Abstract: As the emerging nation-states of Central Asia attempt to
inscribe places for themselves within a democratic/capitalist model,
this paper addresses the ethical, cultural, and geopolitical
implications of structural adjustment on Central Asian women's crisis
intervention organizations. Specifically, this paper examines the
ways in which donor driven ideologies are built into the structures
and practices of crisis center management in Kyrgyzstan in order to
identify how international donor involvement affects crisis center
program development, conflict resolution, and direct advocacy.

Using the Kyrgyz Women's Resource Center/Shelter Sezim as a primary
case study, this paper examines the facilitation of Kyrgyz crisis
centers, their communication with U.S. financiers, and their roles
within domestic and international social, political, and economic
structures. Offering psychological rehabilitation to victim-survivors
of gendered violence through social advocacy and community building,
Kyrgyz relief organizations, like Sezim, challenge people to avoid
cultural and gender bias, while addressing the practical needs of
women and children affected by Kyrgyzstan' s broad-based growth as a
democratic capitalist country. Assisting victim-survivors since 1998,
the Sezim Crisis Center has revolutionized Kyrgyz social and political
attitudes towards reproductive health, domestic violence, and human
trafficking. Although the center participates in international
awareness-raising campaigns, its autonomy remains constrained by its
accountability to the Kyrgyz government, which owns the center's
workspace, and to international donors, who publish the center's
training manuals and oversee its local policy initiatives. The paper
explores the dueling feminisms, which the Sezim Crisis Center must
navigate to establish its national platform and to comply with
international funding standards.

The theoretical underpinnings of this study's critical framework
include third-world feminist geographical analyses, in addition to
content analyses of interviews conducted, from December 2006-October
2008, with international educators, researchers, crisis advocates and
government representatives involved in domestic violence and gender
awareness campaigns throughout the United States, Russia, and Central
Asia. Globally contextualizing this critical framework, I will
supplement my Fulbright research and direct service at the Sezim
Center with information and resources I obtained as a certified crisis
intervention advocate in the United States (2006-2007) and as a human
trafficking field analyst in Moscow, Russia (Angel Coalition,
2007-2008) to examine the current decision making structures and
empowerment models of local and regional Kyrgyz crisis organizations.

Bio: Christina M. Stoltz has got her Master degree in Gender Studies
from Dartmouth College, USA. She taught various topics on gender
studies at the same college before coming to Kyrgyzstan. At present,
Christina is an Adjunct Professor at Cultural Anthropology Department,
AUCA, and Sexual Violence Intervention Specialist at "Sezim" Crisis
Center in Bishkek.

Research Seminar Series: The Research Seminar Series is an initiative
of the SRC and it aims at providing a venue for the AUCA faculty,
local and foreign scholars to share the results of their current and
previous research projects with other scholars. The series intends to
encourage scholarly discourse at AUCA.

Kazakh-German University invites students from: Germany, Kazakhstan,

for the Summer School.

Programme information:

You will study together with students from Germany and other Central
Asian countries the possibilities of implementing strategies for
sustainability in Central Asia. German Professors will hold the
lessons and intensively train your skills and your knowledge on the
topic of sustainability. The whole course will be held in GERMAN
LANGUAGE! The participants from Central Asia will get refunded the

seeking a Project Manager to work on media and communications related
research projects in Central Asia. Duties involve conducting and
managing media/communications research/evaluations projects primarily
in, but not limited to, the Central Asian region, and the supervision
of projects/research staff and coordination of all regional activities.

Minimum Requirements:

1. A Bachelor's degree (a Master's degree preferred) in a social
science field and/or market research, and at least 2 -3 years of
relevant work experience.
2. Expertise and experience in Former Soviet Union (FSU), ideally work
or exposure to populations in Central Asia.
3. Solid knowledge of quantitative and qualitative research methods.
4. Good knowledge of survey analysis (e.g., SPSS) and MS Office
software applications.
5. Strong analytical thinking, writing abilities and oral presentation
skills for effective communications in English.
6. Proven supervisory, organizational and project and time management skills.
7. Ability to work with a wide range of clients and subcontractors.
8. Interest in mass media, marketing and communications in countries
of the FSU.
9. Position entails travel to the region (approx. 25%).
10. Russian language fluency.

