We start our lives with little sense of what prompts the worse things
that people do. The clumsy, terribly destructive, and almost
senseless wars in Iraq and Afghanistan stick in my mind as low points
of our era, for what humanity can achieve. But our one-year-old,
Kanat enjoying a peach, shows me what our innate love of life draws
us toward instead.

May we approach 2008, like a clean page, ready to make the best of
life -- approaching as well as we can the wisdom of the newly born.

May we all fulfill the best and partake of the best in 2008 !

The Social Research Center (SRC) at American University - Central Asia
(AUCA) is pleased to offer interested foreign scholars (PhD students
and post-doctoral fellows) the opportunity to conduct research within
the framework of its Visiting Research Fellowship Program at our
Bishkek-based research center in Kyrgyzstan. The SRC is an integral
part of AUCA, with the mission to promote long-term development of the
principles and practice of democracy, rule of law, and social equality
in Kyrgyzstan and Central Asia through carrying out research and
policy analysis.

Program at the SRC:

Research Areas:

The SRC is broadly interested in the political and social development
of Kyrgyzstan, with a particular focus on the following areas:
1) Migration: The impacts of external and internal migration on
economic and social development (Kyrgyzstan and other Central
Asian countries)
2) Corruption (Kyrgyzstan)
3) Islam: political and social aspects (Kyrgyzstan and other Central
Asian countries)
4) Development of non-governmental organizations in Kyrgyzstan
5) Security cooperation in Central Asia

Interested scholars should
* Preferably be PhD students or post-doctoral fellows.
* Offer a research project related to the research interests of SRC.
* Be willing to submit two research papers per semester (four months)

This position is based in Bishkek, Kyrgyzstan.

Selected candidate should be able to relocate by December 1, 2007.

Please note the following additional requirements:

* This position will have supervisory responsibility for the
Kyrgyzstan office and program as well as for programs in Kazakhstan,
Uzbekistan and Tajikistan. Some travel to Russia may also be required.
* Excellent writing, and communications skills in English is required.
* Basic to intermediate proficiency in Russian is strongly preferred.
* Experience in teaching basic trade union principles and operations
as well as the role of democratic unions in economic transition.
* Proven program management abilities.
* Knowledge of international relations and trade union developments
in the U.S. and abroad.
* Trade union experience.

Summary of Position: The Country Program Director is responsible for
the effective management of a field office and field programs. S/he
is the representative of the Solidarity Center and the AFL-CIO in the
country and region of assignment. S/he is thoroughly conversant with
all aspects of regional program activities and current events relevant
to the on-going political, economic, social and trade union
developments in the country or region. The Country Program Director
has sound judgment and a good political sense that facilitate
decision-making, particularly for times when headquarters cannot be
reached for consultation. S/he has a working knowledge of and
experience in US Government regulations and procedures related to the
funding and management of grants.

The Country Program Director designs and implements field programs.
S/he draws on her/his experience to write persuasive concept papers
and proposals and seek funding for programs that address the needs of
the partner trade unions, the AFL-CIO, and the US strategy for the
country or region. S/he monitors programs for progress toward
expected programmatic results as well as compliance with budget
targets. S/he keeps headquarters informed of significant
developments in the country or region through periodic program reports
and other forms of correspondence.

The Country Program Director works closely with AFL-CIO affiliates,
the ITUC and its regional organizations, and the Global Union
Federations, within approved communications guidelines, to facilitate
their participation in Solidarity Center programs. The Country
Program Director provides logistical support for visitors from the
Solidarity Center, AFL-CIO, affiliates, GUFs, the donor agency and/or
other organizations. S/he has the experience and presence necessary
to represent accurately and effectively in public fora and in private
meetings with donor organizations, partners, and other national and
international organizations, the policies and programs of the
Solidarity Center and the AFL-CIO. S/he may be required to travel
extensively within the region and is able to fill in for other Country
Program Directors on a temporary or indefinite basis.

The Country Program Director manages the operations of the field
office and supervises the local-hire field staff. S/he may also
direct the work of other expatriate staff in the field office. S/he
ensures that the operations of the field office conform to the host
country labor code and other pertinent laws.

