The present book provides scholars as well as students access to
primary sources critical to understanding the intellectual life of
Russia's Muslims in the last decades of the nineteenth century.
Through Ismail Gasprali's French and African Letters Professor Rorlich
offers evidence regarding the scope of Muslim modernism in late
imperial Russia contributing at the same time to a better
understanding of the debates on gender issues that shaped the
modernist discourse.

This volume represents the first annotated English translation of
Ismail Gasprali's fictional travelogue, first serialized in his
newspaper Terjuman between 1887 and 1891. Providing a window into the
diversity of the issues that shaped the Muslim modernist discourse in
Russia, this publication offers one of the few opportunities to
examine primary source material in a field still marked by the paucity
of such materials available in English translation. This annotated
translation makes an important contribution to the field of Eurasian
scholarship not only for bringing to the students of Muslim modernism
and gender studies an important work of Ismail Gasprali -- one of the
leading Muslim reformers of the Russian empire, but also for offering
an Introduction that places the French and African Letters in the
broader context of his work.

Abstract: Since the collapse of the Soviet Union, electoral reform has
been on the agenda of many post-Soviet or newly independent states. In
Tajikistan, too, election laws have been rewritten several times. This
study attempts to trace electoral system change in Tajikistan since
1990. It also seeks to determine the thoughts, intentions, and driving
forces behind the State, political parties, and the public in relation
to the issue of elections and electoral reform. The study highlights
major reform proposals agreed upon by the majority of parties and the
Central Election Committee at a summer 2008 International Foundation
for Electoral Systems (IFES)-sponsored roundtable and addresses the
parties' motives behind their proposals. To identify the factors
driving the choice of electoral system in Tajikistan, the study draws
on interviews with the deputies and chairmen of eight recognized
political parties and a set of focus groups with voting age citizens.
The evidence drawn from the interviews favors an interest-based
explanation as the basis for electoral rule change, rather than
normative commitments to pluralist politics. In particular, main
political parties in Tajikistan choose institutional designs to
maximize self interest and protect their position vs. other opposition
parties. The study concludes, among other things, that reform of the
election law in Tajikistan is solely driven by the dominant party's
evaluation of electoral performance and as such it is less of a
co-operative endeavor concerned with free and fare elections.

Bio: Navruz Nekbakhtshoev is a PhD student in Political Science at
Indiana University in Bloomington, USA. His concentration is
comparative politics with an emphasis on democratization in the
post-Soviet space. He is particularly interested in researching
electoral and party systems, contentious politics, and regime change.
Nekbakhtshoev obtained his MA in Social and Public Policy from
Duquesne University in Pittsburgh, USA, while having been a recipient
of the Edmund Muskie Graduate Fellowship (2005-06). Later, and while
commencing his PhD studies at Indiana University, he became an Aga
Khan Foundation International Scholar (2006-08 academic years). He has
also worked for the US-based Social Science Research Council.
Nekbakhtshoev is currently completing a short-term research assignment
on Election Reform with the OSCE Office in Tajikistan.

Azerbaijan-Turkey-US Relationship in Eurasia: Georgia from the Caucasus,
Kazakhstan from Central Asia

Baku, Azerbaijan, September 17-18, 2008

Azerbaijan Turkey Business Association (ATIB) is one of the most active Business
Associations in the Region dedicated to furthering economic, social and cultural
relations between Azerbaijan and Turkey and then between Azerbaijan and other
countries. ATIB organized the first of its kind trilateral international
conference entitled "The Azerbaijan-Turkey-US relationship and its Importance
for Eurasia" in Washington, D.C. December 10, 2007.

The 2nd Annual International Conference "Azerbaijan-Turkey-US Relationship in
Eurasia, Georgia from the Caucasus, Kazakhstan from Central Asia," will be held
on September 17-18, 2007, we will discuss the cooperative roles of all fives
countries in furthering the development of Eurasia.

The conference will bring together representatives from policy realms, academic
fields, the business community, civil society and members from the government
of all five countries in an effort to continue to define the importance of the
trilateral relationship of the initial three countries and the two other
important players in the region. The conference will discuss:

* Eurasian Geo-economic: Regional Economic Development and Cooperation

Day Two:
* Eurasian Geopolitics: Energy Security and
* Eurasian Geo-economics: Entrepreneurship & Innovation

The conference is extended to two days so that the panels may be able to
elaborate on each area of discussion with an extended Q & A Session. These
panels are intended to be highly interactive where panelists and moderators
will not deliver speeches from a podium, but will instead be seated around a
discussion table. This is designed to stimulate open and honest discussion with
all participants.

