Academy for Educational Development (AED) is seeking: Chief of Party
(2 positions) Asia, Middle East, Africa

Project Summary:
Through the Financial Integration, Economic Leveraging, Broad-based
Dissemination and Support Project (FIELD-Support), AED will work with
USAID to promote economic growth and improve the financial security of
poor households and businesses by strengthening financial and business
support systems and their ability to access those systems. This
includes work at every level, from the regulatory environment, down
through linkages to value chains, to financial service providers, to
the products they offer, to educating poor households and micro- and
small-enterprise clients. The objective of FIELD Support is to have
clients who know what they want, who have access to a range of
products and services offered by honest, sustainable service providers
that can deliver services in a wide range of settings.

Position Summary:
Under the direction of the FIELD-Support Home Office Coordinator, and
supported by technical and management staff in AED's home office, the
Chief of Party (COP) will provide leadership and direction for
FIELD-Support Associate Awards in post-conflict countries or other
challenging environments, manage partner organization coordination,
and maintain close liaison with USAID and a variety of other
interested stakeholders. The Chief of Party will supervise expatriate,
third country national and local staff and consultants, and the
activities of FIELD partner organizations.

Essential Job Functions:
- Lead the program's strategic, financial, and operational planning,
including the annual work planning process and development of an
appropriate exit strategy;
- Ensure that efficient systems to support all aspects of the project
(including sub-grant management, financial, capacity building and
performance monitoring and reporting) are in place and support the
effective use of program resources in compliance with USAID
regulations and AED policies;
- Oversee the monitoring and evaluation and knowledge management activities;
- Fully inform AED Headquarters on all matters relating to the
project and maintain appropriate links with partners* home/country
offices, as necessary;
- Coordinate regular reporting to and communication with the
Washington, DC-based AED LWA team and ensure timely project compliance
with all reporting and financial requirements of USAID;
- Receive and respond to guidance from the USAID Cognizant Technical
Office (CTO); review, report, and certify performance results of all
partners to USAID;
- Ensure accurate and proactive dissemination of information about
the Project.

Education: Master degree required or other advanced degree.

Experience: 10+ year(s) of relevant experience required

Specific Knowledge Requirements:
- Advanced degree in Business Administration, Economic or
International Development, Development Management, Agricultural or
Development Economics, Program Management, or Conflict Resolution;
- Minimum of 8-10 years experience managing overseas, multi-partner
development programs, especially USAID-funded programs;
- Strong background in Microfinance and Small Medium Enterprise Development;
- Experience Enterprise Development, including value-chain programming;
- Experience in managing multi-million dollar projects with local and
international partners;
- Experience working in conflict and/or post-conflict settings or
other complex environments.
- Demonstrated skills in strategic planning, management, and budgeting.