The Country Program Director is responsible for compliance with
Solidarity Center policies and US regulations governing grants. S/he
is expected to develop and maintain positive relationships with the
appropriate personnel at the USAID mission and the US Embassy, and
keep them informed about the Solidarity Center's work in the country.
S/he is also required to develop program ideas with USAID and the
Embassy where possible. The Country Program Director follows the
evolution of country development strategies and ensures that USAID and
the Embassy understand both the role of the labor movement in the
development of the country, and the ways in which the Solidarity
Center program contributes to and enhances their ability to accomplish
their strategic objectives.

Basic Qualifications: A Country Program Director must have the ability
to work independently and without supervision. S/he must have
extensive knowledge of international relations and trade union and
socio-economic and political developments in the U.S. and abroad.
Previous trade union experience, and/or experience in the Center as a
Program Officer III or Senior Program Officer are required. S/he must
be capable of managing multiple assignments simultaneously and of
making substantive decisions that have major effects on costs and
completion of projects. S/he must have, at a minimum, a bachelor's
degree in political science, international relations, labor relations
or related fields and/or ten years equivalent work experience. Good
communications and writing skills are a must. Computer literacy for
word processing and simple spreadsheets is required. S/he must have
the ability to work and interact easily with a wide variety of people.
Fluency in a foreign language is a plus and may be a requirement for
some Country Program Director positions.

Supervisor: Regional Program Director for Asia/Europe

Specific Duties:

* Oversee the day-to-day operations of the field office.
* Recruit, select and supervise local hire staff.
* Direct the work of other expatriates in the field office.
* Ensure compliance of the office with Solidarity Center and AFL-CIO
policies and procedures and applicable donor and federal government
regulations.
* Design, develop and implement country or regional programs, which
respond to the strategies, goals and objectives of the donor
organizations, the AFL-CIO and the Solidarity
Center's partners in the field.
* Initiate concept papers and program proposals and seek funding for same.
* Prepare timely, well-written reports in accordance with the
deadline schedule.
* Monitor program performance and results; discuss substantive
changes required with Program Officer/Regional Program Director.
* Monitor program expenditures to meet budget targets.
* Work closely with AFL-CIO affiliates to coordinate their
participation in Solidarity Center programs, within approved
communications guidelines.
* Manage the logistics for field trips by Solidarity Center, AFL-CIO
and affiliate personnel;
* Develop solid relationships with US government personnel in
country, and ensure they understand the role of labor in development
and of Solidarity Center programs in the context of their country strategy.
* Share information on country conditions and labor issues as appropriate.
* Provide assistance and support for program evaluations or audits of
field projects/offices.
* Travel on a TDY basis to conduct and/or oversee program development
and implementation in other countries in the region.
* Develop coalition-building contacts with national and international
labor, government and non-governmental
organizations in the country or region.
* Perform other duties as assigned.

The duration of this position, as with all positions at the Solidarity
Center, is contingent upon continued grant funding. Normally a field
assignment is at least three years but not more than six years, with
the expectation of transfer to another post at the end of the assignment.

And a New Course in Armenian History

The University of Michigan Armenian Studies Program is pleased to
announce this year's Summer Institute which is to be held from June
28 through August 25, 2008 in Yerevan, Armenia. The program offers a
unique opportunity to study the Armenian Language in an intensive,
eight-week long format. This year, our Summer Institute is being
expanded by the addition of a new, six-week long course on Armenian
history and contemporary Armenia in the form of lectures and
discussions to be held concurrently, from July 7 to August 15, 2008.

The SI is open to all undergraduate, graduate and professional school
students, attending any North American or European colleges or
universities, who wish to enroll in one of the following four
sections: Classical, Eastern, or Western Armenian, or Armenian
history. A series of lectures on Armenian culture and an extensive
program of excursions and cultural events will supplement the
courses. North American undergraduate students may take any of the
courses for credit (8 credit hours) or non-credit. North American
graduate students enroll for a non-credit certificate for Eastern or
Western Armenian, and may take Classical Armenian for credit (6
hours.) European students may take any of the courses for a
non-credit certificate only. The same academic and program criteria
will apply to credit and non-credit students. A few partial
scholarships, based on need, may be available.

In addition to high quality intensive language and history
instruction the program offers the opportunity to live and learn in
Armenia. The program is directed by Dr. Kevork Bardakjian, Marie
Manoogian Professor of Armenian Language and Literature. Experienced
and qualified instructors, including from Yerevan State University
and the University of Michigan, will teach the courses.