The editorial board of the ARMACAD Academic-Autobiographical Journal
invites authors to submit papers about their academic experiences in
and outside Armenia. The Journal will be divided into two sections.
The first section will include autobiographical articles of students
and scholars from Armenia who have been abroad for an academic
occasion - conference, seminar, summer school, degree programme,
lecture, etc. In the second section we will publish autobiographical
articles of foreign students and scholars who visited Armenia for
academic purposes - conference, seminar, summer school, degree
programme, lecture, etc.

The Journal will provide an open forum for all interested parties to
write about memories from their academic experiences in a free genre.
You are welcome to submit any interesting recollection you have from
Armenia and/or abroad. Any story related to your short, or a long term
stay will fit into the scope of the Journal. The Journal will be
published yearly and the authors may write about their experiences in
a series of articles. Representatives of all academic disciplines are
invited to contribute to the Journal. The Journal will be published in
English.

Alongside your autobiographical article, please send your CV, a photo
and a short biography. The biography and the photo will appear with
your article in the journal. The short biography should include your
current affiliations, your academic interests and any other
information, which you would like the reader to be aware of. Please

The Project on "Islam and Politics in Eurasia" is a research and

changing role of Islam and the region and its implications for the
region's political future, as well as to disseminate understanding of

project involves research in the field, library research, preparation
and dissemination of publications, and engagement with the target
audience through the conferences, the internet and other means.

The Research Assistant provides assistance to the project director in
administrative and research tasks. Specific responsibilities include,
but are not limited to: Research for the project: gathering of
materials from library, internet and other sources, review and
analysis of research materials, management of databases, contribution
to write-up of research analysis; Preparation of publications in print
and web formats: editing and formatting of materials for publication
(originating from conference presenters and research project team
members), translation or correction of translation of materials for
publication, layout and preparation of print publications, web-editing
of web publications; Administrative work for conference and meeting
planning and preparation: handling logistical arrangements such as
travel, visa arrangements, meeting rooms, hotel accommodations, meals,

correspondence with conference presenters and attendees;
Administration of project's finances: processing of charges and

Required Education, Experience and Skills:

Knowledge of Russian or other languages of the former Soviet Muslim
world (Azerbaijan, Daghestan, Kyrgyzstan, Tajikistan, Tatarstan,
Uzbekistan), knowledge of and interest in Islam and former Soviet
Union, strong computer skills (MS Office, database experience,
internet based applications), one to two years research experience,
ability to learn quickly and write well. Post-bachelor's degree
education preferred.

Synopsis:
Agricultural Knowledge is important in rural Uzbekistan, it is also
contested. Knowledge determines the livelihoods of the majority of
the rural population, it helps explain why social organisation occurs
in its unique way and it provides a useful mechanism to examine how
state authority plays out at the local level.

This book shows the ways in which local people create and share
agricultural knowledge, seeing this as a useful mirror to
understanding how state authority operates at the lowest levels in
rural Uzbekistan. In this way, modern Uzbeks are acting as risk takers
in using their household plots 'argorods' and vegetable production to
promote local development. Just as Malinowski's analysis of Western
Pacific Argonauts helped us to understand economic activity as
grounded in social organisation, culture and external restraints ­
this book aims to explain why it is that rural development in
Uzbekistan has taken the path it has, post-1991.

The focus of this book is on explaining 'local knowledge' from the
perspective of the insider in the Khorezm province of western
Uzbekistan. By detailing the ways in which knowledge is socially
structured in Khorezm the book explains much about how rural society
operates. For instance the prevalence of 'masters' as a reflection of
the particular understanding of authority in rural Uzbekistan
(joshuli), heavily informed by state authoritarianism. Likewise, the
way in which the state seeks to control and delimit knowledge, through
a 'state plan' for cotton and wheat ­ and by the enforcement of state
'norms by the 'plough police' ­ tells us much about the machinations
of one of the world's more repressive regimes. Yet rural Uzbeks are
also active experimenters and sharers of knowledge, conducting
community building activities (khashar) and distributing seeds through
familial networks.