Tulpan is the feature film debut of Sergey Dvortsevoy, who has earned
an international reputation over the past decade for his lyrical and
heartfelt documentaries focused primarily on life in his native
Kazakhstan. Exuding the same love of landscape and interest in the
details and habits of daily life as the documentaries, Tulpan tells
the story of a young Kazakh man returning to the Hunger Steppe after
his military service with the goal of becoming a shepherd. Hoping to
marry into a family with a herd, the awkward young man must first win
over the object of his affection -the Tulpan of the film's title­who
refuses his advances. Dvortsevoy's attention to the cadence of life on
the steppe and the appeal of his actors - most of whom had not lived
on the steppe before being cast in the film - give a rare energy to
this remarkable film, which evinces both a rigorous intelligence and
the big-hearted appeal of Chaplin. Yet behind Tulpan's winning charm
looms the larger question of whether the traditional nomadic existence
remains a viable option for younger Kazakhs, and what will become of

We will be holding two roundtable discussions considering the
importance and challenges of teaching about Islam in former Soviet
contexts, such as in Central Asia. We would like to encourage
attendance by teachers, students and university administrators and
policy-makers. These will include a meeting for broad participation on:

Synopsis: The purpose is to consider the challenges of making religion
part of a social science and humanities curriculum in the post-Soviet
context, given that there is a strong tradition of antipathy toward
religion in the region's higher education, and that students are
generally not given serious training in pre-university or university
education that would prepare them to deal with religion as a subject.
What changes in attitude and what intellectual tools are needed in
order to achieve an appropriate treatment of religion? What are the
consequences of the Soviet scholarly tradition of discrediting and
discouraging religion? This meeting is meant to evoke perspectives on
the problems that students and faculty experience when treading into
the territory of religion.

The second meeting, open to university teachers and curriculum
planners, will be on April 20. If you are a teacher or curriculum

"Bridging between Religious Education and the Study of Religion"
Synopsis: The purpose is to consider the gap that exists in a
post-Soviet context such as Kyrgyzstan between teaching religion to
believers and teaching about religion from a "non-religious"
perspective. Further, there will be discussion of what can be gained
through dialogue between these approaches; what can happen if social
science and humanities scholars treat religious belief and practice as
having intrinsic worth, and what happens if those who teach religion
to believers treat their subject as something that warrants critical
and contextualized analysis.

Synopsis:

Bubbles in various markets have become a source of inspiration for critics
of unfettered capitalism as well as for academics exciting by puzzling
inconsistencies between data and simple models of economic behavior. Some
people, like George Soros, found here grounds for challenging the
foundations of economic modeling. The current crisis has started from a
property bubble - is there any lesson in this for us? The lecture reviews
the bubble formation process, compares cases and gives a critical overview
of the literature. The speaker eventually argues that the current crisis
invites an extensive change in our understanding of economic processes, and
so George Soros appears to be correct in his call for a paradigm shift.

A Unique Silk Road Experience

Following Marco Polo's Silk Road by Brian Lawrenson is a new book
about a modern journey of discovery.

50,000 people a month Google "Silk Road" and the numbers are
increasing. Travelling the Silk Road has never been more popular.
Everyone with a zest for adventure travel is heading to China before
the "old China" is lost in its rush to modernise. Brian Lawrenson and
his wife Jill recently spent three months travelling the Silk Road
and have written Following Marco Polo's Silk Road that describes
their adventures. It is a book about their passion for travel.

It provides an autobiographical account of their travels through the
Middle East and Asia. They followed the broad route taken by the
legendary Venetian explorer Marco Polo.