During the colonial period, empires divided up the world by their gaze
and deeds. They measured, drew maps, categorized and typified.
Situations which were fluid until then had to give way to unequivocal
attributions; this also is true for the identification of groups and
individuals. Binary pairs and dichotomies were central in this
process: A given group of people had to be either this or that.
Abashin's work discusses this problem. It is a case study of the so-
called "Sart problem", and it shows the development of scholarly and
administrative thinking of Russians in Central Asia (but also of
Central Asian authors) about the group called "Sarts". "Sart" was a
term used in part by the people themselves this term referred to,
otherwise it was an ascribed identification for a great number of
Turki-speaking "urban" dwellers.

15th Annual Central Eurasian Studies Conference

ACES invites panel and individual paper proposals for the Fifteenth
Annual Central Eurasian Studies Conference to be held Saturday, 22
March and Sunday, 23 March 2008 at Indiana University in Bloomington,
Indiana. Graduate students, professors, and independent scholars are
cordially invited to submit abstracts of papers covering all topics
pertaining to Central Eurasian Studies.

Building on the success of past ACES conferences, this year's
conference will feature Marianne Kamp, a historian from the University
of Wyoming, who has published notable works on contemporary Central
Asia, as the Keynote Speaker. This year's Distinguished Speaker will
be Edward Lazzerini, of Indiana University's Department of Central
Eurasian Studies.

Central Eurasian Studies is defined for the purposes of this
conference as the study of the historical and contemporary Afghan,
Balto-Finnic, Hungarian, Mongolic, Persian, Tibetan, Tungusic, and
Turkic peoples, languages, cultures, and states.

An extensive, but by no means comprehensive, list of topics addressed
by this conference may be found at the end of this announcement.

Submission Instructions

Submission of pre-organized panels is strongly encouraged. Individual
papers are also welcome and will be assigned by the Conference
Committee to a suitable panel. An honorable distinction of best paper
will be awarded. All participants will receive a certificate of
participation.

Please include the following information on all submissions:
1) Names of all authors (note name of the person presenting the paper);
2) Institutional affiliation and title/position;
3) Contact information, including e-mail address, postal address, and
telephone/fax numbers;
4) Curriculum Vitae (1 page);
5) Paper title;
6) An abstract of no more than 300 words, to be included in the
Conference Program;
7) Geographic location and thematic panel preference. Thematic panel
preferences include, but are not limited to: socio-economic issues,
nationalism and identity, natural resources management, music and
culture, politics, history, education, and archaeology; and
8) Any audio-visual equipment needs (overhead, slide projector,
PowerPoint, etc.)

Due to space constraints, abstracts exceeding 300 words cannot be accepted.

The Centre for Black Sea and Central Asia (KORA) of Middle East
Technical University (METU), Ankara will hold an international
conference entitled "Global Migration from the Eastern Mediterranean
and Eurasia: Security and Human Rights Challenges to Europe." It is the
concluding event of the Sixth Framework Project GLOMIG that KORA has
been coordinating since 2005. This dissemination conference will take
place on 29 February-1 March 2008 in Ankara, Turkey with the
participation of 40 scholars working on global migration issues. In
addition to scholars from the EU and INCO countries, the conference
will also host representatives of international organizations, NGOs,
policy makers, journalists and other stakeholders. Scholars who are
working on global migration issues in Europe, Eastern Mediterranean,
and/or Eurasia, particularly in reference to human rights and security
challenges migration presents to the European Union are invited to
apply.

GLOMIG project of KORA has been promoting and facilitating
comparative, collaborative, and interdisciplinary approaches to global
migration and its opportunities and challenges in terms for the EU and
the INCO countries for the last two years. By the time of the final
dissemination conference, GLOMIG project partners will have held five
international workshops in Nijmegen, Oxford, Berlin, and Ankara on a
diverse range of issues including Continuity and Change: Aspects of
Global Migration; Migration as Challenges and Opportunities for the
EU: Security and Human Rights Concerns for the EU; Perspectives of the
INCO Countries on Migration: Economic and Cultural Dilemmas; Prospects
for Institutional Co-operation and Dialogue; New dynamics, Future
Strategies, Constructive Visions. While the first five workshops

conference aims to provide a venue for the sharing of cutting edge
approaches, latest empirical findings, and innovative policy
interventions.

