pleased to announce "Call for Policy-Briefs"

Topic: The Civil Society in Modern Kyrgyzstan: What Are the
Limitations To Growth?

The Social Research Center at American University of Central Asia
(SRC) in Bishkek is pleased to announce a Call for Policy Briefs on
topic "The Civil Society in Modern Kyrgyzstan: What Are the
Limitations To Growth?". This call provides an opportunity for
scholars and practitioners to share their expertise with the
government officials on the most pressing issues related to the
development of civil society in the country. Papers exploring the
civil society development from various angles such as legislative,
political or socio-economic are sought for this call.

This project intends:
1) To encourage local and foreign scholars to conduct policy oriented
research
2) To offer the participants of this program the opportunity to
present their policy papers to government officials and wider public
community
3) To publish the policy briefs in the SRC's Annual Bulletin (English
and Russian versions)
4) To offer small compensation for policy - briefs

To apply:
1) Send us your CV clearly showing your previous research experience
2) Submit a two-page proposal explaining the problem area you intend
to explore and describing your research methodology

Please note that criteria for selection will be judged based on the
proposals' clarity and usefulness as well as applicants' work experience.
Local scholars are strongly encouraged to apply. Proposals can be
submitted in Russian or English languages, and should be typed using
New Times Roman 12, Single Spacing.

Procedure of submission:

Applications should be submitted electronically to Mr. Alexander
Pugachev, SRC's Research Projects Officer, at pugachev_a@mail.auca.kg.
Hardcopy can be posted to Social Research Center, American University
of Central Asia, 205 Abdumomunov Street, Room 234, 720040 Bishkek,
Kyrgyzstan. Please note that only successful candidates will be contacted.

Timetable:

Deadline for applications is 5 p.m., March 31st, 2008

Announcement of the selected candidates is April 3rd, 2008

Submission of final policy - briefs is June 9th, 2008

The Reader's Conference with Vladimir Orlov, President of the PIR
Center for Policy Studies (Russia), Editor-in-Chief of the Security
Index journal, will take place on Tuesday, April 1, at 13.00 at the
OSCE Academy in Bishkek. This event will be devoted to the new format
of the Russian journal "Security Index" and its international edition.
The Reader's Conference might be of interest not only for those, who
are already receiving this journal, but also for potential subscribers
interested in international security issues.

Reservations are essential as space is limited--first come, first
served. RSVP by Monday, 31/03, by emailing nuria_k@mail.ru marked
"Reader's Conference".

Security Index is an academic and policy journal. The journal
illuminates various issues related to international security: from
nonproliferation of weapons of mass destruction and energy security to
information technology and demographic security, military-technical
cooperation, and the development of aerospace, nuclear, and other high
technologies. Security Index, which has gone through several stages of
evolution, has become the leading Russian journal on international
security. Since November 1994, 80 issues of the journal have been
published (until recently under the name Yaderny Kontrol). In January
2007 the journal did not simply gain a new name. It also attained a
new level, broadening its audience in Russia as well as throughout the
world, through an English-language edition that is distributed from
Switzerland. In Russia, the journal is read in the State Duma, the
Federation Council, the Administration of the President, the Security
Council, the Ministry of Defense, Ministry of Foreign Affairs, the
Federal Atomic Energy Agency, the Ministry of Economic Development and
in other executive bodies of the Russian Federation.

Vladimir Orlov - President of the PIR Center for Policy Studies
(Russia), Editor-in-Chief of the Security Index journal, PIR Center
Executive Board member. President of the Centre russe d'etudes
politiques-Genève. A leading expert on international security and
foreign policy of the Russian Federation. He has particularly focused
his research on contemporary international security challenges, such
as the proliferation of nuclear weapons and WMD terrorism. Dr. Orlov
participates in the work of several international centers in the
sphere of international security. He is a member of the Russian
Pugwash Committee at the Presidium of the Russian Academy of Sciences
(RAS); the Monterey Nonproliferation Strategy Group; Washington
Quarterly Editorial Board; and of the Board of Trustees of the OSCE
Academy in Bishkek (Kyrgyzstan). He is a member of the Public Board at
the Ministry of Defence of Russian Federation. Dr. Orlov continues to
teach on a regular basis, giving lectures on Russian foreign policy
and WMD nonproliferation.