Starting in Venice, the book follows the Lawrenson's adventures as
they travel through Turkey, Syria, Jordon, Iran, Pakistan,
Uzbekistan, Kashmir, India, Nepal and China to eventually reach
Beijing. Completed over a number of years, the collected journeys
include a recent account of the Taliban's influence in Pakistan's
Swat Valley, a flash point in the ongoing struggle against extremist
ideology in western Asia. This happened during a three week Jeep
journey through remote parts of Pakistan.

Other experiences include riding camels along part of the Karakorum
Highway in China, reaching the hard-to-find Shipton's Arch (the
world's tallest natural arch) in China, travelling in India by taxi,
crossing Iran during the Iran-Iraq war and clearing an airstrip of
snow so that they could fly out. Lawrenson said "Sometimes nativity
has its rewards; it adds to the intensity of the experience."

About the Author

Brian Lawrenson is retired. He spent his working life in IT. He was

visit to the High Canadian Arctic. By 2008 they have travelled to
more than 70 countries. Lawrenson and his wife live in Sydney, Australia.

Background

The University of Central Asia (UCA) was founded in 2000 by the
governments of Kazakhstan, the Kyrgyz Republic and Tajikistan, and His
Highness the Aga Khan. It is the world's first internationally
chartered institution of higher education. UCA was created to offer
an internationally recognized standard of higher education in Central
Asia and create knowledgeable, skilled and creative graduates who will
contribute leadership, ideas and innovations to the transitioning
economies and communities of the region. The mission of UCA is to
promote the socio-economic development of Central Asia's mountain
societies, while at the same time helping the diverse peoples of the
region to preserve and draw upon their rich cultural traditions and
heritages as assets for the future. UCA operates within a framework
of values that espouses academic excellence, individual rights and
security, responsibility to community and public service, and ethical
and transparent operations of government and business.

The Aga Khan Humanities Project of UCA (AKHP) was established in 1997
as a project of the Aga Khan Trust for Culture, to respond to dynamic
political, economic, educational and cultural trends following the
independence of the Former Soviet Republics of Central Asia.
Headquartered in Dushanbe, AKHP has developed eight textbooks in
English and Russian along with teacher manuals on integrated themes in
the Humanities compiled from existing sources. AKHP actively promotes
the use of the curriculum materials among the regional universities
and secondary schools in Kyrgyzstan, Kazakhstan and Tajikistan, and
provides training for faculty and teachers on content and modern
pedagogical methods.

In 2007, AKHP was incorporated into UCA and is at an important
crossroads in its evolution. With the right leadership and confluence
of resources, AKHP aspires to become a vibrant intellectual and
research center for the study of Humanities in the region. Through
the provision of facilities, building of unique regional archives;
engaging the regional and global community of scholars; providing
fellowship and research support; hosting lectures, seminar and
conferences that foster multidisciplinary exchanges; and the continued
development of curricula and training programmes, AKHP will advance
scholarship in and about Central Asia, promote the study and
understanding of the humanities as well as contribute to UCA's mission
to help preserve the rich cultural traditions and heritage of the
diverse peoples of the region.

Position Profile

UCA is looking for a dynamic individual who can lead the evolution of
as a center for the study and research of Humanities in Central Asia
over the next tree to five years. The ideal candidate is a humanities
scholar with proven leadership, academic, management, and resource
development experience to develop and advance AKHP as a humanities
research institute over the next three to five years. The AKHP Director will:

* Provide strategic leadership to transform AKHP into a research
institute that would work closely with UCA's undergraduate and
graduate programmes; foster a multidisciplinary research agenda to
support economic and social development in Central Asia; and generate
a broader understanding of the enduring value of the humanities and
their relevance in today's world.
* Provide leadership to maintain AKHP's current programmes.
* Identify, secure and develop resources to build and support AKHP
activities, including financial, archival, research and human resources.
* Build capacity in humanities research in Central Asia through
unique research opportunities, the creation of research fellowships,
and the provision of research support and training.
* Foster strategic and multidisciplinary partnerships across UCA
departments, and with other partners including government, academia,
private, cultural and community institutions.
* Generate specific scholarly and programmatic outputs, including
archives, seminar and lecture series, conferences, a humanities
scholarly journal and humanities curricula.