By partaking in the last round of a series of six conferences, you too

presented in the conference will be published on the KORA-GLOMIG

US-Mongolia Summer Fellowship Program

The American Center for Mongolian Studies (ACMS), with funding support
from the American Overseas Research Centers Program of the US
Department of Education, is pleased to announce the third year of the
ACMS US-Mongolia Field Research Fellowship Program to support student
field research in Mongolia in summer 2008.

The program will provide $500-$2000 grants to approximately 3-4
students from US universities or Mongolian universities to conduct
field research in Mongolia between May and October 2008. Applicants
must be either US or Mongolian citizens or permanent residents
currently enrolled full-time in a university or college in the United
States or Mongolia. The field research project should last a minimum
of 6 weeks. Mongolian students are required to work with a Research
Adviser from a US-based institution, while US students may work with
either US or Mongolia based Research Advisers. Funding is very limited
this year, and students are encouraged to seek supplemental funding
from other sources and to indicate on their applications these
additional sources of funding.

The American Center for Mongolian Studies (ACMS), together with the
International Association of Mongolian Studies (IAMS) will organize a
conference entitled, "Owen Lattimore: The Past, Present, and Future of
Inner Asian Studies" in Ulaanbaatar, Mongolia on August 20 and 21,
2008. This posting serves as an announcement of the conference, and a
Call for Papers.

Owen Lattimore played an important role in the development of
political and cultural relations between Inner Asia and the West, and
he is widely recognized as the father of Inner Asian Studies in the
United States and England. His research and writing continues to have
a profound impact on generations of scholars and intellectuals
interested in Inner Asia. This conference has a duel purpose. First,
it is meant to help record the memories of those who knew Owen
Lattimore or were directly influenced by him, and offer scholars who
are new to the field the opportunity to learn more about Owen
Lattimore's role in the development of cultural and political
relations between Inner Asia and the West in the 20th century. Second,
the conference is intended to build on Owen Lattimore's legacy by
providing a forum for new research related to the region. The
conference marks the first of a series of annual conferences planned
by the ACMS in Inner Asia to promote scholarly exchange between local
and international scholars and to explore emerging research topics
related to the region.

Scholars from any discipline working in Inner Asia are invited to
submit paper, poster or panel presentations related to one of the
three themes of the conference.

The three general themes of the conference include:
* Owen Lattimore's role in the development of cultural and political
relations between Inner Asia and the West (including Japan)
* An examination of the scholarship of Owen Lattimore ­ his ideas and
his influence (past, present, and future) on the field of Inner Asian
Studies
* The continuing development of Inner Asian Studies as new scholars
redefine and reshape Owen Lattimore's legacy

The first day of the conference will focus on personal recollections
by scholars, diplomats and others from Mongolia and other countries
who knew Owen Lattimore or were directly influenced by him. Topics
might include discussions of Lattimore's life and travels in the
region, his role in the development of cultural and political
relations between Inner Asia and the West, and his work to support
scholarly exchange and develop the field of Inner Asian Studies.
Submissions of photographs and other media are welcome for inclusion
in the conference.

The second day of the conference will focus on the scholarship of Owen
Lattimore and how new generations of scholars are extending his
legacy. Presenters are invited to offer papers that discuss the
influence of Owen Lattimore's publications and ideas, critique works
or ideas produced by Owen Lattimore, or extend his ideas in new
directions. Research posters or presentations by the new generation of
students and scholars working in Inner Asia are encouraged to examine
the continued development of the field.

A field trip for interested conference participants will take place
after the close of the formal conference.

Participants may put forward individual papers or panel proposals with
topics and potential presenters. Panels may comprise scholars from
multiple disciplines, and they should have three to four paper
presenters, including a panel moderator, with a coherent unifying
topic related to the themes of the conference. Individual papers may
be assigned to appropriate panels by topic if space allows.

--The deadline for receipt of paper or panel proposals is March 15, 2008.--

Paper and panel proposals should include:
* A description of up to 250 words
* The name, title, affiliation, and contact address, phone and email
for the paper or poster presenter and/or panel chair and all proposed
panel participants.

Proposals by graduate students and junior scholars are encouraged.
The working languages of the conference will be English and Mongolian.

Submitting a proposal indicates your commitment to participate in the
conference. Due to limited funding, conference participants will be
expected to pay for their own travel and accommodations for the
conference. The ACMS is available to assist conference participants
with logistical arrangements for the conference and academic contacts
in the region. You will be required to confirm your commitment in
April if your proposal is accepted.