Come celebrate the Persian New Year and the beginning of Spring with
traditional food, drink and a cultural program...

This March, the Outreach Program, along with several other Harvard
organizations, will host a celebration of Nowruz. The Persian words
"now" and "ruz" literally mean "new day," and the celebration marks
the start of the new year for many people living in Eurasia. Nowruz
falls on the vernal equinox, a fine time for starting fresh, spring
cleaning, and of course, celebrating with dancing, singing, and
eating! We invite you to join us March 18 from 4:30-6:30 pm on the
CGIS South Concourse, 1730 Cambridge St, Cambridge. The celebration
will include an introduction to the holiday, perspectives on how it is
celebrated in different countries, a cultural program, and a delicious
selection of food.

How do people live in Kyrgyzstan today, and what are their everyday
lives like? This question is central to the present book, which the
authors Judith Beyer and Roman Knee call a photoethnography. Linking
ethnography (Greek ethnos = people; graphein = to describe) and
photography, they are attempting a new approach to communicating
culture. This photoethnography focuses on those areas of Kyrgyz
culture that are crucially important to the people and that help to
determine their daily lives. This includes their social contacts with
relatives, neighbors and friends, their economic activities, such as
cattle breeding and agriculture, and the various forms of social
organization in the villages and the region. This approach gives
readers the possibility of forming a new and clearer perspective for
looking at an unfamiliar culture: it is not the extraordinary, but the
everyday that is at the focus of this book.

The first section of the book starts with Manas, the mythical ancestor
figure. He is known as Manas Ata Father Manas in Talas, and the Kyrgyz
people themselves would begin an account of their history with him.
After this historical opening, which also includes texts on
petroglyphs and the Kyrgyz yurt, the authors go on to look at the
Talas region, life in the provincial capital and in the villages, and
at the province's special geographical and botanical features. The
main section of the book focuses on the people of the province and the
worlds they live in, often separated by age and gender. The conclusion
focuses on the lives of older people, on religion and sacred sites.
Thus this photoethnography starts and ends by considering ancestors: a
central cultural element for the Talas people. In this spirit, the
book's thematic sequence is based on the Talas people's understanding
of themselves.

The pictorial section is preceded by two introductory essays meant to
familiarize readers with both the cultural history and the
geographical features of Kyrgyzstan, and more particularly of the
Talas region (written by John Schoeberlein and Jörg Stadelbauer).

Kazakh-German University in Almaty / Kazakhstan announces its
5th International Conference, 13-14 March 2008
Topic: "The States of Central Asia: Possible ways of Modernization"

Kazakh-German University invites all interested people to join the audience
of the conference on Mach 13 and 14.
Over 50 Participants from all academic disciplines are going to hold
presentations and discuss their topics with the audience.
The conference aims at creating a lively exchange of ideas between
academics, professionals and students from all over Central Asia and Europe.

Keynote speeches will be among others given by
Dr. Volker Weichsel member of the editorial board
of "Osteuropa", a scholarly journal published by
German Association for East European Studies.

The conference comprises 4 sections:

First Section: "Economic social and political aspects of environmental
issues in Central Asia"
Central problem: How can emerging economies in Central Asia (especially
Kazakhstan) cope with ecological problems and establish environmental
standards in spite of their rapid economic development?

Second Section: "The process of political modernization"
Central problem: Modernization: a possible way to establish a new political
and democratic culture? - Chances and obstacles in Central Asian States.

Third Section: "The role of sciences, education and mass media in changing
popular culture and society"
Central problem: What is the role of those institutions in modernization?
What is their current level of development?

Fourth Section: "Integrational Processes in Central Asian Economies"
Central problem: Present problems concerning the transformation process of
Central Asian Economies and concerning the development of their financial
markets.

The conference is supported by Friedrich-Ebert-Foundation,
Gerda Henkel Foundation and Goethe-Institut of Kazakhstan.
A conference volume including all papers will be published after the event.