Location:

The position will be located in Dushanbe, Tajikistan with frequent
travel within the three countries.

Required Experience and Qualifications:

The successful candidate will have:
* A relevant doctoral degree
* Demonstrated academic experience, with a record of scholarly
research and publications, preferably related to the humanities and
Central Asian studies
* Experience in leadership and management of research departments/
institutions
* Demonstrated ability to write grant proposals and secure funds for
research activities.
* Ability to promote interdisciplinary research across the
humanities, social sciences and sciences
* Experience building capacity in research skills and outputs,
including mentoring and supervision
* Ability to foster productive partnerships within UCA and with other
universities, government, donors, research institutions, private and
non-profit institutions
* Ability to organize international meetings/conferences to promote
the exchange of ideas and collaboration
* Ability to strengthen existing AKHP programmes, including
humanities curriculum, teacher training, and lecture series
* Ability to launch an academic journal in the humanities
* Experience organizing fellowship programmes at the doctoral and
post-doctoral level
* Excellent English skills required and knowledge of a regional or
foundation (Persian, Turkish, Arabic) language is highly desirable.

About the book:

The beginning of independence in post-Soviet Azerbaijan saw very
little in the way of national restrictions on, and control of,
religion until the mid-1990s when the authorities, prompted by a
perceived threat from "imported" radical Islamic ideas, initiated a
harsher policy towards religious practitioners. Some Muslim
communities questioning this line of action became major targets of
state intervention. Utilizing social movement theory this doctoral
dissertation analyzes the mobilization of two of these groups, the
Shi'ite Juma mosque community and the Sunni Abu Bakr mosque community
in Baku. By means of an analytical framework focusing on a number of
aspects pertinent to mobilization -- organizational, cognitive,
political, extrinsic as well as interactional -- the study concludes
that even though Islamic activism in post-Soviet Azerbaijan is
multi-faceted the key to understanding its development is at the
national level. The popularity of these mosques, as well as the
authorities' aversion towards them, is due to them symbolizing
something new in the Azerbaijani society. First, in the field of
religion where they are an attractive alternative to outmoded
state-controlled mosques and second in society at large where many
young people have been disillusioned by the failed promises of
independence. At the same time the study shows major differences in
the mobilization processes of these communities and underscores the
danger in assuming that all Islamic activism can be understood in the
same way. Finally, on a theoretical note, the book highlights the
important role of a repressive state as the catalyst to mobilization
of a social movement in a non-democratic context.

"Christian Armenia" is an Armenian-language film with English
subtitles. This film essay is by Arsen Aslanian with narration done
by acclaimed actor Vladimir Msryan.

"Christian Armenia" is dedicated to the affirmation of Christianity in
Armenia. Movie production began in 2003 and cost $28 to produce.
Filming often took place during the night using special, modern
techniques. Etchmiadzin, Oshakan, Odzun, Kor Virap and Artsakh are

Abstract:

There is a growing literature on Central Asian women's history and
gender relations in Central Asia, utilizing variety of theoretical
concepts and approaches. Most of these studies focus primarily on the
Russian, Soviet and post-Soviet periods. While these studies certainly
increase our understanding of Central Asian women's experiences in the
modern and contemporary eras, they are often limited by an incomplete
understanding of gender relations in the pre-colonial period resulting
from a lack of scholarly attention to women's history in the
pre-Russian and pre-modern eras. This talk will explore issues of
women's history and gender relations in the Fergana Valley in the late
18th and early 19th centuries by examining a variety of
contemporaneous sources as a way of rethinking not only women's
history but Central Asian history in general.

Biography:

Dr. Nurten Kilic-Schubel is a Fulbright Scholar affiliated with the
Kyrgyz-Turkish Manas University and the National University in
Bishkek. She is an assistant professor of History at Kenyon College in
Ohio, USA. Her research areas include the cultural and social history
of Central Asia in the pre-modern period with a focus on issues of
political culture, nomadic-sedentary relations and gender and women's
history in Central Asia. She has written several articles on these
issues and is in the process of finishing a book on the history of
Shibanid Khanate in the 16th century Central Asia. She is currently
conducting new research on women's history in Central Asia with a
special focus on women writers and poets in the Fergana Valley in the
18th and 19th centuries.

