Call for Policy Briefs

Topic: Development of Civil Society in Kyrgyzstan

The Social Research Center at American University of Central Asia in
Bishkek (www.src.auca.kg) with financial assistantship from the Civil
Society Program of Aga Khan Development Network is pleased to announce
the next Call for Policy Briefs on "Development of Civil Society in
Kyrgyzstan".

The civil society organizations (CSOs) in Kyrgyzstan have succeeded in
gaining a reputation of important players in social and political
spheres. CSOs have become essential tools in the delivery of social
services in health care, education, environment, social safety net and
other sectors. They are also known as active watchdogs monitoring
government actions. Yet, CSOs are currently facing numerous problems
such as the lack of financial sustainability, sector fragmentation,
limited access to policy-making process and many others.

This Policy Brief Project intends to contribute to the development of
civil society through policy-related research and to offer timely and
insightful prescriptions for policy-makers to further promote the
civil society in Kyrgyzstan. It also aims to further progress public
debate on challenges encountered by CSOs.

Through this project the fellows will:
* Deepen their knowledge in a particular focus area through
conducting policy analysis;
* Have an opportunity to present their policy papers to government
officials and wider public community
* Publish their policy briefs in a special monograph to be printed by
SRC in English and Russian
* Get a small honorarium of USD300.

Topics:

Topics can include but are not limited to:
* Capacity building of CSOs
* Leadership development among representatives of CSOs
* Government and CSOs relationship
* Relationship between business and CSOs
* CSOs participation in monitoring and assessment of government
actions and programs
* Legal barriers for the growth of CSOs

To apply:

* send us your CV clearly showing your previous research experience
* submit a two-page proposal explaining the problem area you intend
to explore and describing your research methodology

Local scholars are strongly encouraged to apply. Proposals can be
submitted in Russian or English languages, and should be typed using
New Times Roman 12, Single Spacing.

note that only successful candidates will be contacted.

Deadline for applications: 5 p.m., 15 June, 2008

Notification of acceptance: 18 June, 2008

Submission of final papers: 18 September, 2008