On the evening of March 13th, German author Dr. Volker Weichsel (Berlin)
will meet Kazakh political scientist and analyst Dosim Satpaiev for an open
discussion.

This event will be part of the International Conference and is hosted by
Goethe Institut Almaty. All interested people are invited to join the
audience at 7 on the evening of March 13th.

A special issue of studies on Central Asia "Oriente Moderno" was
recently published by Instituto Per L'Oriente (Institute of Oriental
Studies) in Italy in 2007. It has been edited by Roberto Tottoli

Russia, Ukraine, the Caucasus, Eurasia, Turkey, China, and Nationalism Studies

The preliminary program of the ASN 2008 World Convention can now be
downloaded at www.nationalities.org. The Convention, sponsored by the
Harriman Institute, will be held at Columbia University, New York,
April 10-12, 2008.

Those interested in attending the convention are invited to register
in advance by accessing a registration form www.nationalities.org and

The program features 113 panels, not yet including a dozen film
screenings to be announced later. As usual, the Convention boasts the
most international lineup of panelists of North American-based
conventions, with more than half of the 333 scholars, from more than
40 countries, who will be delivering papers currently based outside of
the United States. More than 700 panelists and participants are
expected at the convention.

The Convention will be hosting a record twelve special panels
featuring new major books by Will Kymlicka (Multicultural Odysseys,
Oxford 2007), Ben Kiernan (Blood and Soil: A World History of Genocide
and Extermination from Sparta to Darfur, Yale 2007), Jacques Sémelin
(Purify and Destroy: The Political Uses of Massacre and Genocide,
Columbia 2007), Omer Bartov (Erased: Vanishing Traces of Jewish Life
in Present-Day Galicia, Princeton 2007), Anthony Oberschall (Conflict
and Peace Building in Divided Societies, Routledge 2007), Pieter
Judson (Guardians of the Nation: Activists on the Language Frontiers
of Imperial Austria, Harvard 2007), Charles King (The Ghost of
Freedom: A History of the Caucasus, Oxford 2008), Jessica
Allina-Pisano (The Post-Soviet Potemkin Village, Cambridge 2007),
Adeeb Khalid (Islam after Communism: Religion and Politics in Central
Asia, California 2007), Juliette Cadiot (Le laboratoire impérial, CNRS
2007) and Evangelia Adamou (Le patrimoine plurilingue de la Grèce,
Peeters 2008).

Several of these book panels are part of the section "Theories of
Nationalism," now in its fifth year at the ASN Convention, which
offers a platform for the latest trends in nationalism studies
worldwide. Twelve more panels appear in the Nationalism section, such
as "Warfare and Violence," "The Dynamics and Institutional Effects of
Separatist Violence," and "Multiculturalism, Rights, and the Theory of
Justice".

As always, the Convention offers a strong lineup of panels in all
regions of the former Communist world and Eurasia: Russia, the
Caucasus, Central Asia/Turkey/China, the Balkans, Ukraine and Central
Europe. Every year, the Program Committee has to be more selective in
devising the lineup, due to the increasing number of proposals. The
Balkans lead the way with 20 panels, followed by Central Europe­19,
Eurasia and Turkey­with a combined 16 panels, Ukraine and Belarus­14,
and Russia and the Caucasus­11. Eleven panels appear in the "Thematic"
section. Special roundtables on the new international status of
Kosovo, the International Criminal Tribunal on the former Yugoslavia
(ICTY), the fate of the Orange Revolution, a dialogue between Armenian
and Azeri scholars over Nagorno-Karabakh, political scientists and
ethnography, as well as panels on the geopolitics of energy, EU
enlargement, and migration among the highlights of the program.

The Convention will also feature a film lineup, which will be announced later.