The presentation will be conducted in English (translation into
Russian or Kyrgyz will be provided if necessary).

The Shanghai Cooperation Organization - Actor of Conflict Prevention
in Central Asia? - Summer Academy in Ekaterinburg, Russia,
June 13-18, 2009

Together with the Ural State University in Ekaterinburg and the
Lectureship Program of the Robert Bosch Foundation, the Helmut
Schmidt University in Hamburg is inviting young scientists from
Central Asia, Russia, China and Germany to apply for the 2009 summer
academy "The Shanghai Cooperation Organization - actor of conflict
prevention in Central Asia?", lasting from June 13 through 18.

Theme:

This years summit conference of the Shanghai Cooperation Organization
(SCO) is taking place in Ekaterinburg/ Russia by the mid of June. The
SCO, comprising Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan as
well as China and Russia, was founded in June 2001 with the objective
of fighting extremism, terrorism and separatism and to provide for
security and stability in the region of Central Asia. This
conference offers an adequate platform to discuss and analyze the
role of the SCO in terms of conflict prevention and management.

We are inviting young scientists from Central Asia, Russia and China
as well as from Germany to participate in the Summer Academy "The
Shanghai Cooperation Organization - An Actor of Conflict Prevention
in Central Asia?", taking place in Yekaterinburg from 13th till 18th
June - coinciding with the SCO summit meeting - to discuss the
potentials and perspectives of the SCO particularly with regard to
conflict management and stabilization in Central Asia.

The assumption, that regional cooperation can help to deal with
conflicts and to promote their solution is represented particularly
by the EU and forms the basis of the summer university. Being often
dismissed on the part of Western states, on the regional level the
SCO still represents the only institutionalized semi-functioning
cooperation structure in Central Asia.

For this reason, we are defining the SCO as a regional actor: The
Summer University will discuss the SCO's possibilities in terms of
conflict prevention as well as its constraints for the management of
conflicts, likewise determined by the organization's comprehension of
security and its respective concepts.

How can conflict resolution in Central Asia look like? Which aspects
should regional cooperation involve in order to reduce potentials of
escalation - and to what extent does the SCO match these demands?
What are the possibilities of the organization in Central Asia, which
constraints does the SCO face? To what extent does the organization
itself promote tensions in the region? And on which conditions might
the SCO emerge as an actor of conflict prevention in Central Asia?

The summer university's program combines interdisciplinary approaches
with interactive working methods. Lectures and short presentations of
the participants with the notion of knowledge transfer as well as
phases of workshops and discussions on certain issues are to be part
of the summer university's repertoire.

We'd like to invite young scientist from the SCO member states as
well as from Germany, who are doing research either on Central Asia
and its conflicts or on the SCO.

We welcome papers that broadly address the following issues:

* Models of conflict analyses, theories of conflict resolution
* Areas of conflict in Central Asia (ecological dimension,
religious-cultural dimension, governance, terrorism etc.)
* Regional cooperation in Central Asia (internal and external actors)
* Architecture of Central Asia's security
* SCO: development, objectives, security concepts and instruments
* Perspectives of Central Asian States, Russia and China on the SCO
* Western perspectives on the SCO
* EU's policy towards Central Asia

A publication of the papers and results of the summer academy is
planned. Currently we are applying for funding in order to bear the
participants expenses.

please email a short proposal and a short biographical note to
Ivonne.Bollow@gmx.net by April 25th 2009.

The proposal shall be written in the Word-format.