Based on over one year of field research in a village in Khorezm, this
book details the role that the Soviet history had in producing
'knowledge loss' and in developing an agricultural system largely
unsuited to the desert steppe. It then goes on to explain how rural
Uzbeks have responded to the collapse of the Soviet system, post-1991,
with a mixture of ingenuity and inflexibility. This is followed by an
account of how the state enforces its control over agricultural
production, and agricultural knowledge, at the local level. Providing
a unique insight into how state power is reproduced and enacted at the
lowest levels, distant from the political centre.

Position Description

Summary

The Central Asian Turkic Languages Overseas Flagship (CATLOF) program
is a US Government funded initiative designed to produce
professionally competent speakers of such Central Asian languages as
Azeri, Kazakh, Kyrgyz, Tajik, Turkmen, and Uzbek. This is accomplished
through a regimen of intensive study and professional development in
an immersion environment on site at various locations throughout
Central Asia. This position supports the Uzbek and Kyrgyz site in Osh,
Kyrgyzstan. The CATLOF Program Officer for Uzbek and Kyrgyz will be
responsible primarily for all aspects of the development and
maintenance of the Osh Language Center (OLC) and the overseas
components of all Osh-based Flagship and Outbound activities and
programs. Additionally, the Program Officer will be responsible, when
the below duties permit, for assisting with other American Councils
endeavors in the region at a maximum rate of 10 percent of his/her
weekly time. The CATLOF Program Officer will report directly to the
Flagship and Outbound Program Managers on all issues related to
Flagship and Outbound programs, but will be responsible for including
the Kyrgyzstan Country Director in all relevant correspondences. All
legal, accounting, security, and other logistical decisions will be
made in direct consultation with the Kyrgyzstan Country Director and
the Flagship and Outbound Program Managers.

Primary Responsibilities
* Choosing, procuring, developing, and maintaining a suitable office location;
* Creating a network of internships and host families;
* Forming a relationship with a local university to culminate in an
eventual contract;
* Providing selections and logistical support for faculty development
endeavors;
* Modeling and writing a student handbook for Osh based on
preexisting Flagship materials;
* Maintaining daily contact with American Councils in Bishkek and
Washington, DC;
* Supervising, coordinating and facilitating all aspects of student programs;
* Enforcing American Councils student rules and policies;
* Performing all financial reporting and accounting duties necessary;
* Other duties as assigned.

Qualifications:
* Familiarity with culture and geography of Kyrgyzstan and Uzbekistan;
* Proficiency in spoken and written Russian and at least one of
Kyrgyz or Uzbek;
* Extensive experience living and studying or working in Central Asia;
* Excellent communication skills and strong attention to detail;
* Demonstrated administrative, budgeting, and organizational skills;
* Experience with US and international education preferred;
* Advanced degree in relevant field (e.g. language, education, area
studies etc.) preferred;
* Elementary, secondary and higher education within the U.S. required.

The American Institute for Afghanistan Studies (AIAS)
Student Paper Competition

The American Institute of Afghanistan Studies announces its second
student paper competition. Undergraduate and graduate students in all
disciplines are invited to submit scholarly works that focus on Afghan
culture, society, land, languages, health, peoples and history.
Submitted papers will be judged based on the quality of scholarship,
application of extant literature, and overall contribution to
Afghanistan studies. Students may submit their own work directly or
may be nominated by supervising faculty. Submissions must be
accompanied by a separate email from the student's advisor confirming
that the paper was completed as independent work while the author was
a student.

The winner will be awarded a $750 cash prize and the option to have
the paper published on the AIAS web site. Submissions received by
October 1, 2008 will be given full consideration. In the unlikely
event of insufficient academic merit, the committee reserves the right
to award no prize this year.

The AIAS is an academic society committed to advancing the study of
Afghanistan by scholars in the US and to the rebuilding of academic

International Conference on Armenia and Armenians in International Treaties

The Armenian Studies Program (ASP) at the University of Michigan, Ann
Arbor, will be convening an international conference on the theme
Armenia and Armenians in International Treaties. The conference will
be held on the campus of the University of Michigan, March 18-21, 2009.

International treaties represent critical moments in the history of
Armenia and of the Armenian people that had serious implications for
their status and future as well as that of neighboring peoples and
countries. International treaties also constitute the linchpin of
diplomatic history, an aspect of Armenian history that has been
neglected. The purpose of the conference is to determine patterns and
processes which might shed light on the challenges faced by Armenia
and Armenians in their long history.