Since 2005, the ASN Convention is acknowledging excellence in graduate
studies research by offering Awards for Best Doctoral Papers in five
sections: Russia/Ukraine/Caucasus, Central Asia/Eurasia, Central
Europe, Balkans, and Nationalism Studies. The winners at the 2007
Convention were Connie Robinson (New School U, Sociology, Balkans) for
"Constructing Allies: The National Discourse of the Yugoslav
Committee", Zsuzsanna Magdo (U of Illinois Urbana-Champaign, History,
Central Europe) for "In Search of the True Hungarian", Judith Beyer
(Max Planck Institute for Social Anthropology, Anthropology, Eurasia)
for "Imagining the State: How Perceptions of the State Influence
Customary Law in the Kyrgyz the Kyrgyz Aksakal Courts", Tammy Lynch
(Boston U, History, Ukraine) for "Building a Revolution: Elite Choice
and Opposition Tactics in Pre-Orange Ukraine" and Wendy Pearlman
(Harvard U, Political Science, Nationalism) for "The Nation in
Fragments: Internal Unity and Nationalist Conflict in Three
Palestinian Uprisings".

IREX FELLOWSHIP – 2008-2009 US Embassy Policy Specialist (EPS) Program

IREX is pleased to announce the 2008-2009 competition of the US
Embassy Policy Specialist (EPS) Program.

The US Embassy Policy Specialist Program will allow fellows to travel
to Eurasia and serve the embassy as policy specialists on a chosen
topic and also pursue their own research project independently.
Fellowships are available to successful applicants who demonstrate how
their experience, skills, and knowledge will benefit US embassy
personnel, as well as the academic merit and feasibility of their
proposed research. Fellows will serve the embassy and conduct their
own research for up to eight weeks. Fellowship length and dates will
be decided upon in consultation with the specific embassy. Examples of
embassy service can include conducting field research, writing policy
papers, consulting embassy staff, and assisting with grant panels.

Fellows will be sponsored by IREX. Depending on the needs of the
individual embassy, fellows may spend all or part of the time on-site
at the embassy or work from a remote location in country. The EPS
Program provides fellowships for up to eight weeks to US postdoctoral
scholars and other graduate degree holders for independent or
collaborative research projects in Europe and Eurasia.

National Security, Foreign Policy and Economic Development of
Post-Soviet Azerbaijan

Centre for European, Russian, Eurasian Studies (CERES) at the Munk
Centre for International Relations at the University of Toronto and
the Embassy of the Republic of Azerbaijan to Canada will organize a
scholarly conference exploring Azerbaijan on March 28, 2008. The event
will be held at Father Madden Hall, University of St Michael's College
(100 St Joseph Street) and is scheduled to start at 12:00 PM.

Azerbaijan has become a country of interest for many scholars,
statesmen and businessmen around the globe. In the years to come, this
interest is expected only to grow due to Azerbaijan's geostrategic
location and energy resources. This event brings together scholars and
practitioners so as to review the developments in Azerbaijan, its role
in the region and its policy objectives. The conference will shed
light on an array of topics from regional cooperation to the economic
boom of the past few years, from national security to issues of
international strategic partnership, and more.

The speakers will place Azerbaijan in the historical and modern
context of the region and will explore the roles that the country has
started to play or is likely to play in the near future. Commentaries
by Dr. Robert Austin and Dr. Edward Schatz will follow the
presentations.

Professor Thomas Goltz, author of Azerbaijan Diary, a much-acclaimed
account of Azerbaijan's immediate post-Soviet years, will deliver a
lecture titled: "Seventeen Years of Association With The Land of Fire:
Prof. Thomas Goltz reflects on nearly two decades of change in
Azerbaijan, from the 'failed state' of the early 1990s to the regional
powerhouse of the early 21st century."

Mr. Yashar Aliyev, Ambassador of Azerbaijan to the United States, will
speak about Azerbaijan-US relationship in the fields of security and
energy cooperation. Mr. Tofiq Musayev, director of the Strategic
Analysis Department at the Azerbaijan Ministry of Foreign Affairs,
will elaborate on the "Foreign Policy Priorities of Azerbaijan".

Dr Taras Kuzio will expound on regional cooperation and integration
into the Transatlantic structures. Aslan Amani will speak about the
political and civic-culture implications of the regional and national
developments. The speeches and commentaries will be followed by an
academic debate and a luncheon/reception that will allow Canadian
students of international relations and Eurasian politics to converse
with the experts on a more personal basis.

public to attend a lecture by Dr. Ani Kalayjian of Fordham University.