Graduate School of International Area Studies at the University of
Tsukuba is pleased to announce an open competition for its 1 year MA
Program in Educational and Cultural Policy for Central Asian Countries.

This program aims to strengthen the capacity in educational and
cultural policy formulation in this CA region by training the staff
members to contribute both to the formulation and implementation of
effective educational and cultural policies and to the task of
analyzing implications of such policies within the universities,
governmental institutions and agencies in CA. This program targets
primarily junior staff members of Education and Cultural Ministries,
Agencies and Funds related to the field of policy formulation in the
areas of education and culture and graduate students of the CA
universities involved in policy studies in the areas mentioned above.
Those selected for this program will have an opportunity to enroll
into one year MA program in the University of Tsukuba and enhance
their knowledge in educational and cultural policy fields.

Taking into account that the majority of the faculty members and
students in CA possess limited knowledge of Japanese language, the
educational curriculum in the University of Tsukuba offers them a
unique chance of obtaining the first-hand information and knowledge
through offering them three trimester based comprehensive
English-language graduate education in addition to a number of
Japanese language courses available. The primary target countries for
this program are Uzbekistan, Kazakhstan, Kyrgyzstan, Tajikistan and
Turkmenistan. Each year, four students from five regional countries
will have an opportunity to enroll into educational and professional
development programs on a Japanese scholarship-based scheme with
additional 6 students on a self- or alternatively financed schemes. In
addition to the eligibility requirement outlined in the detailed
package of this program, the age requirement for those applying for

American Councils is now accepting applications for its 2008-09 Title
VIII Grants for Research and Advanced Language Training programs in
Central Asia and for its 2008-09 National Endowment for the Humanities
Collaborative Research grants in Eurasia. Applications for Fall and
Academic Year 2008-09 programs are due January 15 (Title VIII) and
February 15 (NEH).

Fellowships will be offered in four categories:

Title VIII Special Initiatives Fellowship: Provides grants of up to
$35,000 for field research on policy-relevant topics in Armenia,
Azerbaijan, Georgia, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan,
and Uzbekistan. Applicants must hold a Ph.D. in a policy-relevant
field. Scholars must conduct research for at least four months in the field.
* Application deadlines: January 15 (Fall and Academic Year
Programs); October 1 (Spring and Summer Programs).

Title VIII Research Scholar Program: Provides full support for three-
to nine-month research trips to Russia, Central Asia, the South
Caucasus, Ukraine, Belarus, and Moldova. Fellowships include roundtrip
international travel, housing and living stipends, visa support,
medical insurance, archive access, and logistical support in the
field. Open to U.S. graduate students, post-doctoral scholars, and faculty.

Title VIII Combined Research and Language Training Program: Provides
full support for research and up to ten hours per week of advanced
language instruction for three-to-nine months in Russia, Central Asia,

roundtrip international travel, housing and living stipends, tuition,
visa support, medical insurance, archive access, and logistical
support in the field. Open to U.S. graduate students, post-doctoral
scholars, and faculty.
* Application deadlines: January 15 (Fall and Academic Year
Programs); October 1 (Spring and Summer Programs).

While a wide-range of topics receive support each year, all Title
VIII-funded research must contribute to a body of knowledge enabling
the U.S. to better understand the region and formulate effective
policies within it. All applicants should clearly describe the
policy-relevance of their work, be it in anthropology, history,
international relations, political science, or some other field.
Applicants must be U.S. citizens or permanent residents.

National Endowment for the Humanities (NEH) Collaborative Research
Fellowship: NEH grants provide up to $40,000 for four to nine months
of research in Eastern Europe and Eurasia for U.S. post-doctoral
scholars. Research topics are not restricted to regional or area
studies, but must involve at least one collaborator from the region
and research in the region itself. Applicants must propose to conduct
at least four months of full-time research, of which two months must
be spent overseas. Scholars who are able to begin their projects
between May 2008 and May 2009 are welcome to apply to this year's
competition. Funding is available through American Councils and NCEEER
from National Endowment for the Humanities grant support. Applications
are due February 15.

Funding for these programs is available through American Councils from
U.S. Department of State (Title VIII) and National Endowment for the
Humanities (NEH) grant support. All competitions for funding are open
and merit based. All applications will receive consideration without
regard to any non-merit factors such as race, color, religion, sex,
sexual orientation, national origin, marital status, age (with
authorized exceptions), political affiliation, or disability.