About Tim Mackintosh-Smith:

Ten years after the first publication of Yemen: Travels in Dictionary
Land, Tim Mackintosh-Smith still lives in San'a, in a house lit by
alabaster windows and standing on the ruin-mound of the ancient
Sabaean city. His forays out of the mountains of Yemen have, however,
taken him to many parts of the wider Islamic world between Morocco and
China, on the trail of the fourteenth-century traveller Ibn Battutah.
In the resulting books (two so far - Travels with a Tangerine and The
Hall of a Thousand Columns), he explores the complex and fascinating
intersections between present-day Muslim society and its own past. He
has also presented a BBC television series on his journeys in search
of Ibn Battutah, described variously by critics as 'marvellous,
memorable television', 'an almost lyrical experience' and 'splendidly
eccentric'. Tim Mackintosh-Smith has translated a number of works on
Yemeni history from Arabic into English and vice versa. He is a Fellow
of the Royal Asiatic Society.

The deadline for the next round of NCEEER Title VIII Short-Term Travel
Grants for Research in Central Asia, the Caucasus, and the Balkans is
Wednesday, April 15th, 2009.

About the Short-Term Travel Grant Program

The Short-Term Travel Grant program for research on Central Asia, the
Caucasus, and the Balkans provides a maximum award of $3,000 for research
on the countries of Central Asia, the Caucasus, and the Balkans. To
qualify, applicants must be US citizens or permanent residents with a
Ph.D. degree, or US citizens or permanent residents with comparable
research experience in any discipline of the humanities and social
sciences and holding a professional terminal graduate degree.

While a wide range of topics receive support each year, all Title
VIII-funded research must contribute to a body of knowledge enabling the
U.S. government to better understand the region and to formulate
effective policies. Applicants to NCEEER programs must thus demonstrate,
directly or indirectly, how their research impacts upon current policy
debates and research on such issues.

The Russian, East European, and Eurasian Center and the Slavic and
East European Library at the University of Illinois at
Urbana-Champaign are pleased to announce the 2009 Summer Research
Laboratory (SRL) on Russia, Eastern Europe, and Eurasia, June 9 -
August 1. The SRL enables scholars to conduct advanced research in
Russian, East European and Eurasian Studies. Lab associates are given
full access to the collection and resources of the University of
Illinois Library, the largest Slavic collection west of Washington,
DC, and are able to seek assistance from the Slavic Reference Service
staff. The SRL provides an opportunity for specialists to keep current
on knowledge and research in the field, to access newly available and
archival materials, and disseminate knowledge to other scholars,
professionals, government officials, and the public. The Summer Lab is
an ideal program for doctoral students conducting
pre-dissertation/dissertation research.

The following persons are eligible to apply to the Summer Lab:
- Faculty or graduate students at a university or college who are
teaching and/or doing research on the region.
- Individuals who have a PhD and are doing research on the region,

- Individuals working in an area of government, NGOs or business
related to the region, regardless of academic training.
- Librarians specializing in the Slavic, East European, and Eurasian field.

To be eligible for housing grants, the above criteria apply along with
the following: Scholars conducting policy relevant research (broadly
defined) on the countries of Eurasia and Southeastern Europe. Under
U.S. Department of State regulations, scholars whose research focuses
on any EU member state-Poland, Hungary, the Czech Republic, Slovak
Republic, Slovenia, Romania, Bulgaria, Estonia, Latvia, or
Lithuania-must be doing comparative research that includes a non EU
member state of Eurasia or Southeastern Europe in order to be eligible
for funding.

The Social Research Center (SRC) at American University of Central Asia
(AUCA) is pleased to offer interested scholars (PhD students and
post-doctoral fellows only) the opportunity to conduct research within the
framework of its Visiting Research Fellowship Program at our Bishkek-based
research center in Kyrgyzstan. The SRC is an integral part of AUCA, with the
mission to promote long-term development of the principles and practice of
democracy, rule of law, and social equality in Kyrgyzstan and Central Asia
through carrying out research and policy analysis.


Advantages and opportunities of the Foreign Research Fellowship Program at
the SRC:
- Ideal surroundings: work and conduct research at one of the leading
universities in Central Asia, recognized internationally as a university
based on the American liberal arts tradition of free and critical inquiry.