WHAT: Lecture, "Intergenerational Transmission of Mass Trauma: The
Post-Ottoman Turkish Genocide of the Armenians."

Dr. Kalayjian will give a lecture on the "Intergenerational
Transmission of Mass Trauma: The Post-Ottoman Turkish Genocide of the
Armenians." According to Dr. Kalayjian, the attempted destruction of
the Armenian people by the Ottoman Turkish Government from 1895-1915
not only cost one-and-a-half million Armenian lives, but also created
massive trauma for many of those who survived. Her lecture will
explore the after effects of Genocide and the therapeutic modalities
she utilized to work with this form of generational transmission of
mass trauma. Kalayjian is also a UN NGO Human Rights Committee board

ABOUT ALMA

Founded in 1971, ALMA's mission is to present and preserve the
culture, history, art and contributions of the Armenian people to
Americans and Armenians alike. Since its inception, ALMA's collection
has grown to over 26,000 books and 20,000 artifacts, making it perhaps
the largest and most diverse holding of Armenian cultural artifacts
outside of Armenia. As a repository for heirlooms, the collection now
represents a major resource not only for Armenian studies research,
but as well as for preservation and illustration of the Armenian
heritage. In 1988, ALMA acquired a 30,000 square foot facility in
Watertown, MA – one of North America's oldest and most active Armenian
communities. The facility includes exhibition galleries, Library,
administrative offices, function hall, climate-controlled vaults and
conservation lab.

ALMA is the only independent Armenian Museum in the Diaspora funded
solely through contributions of individual supporters. An active Board
of Trustees and volunteer base augments the museum's staff. Museum's
active schedule of changing exhibits includes the use of the library
primarily by researchers and interested general public seeking
research materials on Armenians. In addition, the museum sponsors
lecture and presentation program on related topics.

Hours: Friday and Sunday 1 p.m. to 5 p.m., Saturday 10 a.m. to 2 p.m.,
and Thursday evenings from 6 p.m. to 9 p.m.

Admission: Free admission for ALMA Members; $2 for students; $5 for

The Open Society Institute works to build vibrant and tolerant
democracies whose governments are accountable to their citizens. To
achieve its mission, OSI seeks to shape public policies that assure
greater fairness in political, legal, and economic systems and
safeguard fundamental rights. On a local level, OSI implements a range
of initiatives to advance justice, education, public health, and
independent media. At the same time, OSI builds alliances across
borders and continents on issues such as corruption and freedom of
information. OSI places a high priority on protecting and improving
the lives of marginalized people and communities.

Investor and philanthropist George Soros in 1993 created OSI as a
private operating and grantmaking foundation to support his
foundations in Central and Eastern Europe and the former Soviet Union.
Those foundations were established, starting in 1984, to help
countries make the transition from communism. OSI has expanded the
activities of the Soros foundations network to encompass the United
States and more than 60 countries in Europe, Asia, Africa, and Latin
America. Each Soros foundation relies on the expertise of boards
composed of eminent citizens who determine individual agendas based on
local priorities.

OSIs Central Eurasia Project (CEP) seeks a full-time Senior Program
Officer for Turkmenistan and Central Eurasia to be based in New York,
starting immediately. Working under the supervision of OSIs Director
of the CEP and Middle East Initiatives, the Senior Program Officer
will have the following responsibilities:

Responsibilities:
- Monitor grants through extended site visits, review of narrative
and financial reports and other communication with grantees;
- Work with applicants to develop and finalize grant proposals;
- Liaise with area specialists to identify opportunities for new
projects or prospective grantees;
- Represent OSI in meetings with relevant officials in Washington
D.C., Brussels, and elsewhere;
- Liaise with associated Foundations and non-governmental
organizations in developing complementary strategies and approaches;
- Perform site visits of prospective and current grantees;
- Recommend Central Eurasia grantmaking strategies, priorities, and
guidelines;
- Crafting and implementing international advocacy on Turkmenistan
and other Central Eurasia Project activities
- Collaborating with international advocacy coalitions to promote
information-sharing and joint policy goals.
- Managing a grants program, including soliciting and evaluating
grant proposals in the context of broader policy efforts, and
overseeing due diligence on grants implementation, and supervising 1-2
staff members.
- Communicating with grantees and maintaining and growing a network
of grantees in Caucasus and Central Asia and on the regional and
international level.
- Soliciting policy-related research and coordinating OSI
publications on relevant regional topics.
- Outreach to journalists to promote informed media coverage.
- Extensive collaboration and internal communication with other
divisions of the Open Society Institute, other donors, and advocacy
partners.
- Regular travel to Washington, D.C. and to Europe and Caucasus and
Central Asia.

