relating to security and development in the Wider
Black Sea Region (primarily the South Caucasus, Turkey, Ukraine and
Moldova). The successful candidate will be expected to participate in
the Institute's ongoing research projects on security and energy in
the region, including the coordination of these projects, while also
being provided the opportunity to undertake his/her own independent
research. A specific work plan will be designed jointly by the
Institute and the successful applicant.

The successful candidate should hold a PhD in Social Sciences or
Humanities (received no earlier than 2005 and have previous experience
in research on the Black Sea region. Fluency in English is a
requirement. Knowledge of Turkish, Russian, and other local languages
is desirable.

The fellowship award will be competitive in terms of remuneration with
post-doctoral positions. While specific arrangements are subject to
dialogue with the successful applicant, the Institute will offer
travel costs to and from Sweden, accommodation in the Stockholm area
and a monthly stipend. The fellowship will be provided subject to
approval of funding.

The application should include the following components:

- A cover letter detailing the applicant's aims for the Fellowship,
and a brief abstract of the independent research the applicant
proposes to undertake;
- Curriculum vitae (including a comprehensive list of publications);
- Electronic versions of three article-length publications that the
applicant considers his/her most important products;
- 2 letters of recommendation.