Eurasian Journal of Business and Economics (EJBE) announces Call for
Papers for its first issue. EJBE is an international, business and
economics focused social science journal published semiannually;
articles in English are welcome.

Eurasian Journal of Business and Economics (EJBE) is a refereed
academic journal, publishing research articles in the field of
business administration, economics, and related fields. The aim of
EJBE is to provide an intellectual platform for business economics
related social-scientific studies, a platform in which research in
alternative paradigms for business and economic inquiry could be
presented and debated. The journal seeks to promote interdisciplinary
studies over the issues of theoretical, practical, and historical
importance in dealing with the rich array of problems in business and
economics.

Notes for Authors

Submitted papers should not have been previously published nor be
currently under consideration for publication at another journal.

All papers are refereed through a peer review process. A guide for

This is to share information about the recent publication of a new
book about Pakistan's Strategic Culture and Foreign Policy Making. It
would be of interest to all those trying to understand Pakistan's role
in the 'War against Terrorism' in Afghanistan.

The book studies Pakistan's Strategic Culture and Foreign Policy
Decision­Making process with the help of Prof. Karl Deutsch's Streams
of Information Model and explains why Pakistan supported Taliban, then
why, in the wake of 9/11, it changed that policy, noting the
difficulties it is facing as a result of the changed Afghan Policy.
It is argued that Pakistan's support for Taliban was a result of its
strategic culture that had developed over years, thus all its domestic
perceptions were woven around Pakistan's establishment belief that
Taliban serves Pakistan's regional security interests best. The change
resulting in abandoning of Taliban was more a result of external
inputs which conflicted with its long held security perceptions. Thus
one notes a growing crisis of state and society and more importantly
of international credibility as long as Pakistan's role in the 'War
against Terrorism' is concerned as pro Taliban Policy continues to be
viewed as a better option in a wide range of establishment
intelligentsia, not just the religious extremists. The book ends with
suggestions how and where to change Pakistan's decision making process
by changing its strategic culture, as required by Pakistan's changed
Foreign/Afghan Policy.

The École Doctorale of the Institut d'Études Politiques de Paris
(Sciences Po) and the Association for the Study of Nationalities (ASN)
are organizing the Joint International Conference "Empires and
Nations", to be held on July 3-5 (2008) at Sciences Po in Paris. The
Conference is made possible through the contribution of a number of
other research centers, including the Centre d'Études des Mondes
Russe, Caucasien et Centre-Européen (CERCEC, France), the Institut
Français d'Études sur l'Asie Centrale (IFEAC, Uzbekistan) and the
European University of Saint Petersburg (Russia).

The Sciences Po-ASN Conference invites proposals from scholars and
doctoral students. Applicants currently residing in Central Europe,
the Balkans, Russia, Ukraine, Central Asia/Eurasia, the Caucasus,
China and India are eligible to apply for a number of travel and
accommodation grants. Applicants currently residing in Western
countries must cover their own expenses. The working language of the
Conference is English.

"Empires and Nations" is the fifth European summer conference
co-sponsored by ASN since 2001, and the second organized by Sciences
Po, which launched the successful series of ASN summer academic events
in July 2001 with a conference on "Citizenship and Nationality."
Summer conferences were also held in Forli, Italy (2002), Warsaw
(2004) and Belgrade (2006).

The Sciences Po-ASN Conference is organized separately from the ASN
Annual World Convention that will take place at Columbia University,
NY, on April 10-12 (2008), and whose program will be announced in
February 2008. For information on the ASN 2008 NY Convention, please
go to www.nationalities.org. The Sciences Po-ASN Conference will
feature approximately 30 panels. The program will be available in April
2008.

The Sciences Po-ASN Conference welcomes proposals on a wide range of
topics related to

the comparative study of nations and empires, with an emphasis on the
former continental empires, i.e. Russian (Soviet), Ottoman and
Austro-Hungarian, and their legacies. ASN stands at the juncture of
nationalities studies (the study of national identity and
nation-building in the former Communist Bloc and Eurasia) and
nationalism studies (the comparative and theoretical study of the
politics of the nation). In this spirit, the Conference invites
proposals empirically grounded in Eastern Europe/Eurasia broadly
defined and theoretically-oriented proposals devoted to various
aspects of the notion of "empire."