Requirements:
- Masters Degree or higher
- Excellent organizational, communication, and analytical skills;
- Capacity to work independently and in a team;
- Extensive regional knowledge;
- Strong verbal and writing skills in English;
- Fluency in Russian strongly desirable; knowledge of Turkmen, Uzbek
or other Turkic languages a plus;
- Advocacy experience and strong familiarity with international human
rights norms a plus;
- 10 years experience working in human rights, journalism and with
civil society;
- Knowledge of governance issues within the energy sector a plus;
- Personal discretion in handling issues of human security and
security of information.

The 2008 Samarkand Summer School is jointly organised by the Italian
Association for the Study of Central Asia and the Caucasus (ASIAC,

http://www.asiac.net) and the Samarkand State Institute of Foreign
Languages (SamSIFL, http://sifl.50megs.com/Indexen.html) in the
context of a collaboration project between the University of Turin
(http://www.unito.it) and the Samarkand State Institute of Foreign
Languages. As in the previous editions, the Samarkand Summer School
offers language courses of the languages spoken in the region, a
seminar program on Central Asia's societies and cultures, and a
complementary program of excursions and visits to cultural sites and
events, as well as the possibility of a homestay in a guest family.
The Samarkand Summer School can rely on consolidated links with local
and international scholars and research institutes. All participants
to the Summer School's activities will be given a certificate of attendance.

The classes will take place in the central compound building of the
Samarkand State Institute of Foreign Languages. The duration of the
school is four weeks.

The 2008 edition comprises:

1. Language training in Uzbek, Russian, Tajik. Daily classes are
structured in group sessions for up to five students according to
language level. Lessons are held by qualified teaching staff of the
Samarkand State Institute of Foreign Languages. Each language course
has the duration of 80 hours and includes grammar lessons, exercises
and conversation.

2. Seminar program on "Central Asian Society in Historical
Perspective" will be held three afternoons per week. All the seminars
will be held in English. Topics covered by the seminar series will include:

- State- and nation-building in Central Asia
- Ethnicity and identity issues
- Russian culture in urban context
- Cultural traditions and religion
- Sociolinguistic situation in Uzbekistan
- Archival research work in Uzbekistan
- Anthropological and historical research in urban centres
- The Samarkand countryside and rural studies
- Community development projects

Participants to the Summer School will have the opportunity to present
and discuss their own researches or projects during additional seminar
sessions (facultative).

Participants:

The School is open to up to 15 Ph.D. and Master students.

Accommodation options in Samarkand:
- Homestay in families where the language of communication will be the
one chosen by the student
- Bed and Breakfast

Registration fees:

1,200 Euro with family accommodation
1,400 Euro with single room accommodation in Bed and Breakfast

This includes registration fees, travel costs from Tashkent to
Samarkand (depending on students' arrival schedule, we will organize
the transfer from Tashkent to Samarkand), accommodation and breakfast.
Travel fares to and from Uzbekistan are not included.

"Tourist Maps of Tajikistan" in scale 1:500.000. It covers West and
North of Tajikistan within 2 sheets (map-set) and join together with
the already published map "The Pamirs" in a set of 3 maps. These 3
maps will cover the whole of Tajikistan.

InterMedia releases new survey data on HIV/AIDS awareness in Afghanistan

InterMedia (www.intermedia.org) has released a new report on HIV/AIDS
awareness in Afghanistan. The result of its 2007 national survey in the
country's 34 provinces, 2,057 respondents were asked questions on their
awareness, knowledge, and chief sources of news and information about
HIV/AIDS. Among other categories, the reports analyzes the data by gender,
age, income, religiosity, ethnicity, as well as against media and
communication patterns.