Research Areas:
The SRC is broadly interested in the political and social development of
Kyrgyzstan, with a particular focus on the following areas:
- Migration: The impacts of external and internal migration on economic and
social development (Kyrgyzstan and other Central Asian countries)
- Corruption (Kyrgyzstan)
- Islam: political and social aspects (Kyrgyzstan and other Central Asian
countries)
- Development of civil society organization in Kyrgyzstan

Interested scholars should:
- Be PhD students or post-doctoral fellows
- Offer a research project related to the research interests of SRC
- Be willing to submit two research papers per semester (four months)

Report on "Afghanistan's Other Neighbors: Iran, Central Asia, and China"
A symposium held by the American Institute of Afghanistan Studies
(AIAS) and the Hollings Center for International Dialogue

Landlocked Afghanistan lies in the heart of Asia. It links three major
cultural and geographic regions: the Indian subcontinent to the
southeast, Central Asia to the north, and the Iranian Plateau in the
west. Geography may not be destiny, but it has set the course of
Afghan history for millennia. Even today Afghanistan continues to
share cross-border populations, trade links, labor migrations, and
cultural ties that transcend current nation-state boundaries. Although
Afghanistan's relationship with its southeastern neighbor, Pakistan,
receives considerable scrutiny, its relationship with its other
neighbors to the west and north--China, Iran, Tajikistan,
Turkmenistan, and Uzbekistan--has received much less attention.

To address this issue, the American Institute of Afghanistan Studies
(AIAS) and the Hollings Center for International Dialogue cosponsored
a seminar in Istanbul in July 2008 entitled "Afghanistan's Other
Neighbors: Iran, Central Asia, and China." Building on a path-breaking
July 2007 AIAS-Hollings Center conference on the Durand Line, the
contested border between Afghanistan and Pakistan, the seminar brought
together a diverse and interdisciplinary group of 26 prominent
scholars, diplomats, former government officials, and NGO
representatives from Afghanistan, the Central Asian Republics, the
European Union, Turkey, and the United States. Discussions explored
the past, present, and future connections between Afghanistan and its
northern and western neighbors. The seminar concluded that
Afghanistan's long-term prospects for political stability and economic
prosperity depend on strengthening its links with these neighbors.
Both the Afghan government and the international community therefore
must give far greater attention to the structure of these
relationships, their present status, and their future prospects when
creating development and security policies for Afghanistan. A report
of this conference was released in March 2009 to summarize the key
discussion points and conclusions.

Here I am pleased to announce Old Maps of Tuva (OMT), Vol. 2 just
issued in this March as below.

The Research and Information Center for Asian Studies, The Institute
of Oriental Culture, University of Tokyo, Tokyo (2009).

OMT is the series of issue indexes the Tannu-Uriankhai maps that were
drawn between the 18th and early 20th centuries, that is, from the Qing
era to the pre-Soviet period, linking with the present Tuvan toponyms.

This article is a free of charge, though unfortunately, the amount of
the copy is extremely limited. Therefore, it will receive priority for
the applicants of OMT 1, then the order of arrival.

The Open Society Institute's Network Scholarship Programs (NSP) is
pleased to announce the Global Supplementary Grant Program (GSGP) for
the 2009 - 2010 academic year. GSGP offers supplementary grants to
students from select countries of Eastern and Central Europe, the former
Soviet Union, and Mongolia. The purpose of the program is to enable
qualified students to pursue doctoral studies in the Humanities and
Social Sciences at accredited universities in Asia, Australia, Europe,
the Middle/Near East, and North America.

Eligibility:

GSGP is available to citizens of the following countries: Albania,
Armenia, Azerbaijan, Belarus, Bosnia, Croatia, Georgia, Kazakhstan,
Kosovo, Kyrgyzstan, Macedonia, Moldova, Mongolia, Montenegro, Russia,
Serbia, Tajikistan, Turkmenistan, Ukraine, and Uzbekistan.

Please note that this is a supplementary program not intended for full
funding. Applicants must be able to demonstrate additional support from
other sources.

Deadline:

The application deadline for students pursuing a Ph.D. in Europe is
June 8, 2009.