Possible themes include the breakdown of empires, religion and empire,
nationality and empire, identity and colonialism, post-colonialism,
imperialism since the Cold War, the European Union as a new kind of
empire, and many more. The Conference seeks to feature presentations
from a broad variety of disciplines, including:

* Political Theory - elucidating concepts of empire, imperialism, and
world domination
* Ethnography - analyzing the transformation of local cultures in the
context of globalization
* History - focusing on the different types of nation-states and
empires and the role of cultural cleavages in the formation of
political units
* International Relations - revealing the logic of coalitions between
political units, the foundations of "imperialism" and the erosion of
the capacity of states to exercise sovereignty
* Comparative Politics - studying the legacy of empires and the
impact of neo-imperial states on domestic political arrangements
* Post-Colonial Studies - examining the effects of 19th c. imperial
states and questioning the hegemonic temptations of contemporary
democracies

...as well as questions raised within the disciplines of sociology,
economics, geography, geopolitics, linguistics, and many more.

The theme of the Conference, "Empires and Nations," symbolizes the
strong tradition of research on Russia at Sciences Po, home to
distinguished specialists, among them Anatole Leroy-Beaulieu, author
of L'Empire des Tsars et les Russes (The Empire of the Tsars and the
Russians) and Hélène Carrère d'Encausse, author of L'Empire Eclaté
(Decline of an Empire: the Soviet Socialist Republics in Revolt).

To send an individual paper proposal, an applicant must include the
following information in the body of an email AND in a single Word
attachment:

* The title of the paper
* His/her name, email and institutional affiliation
* A preferred postal address
* A 500-word abstract and
* A 100-word biographical statement in narrative form (one paragraph)
that includes bibliographical information of the applicant's last or
forthcoming publication, if applicable (full CVs are not acceptable)
* Doctoral students must also indicate the title of their
dissertation and year of projected defense. Incomplete applications
will be rejected.

A panel proposal is comprised of three to four paper-givers and a
discussant. (The organizers will subsequently select a Chair of the

films/documentaries or recent books. A film/documentary proposal must

* The title and a 500-word abstract of the film/video
* A 100-word biographical statement in narrative form.

A book panel proposal, seeking to generate discussion on an important
recent book, features the book's author and three or four discussants.
The proposal must include following information in the body of an
email AND in a single Word attachment:

* The names, emails, and institutional affiliations of all panelists
* Their preferred postal address
* A 500-word abstract of the book and
* A 100-word biographical statement in narrative form for each panelist

All proposals must be included in the body of a single email AND in a

wish to apply for a grant covering travel and accommodation must
indicate so in their proposals. In order to be eligible for these

Classical, Eastern and Western Armenian
And a New Course in Armenian History

The University of Michigan Armenian Studies Program is pleased to
announce this year's Summer Institute which is to be held from June 28
through August 25, 2008 in Yerevan, Armenia. The program offers a
unique opportunity to study the Armenian Language in an intensive,
eight-week long format. This year, our Summer Institute is being
expanded by the addition of a new, six-week long course on Armenian
history and contemporary Armenia in the form of lectures and
discussions to be held concurrently, from July 7 to August 15, 2008.

The SI is open to all undergraduate, graduate and professional school
students, attending any North American or European colleges or
universities, who wish to enroll in one of the following four
sections: Classical, Eastern, or Western Armenian, or Armenian
history. A series of lectures on Armenian culture and an extensive
program of excursions and cultural events will supplement the courses.
North American undergraduate students may take any of the courses for
credit (8 credit hours) or non-credit. North American graduate
students enroll for a non-credit certificate for Eastern or Western
Armenian, and may take Classical Armenian for credit (6 hours.)
European students may take any of the courses for a non-credit
certificate only. The same academic and program criteria will apply
to credit and non-credit students. A few partial scholarships, based
on need, may be available.

In addition to high quality intensive language and history instruction
the program offers the opportunity to live and learn in Armenia. The
program is directed by Dr. Kevork Bardakjian, Marie Manoogian
Professor of Armenian Language and Literature. Experienced and
qualified instructors, including from Yerevan State University and the
University of Michigan, will teach the courses.

The deadline for the submission of completed applications is March 3, 2007.

The American Center for Mongolian Studies (ACMS) and North Georgia
College and State University (NGCSU) are co-organizing a Mongolian
Studies poster session to be held on Friday, April 4, 2008, 7pm-11pm
at the Atlanta Hyatt Regency in conjunction with the Association for
Asian Studies' annual meeting and the ACMS annual meeting.