For the purposes of this conference the term treaties will include
also international agreements such as the one between the Armenian
merchants of India and the British East India Company in 1688 or the
May 1896 agreement regarding the Eastern provinces of the Ottoman Empire.

Scholars interested in the subject of Armenian diplomatic history from
earliest times to the present are invited to submit abstracts for
their proposed papers on the theme to Ms. Gloria Caudill, ASP
Administrator, (gcaudill@umich.edu) by Friday, October 3, 2008. ASP
will notify scholars regarding the acceptance of their proposal by the
end of October, 2008. Final papers should be submitted two weeks
before the conference, by February 18, 2009. The papers will be made
available to all participants in order to limit presentations during
the conference to 20 minutes per participant and provide time for
discussion during panels.

The conference will begin with a reception on the evening of
Wednesday, March 18, followed by three full days of panels. The
conference will be webcast live internationally. Professor Gerard
Libaridian is the main convener of the conference.

The language of the conference will be English, although presentations
in Armenian as well as in French, Russian and Spanish will be accepted
as long as the presenter can provide an English translation of the
paper two weeks before the conference

ASP will cover all expenses related to travel, lodging and meals for
participants.

Recent research into the development and implications of transnational
modes of political organization has tended to concentrate on the
growth of institutions involved with international political and
economic governance. This has been counter-balanced by growing
research into international protest movements that appears to paint a
picture of an emerging transnational civil society; one that includes
formalized Non-Governmental Organisations such as OXFAM, Amnesty
International and international labour movements as well as the
seemingly more spontaneous movements associated with
anti-globalization and anti-capitalist activism. The study of
transnational social movements is, then, central to the development of
our understanding of the internationalization of politics as such and
in particular to attempts to conceptualize a global civil society.

However, such research is problematic and in need of expansion and
realignment in both the conceptual and empirical dimensions. There are
three central issues that need to be addressed:

Firstly, research into transnational social movements often
presupposes a series of normative claims regarding the desirability of
particular forms of democratic activity. It then relies on these norms
to both explain and justify research findings. But the movement from
centralized and state-led national politics to a global politics of
multiple actors in a multi-polar context precisely calls such norms
into question: they are a source of the conflictual dynamics of global
politics not its outcome and still less a governing explanatory
principle. Research needs to conceptualize the way in which an
irreducible tension between a demand for universal norms and the
reality of a global pluriverse is constitutive of the terrain
traversed by transnational movements.

Secondly, research into social movements tends overwhelmingly to
concentrate on movements of the left. This leads not only to the
minimizing of the attention paid to social movements of the right. It
also simply generalizes a particular dimension of political
differentiation while suppressing others. This may have been
sufficient for the study of the first wave of post-war transnational
movements in 1960s Europe. It is not sufficient for today. For
instance, an increasingly significant political phenomenon consists of
transnational nationalisms: movements organized for national
"liberation" that operate across borders, connected to and sustained
by networks of migrant co-nationals and other sympathizers. Movements
organized to oppose trade liberalization may be motivated by
nationalist and particularist sentiments as well as social democratic
nostalgia. Religious movements cannot easily be contained within a
left-right spectrum. Research into transnational social movements must
undertake empirical examination of the multiple dimensions along which
groups are dispersed and also to conceptualise this distribution.

Thirdly, to date research has concentrated on European-style social
movements and has identified similar variants in other regions. But
this might mean that religious movements such as Falun Gong in China
are not properly attended to.

The goal of this conference is to address these issues; to consolidate
present research and to begin developing new empirical findings and
new conceptual frameworks.

We especially encourage applications referring to the following topics:

proposals in French, Spanish, Dutch, German and Polish, if a short

Two Research & Teaching Fellowships at the OSCE Academy in Bishkek, Kyrgyzstan

Application Deadline: September 15, 2008

The OSCE Academy in Bishkek is a public foundation designed to promote
and enhance the principles and aims of the OSCE in the Central Asian
region, enshrined in its fundamental idea of comprehensive security.
Located in Bishkek, the OSCE Academy is strongly embedded in the wider
Central Asian academic and political context and follows a distinctive
regional approach in its activities. The Academy is looking for two
research and teaching fellows in the MA Program Political Science 2008/2009.

Requirements:

The qualified candidate holds at least an MA/MSc but preferably a PhD
degree in Political Science or a related field and has teaching experience.