Posters on any topic related to Mongolia, the Mongolian people or
historical subjects related to the Mongols are welcome. Poster
presenters are required to appear at the meeting to discuss their
work. Posters may be in either English or Mongolian language, and
students and scholars from all countries and fields of study are
invited to participate in the poster session and reception.

To propose a poster for the session, please send a brief abstract (no
more than 250 words) to Enkhbaatar Demchig at info@mongoliacenter.org
before February 15, 2008. Posters will be accepted on a rolling basis.

You do not need to be registered for the AAS conference to
participate, but poster presenters should be members of the ACMS at

The American Center for Mongolian Studies (ACMS) is an American
Overseas Research Center that supports research and academic exchange

North Georgia College & State University (NGCSU) is a coeducational
state university emphasizing strong liberal arts, as well as

the Mongol Empire, and faculty members are also developing a course on

Generation Removed? Assessing Nostalgia, Memory, and
Legacy in Russia, Eastern Europe, and Central Asia

The collapse of communist regimes in the former Soviet Union, Eastern
Europe, and Central Asia led to radical shifts in social, economic,
political, and cultural realities. Subsequently, the transition to
postcommunism dramatically affected the worlds of both the living and
the dead, transforming epistemologies, as well as lifestyles. The
changes also prompted the revisiting of the past and its relationship
to the present. As the first generation removed from the communist era
comes of age and examines its heritage, it seeks to negotiate its
identity with a world audience. Nostalgia, memory and legacy have
lasting impacts on such efforts and provide useful frameworks for this
endeavor.

Examples of presentation topics include:
- Postcommunist religious vestiges: revival and opposition
- The impact of the collective memory of super power status on
contemporary Russian foreign policy
- The impact of clan structures on Central Asian society
- Nostalgic contemporary views of Czechoslovakia's Golden Era of the
1920s and 1930s
- The effects of the Soviet legacy on cultural institutions
- Monuments and memories: communist legacies and the appropriation of the past

REES and GOSECA invite papers that assess the current and past roles
of nostalgia, memory and legacy in the Russia, Eastern Europe, and
Central Asia. The conference is deliberately interdisciplinary and
aims to deepen our understanding of the region as a whole using a
broad range of approaches to examine an intricately woven matrix of
issues. Participation is open to graduate students in the social
sciences, the humanities, and the professional schools.

EFCA is seeking an Executive Director to oversee its program in
Kyrgyzstan and Tajikistan.

The Executive Director will be the foundation's senior representative
in Tajikistan and Kyrgyzstan, overseeing a dynamic development
program. He or she reports to EFCA's President. He or she will:

* Develop programs based on the two countries' needs and funding
opportunities and consistent with EFCA's mission
* Exercise financial and human resources management over three
offices in the two respective countries, one of which administers
programs in Ferghana valley.
* Serve as the foundation's spokesperson in Tajikistan and Kyrgyzstan

The successful candidate will have
* Substantial management experience of international projects
* A strong understanding of Tajikistan and Kyrgyzstan's development
needs, and the ability to design and identify projects to address them
* Fluency in Russian and English; Tajik and Kyrgyz desired

A Photographic Portrayal of People's Lives in Kyrgyzstan by Babken V
Babajanian will be on display in the Atrium, Old Building at LSE from
Monday, 3 December 2007 to Friday, 11 January 2008.

The set of compelling photographs gives insight into the lives of
ordinary men, women and children living in rural Kyrgyzstan today. The
exhibition portrays images of people who struggle with poverty and yet
manage to maintain their dignity, human warmth and sense of familial and
communal belonging. The exhibition seeks to promote greater awareness of
Kyrgyzstan in the United Kingdom. There is little familiarity with
Central Asia in the West. The image of Borat has dominated mass culture
in the recent years and many people struggle to differentiate between
the Central Asian countries, often referring to them as 'stans'. The
photographs are a product of the research that Dr Babajanian conducted
in Kyrgyzstan in 2007. The research is funded by the Economic and Social
Research Council under the ESRC Non-Governmental Public Action Programme
(NGPA).

Colette Harris has done extensive field research in Tajikistan and
focuses issues of violence and conflict, sexualities, and community
development, among others. She has recently published books entitled

"Control and Subversion: Gender Relations in Tajikistan" (2004).