The fellowship has the following terms and components:

1) A teaching assignment of a course on either Topics in Comparative
Politics, Topics in Political Theory or Topics in International Relations.
These are a 3 credit hour courses, meeting twice a week for 90 min
sessions from January 12, 2009 through May 16, 2009. The period of
contract is from January 1 to May 31, 2009. The idea behind the Topics
courses are to provide graduate level survey of these fields
introducing the students to major approaches and theories, important
topics, and the contemporary developments. As such, the courses are
expected to be taught on graduate level involving lectures, seminars,
research assignments, and individual student mentoring. The specific
course topic as well as the course design should be discussed with the
academic management of the OSCE Academy. Additionally, we expect the
fellow to spend 6 hours per week for personal preparation to the
courses with lecture/seminar notes, preparation of assignments, and
grading/evaluation of students.

2) The fellowship also includes office hours for students of
approximately 4 hours a week.

3) Overall, the commitment at the Academy will not exceed the load of
20 hours per week. However, due to the nature of an academic
environment, the load may vary from about 15 to 25 hours per week.
During the rest of the time, the fellows are encouraged to conduct
their research and will receive full support of the Academy and our
partners. We expect the fellows to present their research to the
students and the greater audience during the fellowship period with us.

The OSCE Academy will provide/cover - a) Economy class roundtrip
airfare from the city of current residence to Bishkek; b) Entry visa
expenses to Kyrgyzstan, if any; c) Housing will be provided by the
Academy; d) Honorarium of 750 Euros per month for teaching the 3
credit hour course; e) 100 Euro one-time settling-in fee; f) office
space and a computer, as well as access to all of our facilities.
NOTE: The Academy will not be able to provide health insurance.

availability of funds for research, a short summary of their research
project, and two letters of reference from people familiar with the

The Central Asia-Caucasus Institute (CACI), at Johns Hopkins
University's School of Advanced International Studies, invites junior
scholars to apply for short-term fellowships to do research in the
Washington, DC area. The fellowships are one month in duration and
begin on October 1, 2008. Successful candidates should be US citizens,
completed a Ph.D., either have an academic appointment, be employed by
a think tank in an analytical role, or work for the government.
Finally, all individuals should have a strong interest in Central
Asia, the Caucasus or Afghanistan, and a demonstrated interest in
current policy issues. This program parallels a second fellowship
program open to young men and women from the region that has already
been announced.

Those interested in being considered for this fellowship should send
to David Soumbadze (dsoumba1@jhu.edu) the following by August 22, 2008:

1) Detailed curriculum vitae, including information on the candidate's
education, professional experience, publications, etc.

2) A concise description (up to 1200 words) of his or her project to
be pursued while in Washington, including a discussion of the
project's relevance to current policy issues involving Central Asia,
the Caucasus and Afghanistan.

The program will cover a round trip transportation to Washington (up
to $400), and a stipend of $3,000. Winners will be notified by
September 5, 2008.

Project Description:

Cultural field: Urban space analysis on visions of transmission of
knowledge, conservation and creativity, branding the city, etc. with a
topic "Identity of our City, Region" and "Genius Loci' phenomenon
within the electronic communication era and the issues of
educational/cultural tourism, destination selection and trail choice.
The issue of "Identity" and "branding" in the light of the phenomenon
of ARCHITOURISM, (tourism attracted by architecture and architectural
heritage).

The experience of the "BRAND" of historic city (as created as"Myth of
Florence" the fashions in 18th and 19th century and raised interest in
art and civilization of Renaissance Florence). At the present time of
globalization and transition in East Europe the question about the
fashions change to accord to the issues of knowledge transmission by
meditation of education and media, today's influence of education --
formal, informal and permanent, to the choice of tourist destinations.

The seminar is open to max 5 universities of different countries; each
university must be represented by 4 students and 1 accompanying tutor

UNIFEM CIS Sub-regional office is looking for a short-term
International Consultant, who will be tasked to prepare a CEDAW Watch
Report for CIS countries. The CEDAW Watch Report is to be focused on
the analysis of data based on gender priorities defined through
aligning the MDG's indicators with relevant CEDAW articles and BPFA
priorities. In particular, the analysis of the statistical and
qualitative data is to be done on social protection, women's economic
opportunities, employment in non-agricultural sector, HIV/AIDS and
violence against women, labor migration.
